Invitation to Bid 3 Republic of the Philippines Department of the Interior and Local Government BUREAU OF JAIL MANAGEMENT AND PENOLOGY REGIONAL OFFICE I Parian, City of San Fernando, La Union Tel/Fax No. (072) 7002068 Invitation to Bid for the Rehabilitation of Urbiztondo Municipal Jail Facilities 1. The Bureau of Jail Management and Penology Regional Office 1 (BJMPRO1) through the General Appropriations Act FY 2019 intends to apply the sum of Three Million Pesos(P3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Rehabilitation of Urbiztondo Municipal Jail Facilities under BJMPRO1 ITB No. 2019-09-32. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Bureau of Jail Management and Penology Regional Office 1 (BJMPRO1) now invites bids for the Rehabilitation of Urbiztondo Municipal Jail Facilities. Completion of the Works is required for Ninety (90) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from BJMPRO1 BAC Secretariat Parian, San Fernando City, La Union and inspect the Bidding Documents at the address given below on September 26 – October 20, 2019 from 8:00 a.m. to 5:00 p.m. and October 21, 2019 from 8:00 to 10:00 a.m. 5. A complete set of Bidding Documents may be acquired by interested bidders on September 26 – October 20, 2019 from 8:00 a.m. to 5:00 p.m. and October 21, 2019 from 8:00 a.m. to 10:00 a.m. from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (P5,000.00) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The BJMPRO1 will hold a Pre-Bid Conference on October 07, 2019 @ 10:00 a.m. at BJMPRO1 Multi-Purpose Hall, Parian, San Fernando City, La Union, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat at the address below on or before October 21, 2019 @ 10:00 am. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be on October 21, 2019 @ 10:00 a.m. at BJMPRO1 Multi-Purpose Hall, Parian, San Fernando City, La Union. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. 8. The Bureau of Jail Management and Penology Regional Office 1 (BJMPRO1) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 9. The BJMP reserves the right not to award the contract without any incurring liability if the fund/allotment for the said program/project/activity have been withheld or reduced through no fault of its own. 10.     THE FERRER CLAN OF PANGASINAN PANGASINENSE HISTORY AND CULTURE by: Kristine Sanchez (Source: CCP Encylcopedia) "Pangasinan" comes from the word asin meaning salt, and translates into "a place where salt is made." It refers to a province at the northern end of the Central Luzon plain. Its shores form a lap for Lingayen Gulf and its borders extend west-southwest to Zambales, south to Tarlac, southeast to Nueva Ecija, and northeast to Nueva Viscaya, Benguet, and La Union. "Pangasinan" also refers to the language, which is spoken along the central part in such towns as Alaminos, Mabini, Sual, Labrador, Lingayen, Bugallon, Aguilar, Managtarem, Urbiztondo, Binmaley, Dagupan, Calasiao, santa Barbara, Basista, Bayambang, Malasiqui, San Fabian, Mangaldan, San Jacinto, Pozorrubio, and Mapandan. Ilocano is the predominant language in the western towns of Anda, Bani, Agno, Burgos, Dasol, and Infanta. "Pangasinense" or the "Oangasinan" refers to the people of Pangasinan. In the Census of 1980, theirnumber stood at 1,636,057. The same census reveals that there are 158,666 households which speak Pangasinan, 60,085 of which, or roughly 40%, are urban. HISTORY There are no conclusive data about the origins of the Pangasinense. One theory hints Java as a possible point of origin as the techniques of salt making in the northern coast of Java closely resemble those of the Pangasinense. These techniques were to make Pangasinan the source of the finest salt in the Philippines (Cortes 1974: 24-25). Other smilarities with Java are seen in the tools and methods of cultivation, such as the use of the bamboo harrow and the peculiarly shaped scythe for reaping rice.

    PANGASINAN HISTORY Pangasinan was among the earliest political and administrative units in the Philippines. It was officially conquered and colonized by D. Martin de Goiti in 1571. On April 5, 1572, Pangasinan was made an encomienda by the Spanish royal crown to receive instructions on the Catholic faith, which means that Pangasinan was organized under one leadership and has identity before the Spanish royal court. Eight years later, in 1580, Pangasinan was organized into a political unit under an alkalde mayor who at that time has authority as head of the province or provincial government with judicial function indicating that Pangasinan has become a province. To commemorate the day when Pangasinan became an encomienda and the year it became a province, Pangasinan celebrates April 5, 1580 as the official founding day of the Province of Pangasinan. At that time, its territorial jurisdiction included the Province of Zambales and parts of La Union and Tarlac. By the middle of the 19th century however, the northern towns of Agoo to Bacnotan were separated from the province and became parts of La Union. The provincial territory was further diminished in 1875 with the annexation of Paniqui and other towns south of it to Tarlac. Pangasinan, derived its name from the word “panag asinan” , which means “where salt is made”, owing to the rich and fine salt beds which were the prior source of livelihood of the province’s coastal towns. GEOGRAPHY Pangasinan territory covers a land area of 536,818 hectares which constitutes almost one-half (41.8 %) of the total land area of the region and 1.8 % of the total Philippine area.
