31 October 2019 AGENDA ITEM 7 REPORT NO LB63/19 ANGUS LICENSING BOARD – 31 OCTOBER 2019 OCCASIONAL LICENCES – DELEGATED APPROVALS REPORT BY CLERK TO THE BOARD ABSTRACT The purpose of this report is to advise members of applications for occasional licences under the Licensing (Scotland) Act 2005 which have been granted by the Clerk in accordance with the Scheme of Delegation appended to the Boards Statement of Licensing Policy. 1. RECOMMENDATION It is recommended that the Board note the applications for occasional licences granted under delegated authority as detailed in the attached Appendix. 2. BACKGROUND In terms of the Scheme of Delegation appended to the Boards Statement of Licensing Policy, the Clerk to the Board is authorised to grant applications for occasional licences under the Licensing (Scotland) Act 2005 where no objections or representations have been received, nor a notice recommending refusal from the Divisional Commander, Tayside Division of Police Scotland or any report from the Licensing Standards Officer recommending refusal where the application relates to hours within Section 6 of the Board’s policy. Attached as an Appendix is a list of applications for extended hours granted under delegated authority during the period 23 August 2019 to 4 October 2019. 3. FINANCIAL IMPLICATIONS There are no financial implications arising from this report. NOTE: No background papers were relied on to a material extent in preparing the above report. The beach is popular due to the provision of a coastal footpath and close proximity of a recreational area. During high and low tides the approximate distance to the water’s edge can vary from 20–200 metres. The sandy beach slopes gently towards the water. It varies in topography from low-lying areas along the coast to low hills in the west. The catchment is predominantly rural (96%) with arable agriculture the major land use. There is also some beef and sheep farming in the area. Approximately 4% of the bathing water catchment is urban; the main urban area being the town of Arbroath. There are also a number of other small settlements within the catchment. The main rivers within the bathing water catchment are the Elliot Water, the Geordies Burn and Brothock Water. The Elliot Links Site of Special Scientific Interest (SSSI), designated for its sand dunes, is located within the bathing water catchment. The Strathmore/Fife area was designated as a Nitrate Vulnerable Zone in 2002.

The interpretation of prehistoric iconography is complicated by the tendency to project contemporary male/female gender dichotomies into the past. Pictish monumental stone sculpture in Scotland has been studied over the last 100 years. Traditionally, mirror and comb symbols found on some stones produced in Scotland between AD 400 and AD 900 have been interpreted as being associated exclusively with women and/or the female gender. This thesis re-examines this assumption in light of more recent work to offer a new interpretation of Pictish mirror and comb symbols and to suggest a larger context for their possible meaning.
