Bhd. RINGKASAN EKSEKUTIF I. Pengenalan Cadangan Projek Kajian EIA ini dijalankan untuk cadangan Pembangunan Perumahan di atas Lot 1021, Lot 1297, Lot 2273, Lot 25 dan PT 23730 (Lot Baru 20506), Mukim Semenyih, Daerah Hulu Langat, Selangor Darul Ehsan. Projek ini akan dijalankan di kawasan dengan keluasan 212.80 ekar (86.12 hektar) dan akan dibangunkan oleh Sime Darby Properties (Selangor) Sdn. Bhd . tanah ini dimiliki oleh The London Asiatic Rubber and Produce Company Limited (Company No. 990021-H) yang mana merupakan anak syarikat Sime Darby Plantation Berhad. Lokaliti tapak Projek ini adalah di bawah pentadbiran Majlis Perbandaran Kajang (MPKj). Tapak Projek ini terletak di Daerah Hulu Langat, Selangor Darul Ehsan. Tapak Projek ini terletak kira-kira 45km dari Kuala Lumpur, 3km ke selatan dari pekan Semenyih, 7km ke utara dari Bandar Rinching, 18km ke selatan dari Pekan Kajang dan kira-kira 28km ke utara dari Seremban. Dari segi geografi, tapak Projek berada pada longitud dan latitud seperti berikut: No. Lot Longitud Latitud 101°51’44.99”E 2°58’12.33”N Lot 1021, Lot 1297, Lot 2273 dan PT 101°51’59.59”E 2°57’11.48”N 23730 (Lot Baru 20506) 101°51’04.30”E 2°57’04.08”N 101°51’11.31”E 2°56’58.68”N 101 °51’3.57”E 2°57’4.21”N 101 °51’11.59”E 2°57’3.93”N Lot 25 101 °51’4.00”E 2°56’57.55”N 101 °51’11.36”E 2°56’57.24”N Lokasi Tapak Projek adalah seperti yang ditunjukkan dalam Gambarajah A . Dari segi akses jalan, Lot 25 boleh diakses melalui 66 kaki rizab jalan sedia ada di sepanjang sempadan timur lot tersebut yang dihubungkan dengan Jalan Negeri B34 dikenali sebagai Jalan Broga dan kemudiannya ke Jalan Semenyih yang mana bersambung dengan Lebuhraya Kajang-Seremban (LEKAS) iaitu lebuhraya utama yang berupaya menghubungkan Tapak Projek dengan Seremban, Kajang dan Semenyih. Selain itu, di bahagian timur tapak projek boleh diakses melalui Jalan Taman Tasik Semenyih 1 (TTS 1) yang turut bersambung dengan Jalan Broga. Selain itu, di bahagian utara tapak projek boleh di akses melalui Jalan Sungai Lalang dan kemudiannya melalui Jalan Seri Haneco 4/8. Pada masa ini, tapak projek ini dilitupi dengan pokok kelapa sawit. Walaubagaimanapun, pokok-pokok getah didapati ditanam di bahagian utara Tapak Projek. Lot 25 yang mana terletak di bahagian barat tapak mengandungi rumah pekerja estet dan kuil Hindu yang mana kemudiannya akan dipindahkan ke Lot 26. Cadangan Tapak Projek dikelilingi oleh perladangan, vegetasi sekunder, industri dan penempatan. Keadaan sediada di Tapak Projek adalah seperti yang ditunjukkan di Gambarajah B . Cadangan Projek ini adalah pembangunan perumahan yang melebihi 50 ha yang tertakluk kepada perkara 7 Perintah Kualiti Alam Sekeliling (Aktiviti yang Ditetapkan) (Penilaian Kesan Kepada Alam Sekeliling) 1987 dibawah sekyen 34A, Akta Kualiti Alam Sekeliling (Pindaan) 2012. “Penilaian Awalan Tapak (PAT)” untuk cadangan projek telah dihantar dan ulasan daripada Jabatan Alam Sekitar Negeri Selangor telah diperolehi pada 21 Mac 2014 [(B)B 91/110/621/077 Jld 162(2)]. Berdasarkan pada Rancangan Tempatan Majlis Perbandaran Kajang 2020, Projek yang dicadangkan adalah terletak dalam Blok Perancangan Semenyih dibawah BPK 3.4: Sri Tanjung dan BPK 3.5: Tasik Semenyih yang mana telah ditetapkan untuk pembangunan perumahan. Alam Persekitaran Sediada Persekitaran Fizikal a. Topografi • Berdasarkan pada pelan ukur tanah, cadangan Tapak Projek ini mempunyai permukaan yang beralun dengan purata ketinggian berjulat dari RL50m hingga RL90m daripada min paras air laut. • Puncak tertinggi (kira-kira RL 122.73) adalah terletak di puncak bukit di bahagian selatan Tapak Projek manakala kawasan terendah (kira-kira RL 37.07m) berada di sempadan barat Tapak Projek. b. Saliran • Tapak Projek berada di dalam kawasan tadahan Sg. Semenyih. Topografi sedia ada Tapak Projek yang dicadangkan ini menunjukkan kawasan ini disaliri oleh aliran bermusim. • Terdapat satu (1) saliran bermusim dari tapak projek yang mengalir ke arah baratlaut terus ke dalam Sg. Bhd. Semenyih manakala dua (2) saliran bermusim yang berasal dari Tapak Projek menyaliri bahagian timur Tapak Projek sebelum mengalir ke dalam Sg. Saringgit di selatan daripada Tapak Projek yang mana akhirnya mengalir ke dalam Sg. Semenyih di rantau barat. • Semua air larian permukaan daripada Lot 25 mengalir ke dalam parit jalan di bahagian sempadan timur lot tersebut yang mana mengalir ke dalam Sg. Saringgit dan kemudiannya Sg. Semenyih. • Kesemuanya terdapat lapan (8) takat pengambilan air di dalam kawasan tadahan air Sg. Langat. Di antaranya, takat pengambilan air bagi Skim Bekalan Air Sg. Semenyih dan Loji Rawatan Air Bukit Tampoi adalah masing-masing terletak kira-kira 21km dan 33km di hilir Tapak Projek. c. Aspek Geologi dan Tanah • Geologi Peta Selangor, Lembaran 94 Kuala Lumpur (2010), yang diterbitkan oleh Ketua Pengarah Penyiasatan Kajibumi Malaysia Jabatan menunjukkan bahawa Tapak Projek terdiri daripada batuan granit (i.e. Granit Banjaran Titiwangsa) yang berusia antara Pertengahan Jurasik hingga Triasik Atas. • Pemetaan terain geologi telah dijalankan dalam kawasan Tapak Projek. Purata kecerunan cerun di bahagian selatan Tapak Projek adalah di antara 0 o hingga 15 o (i.e. kira-kira 37.22% daripada keluasan keseluruhan tapak Projek) manakala lereng bukit di bahagian tengah dan utara Tapak Projek mempunyai cerun dalam lingkungan 15 o hingga 25o (i.e. 62.78% daripada keluasan keseluruhan Tapak Projek). Tiada cerun dalam Tapak Projek yang mempunyai kecerunan melebihi 25 o. • Tapak projek yang akan dibangunkan adalah dikelaskan kepada dua (2) kelas iaitu Kelas I (26.43% atau 56.24 ekar) dan Kelas II (73.57% or 156.56 ekar). Kajian ini menunjukkan tiada kawasan Kelas III dan Kelas di dalam Tapak Projek. • Berdasarkan kepada Kajian Penyiasatan Tanah (S.I.) di lot bersebelahan (i.e. Lot PT 35725) daripada Tapak Projek, kawasan Tapak Projek pada umumnya terdiri daripada KELODAK berpasir pada lapisan tanah residu (iaitu Gred VI) dan KELODAK berkelikir (iaitu Gred V) di atas lapisan batuan dasar granit terluluhawa. • Secara rantau, air bawah tanah di kawasan Tapak Projek mengalir dari timur ke barat ke dalam lembah Sg. Semenyih. • Menurut Peta Tanah (Pindaan 2002) yang diterbitkan oleh Kementerian Pertanian Malaysia, keseluruhan Tapak Projek terdiri daripada tanah Siri Rengam kecuali lot kecil (i.e Lot 25) di bahagian baratdaya adalah tediri daripada Aluvium Tempatan-Telemomg-Akob. • Berdasarkan kepada Peta Hidrogeologi Negeri Selangor dan Wilayah Persekutuan Kuala Lumpur (2008) yang diterbitkan oleh Jabatan Mineral and Geosains (JMG) Malaysia, Tapak Projek adalah terletak dalam kawasan rejim akuifer yang berkeupayaan rendah di rantau ini.

The department has no objection to the proposed development via its letter dated 21st March 2014 [(B)B 91/110/621/077 Jld 162(2)] as appended in Appendix 1 .     IN SEARCH OF ENVIRONMENTAL JUSTICE IN MALAYSIA: THE CASES OF BROGA AND BUKIT MERAH Li Kheng Poh A thesis submitted in partial fulfilment of the requirements of the University of Brighton for the degree of Doctor of Philosophy January 2015 University of Brighton ABSTRACT The thesis examines two environmental campaigns in Malaysia in order to consider their significance in relation to conceptualising ideas of environmental justice and citizenship. The first campaign, the Broga anti-incinerator campaign is compared and contrasted to the second campaign, the Bukit Merah anti-radioactive waste campaign. Using a qualitative approach, the thesis examines how campaigners made use of a wide range of international environmental justice concepts and discourses, and campaigning strategies. These were locally adapted to fit the Malaysian political and social context, so that campaigners could demand their rights and challenge the responsibilities of the state and business interests. Campaigners made their demands for accountability not only through the law courts, but also through using discourses and strategies of environmentalism, rights to information and participation, citizen science, and lobbying internationally via transnational advocacy networks. Collectively, these actions brought both internal and external pressures to bear on the state and business interests, and created new spaces for dissent and for the construction of rights and entitlements. While actual material gains were not substantial, there were gradual incremental changes in feelings of personal empowerment and political consciousness, and in institutional health and safety processes. From this, I argue that conceptual links should be made between ideas of environmental justice and environmental citizenship. Concepts of environmental citizenship help to strengthen arguments for environmental justice, and vice versa.
