1. Apologies for absence Apologies were received and accepted from Cllr Edwards due to a bereavement in the family. Councillors sent their condolences and best wishes to PE and his family.

2. Code of Members' Conduct - Declaration of Interest SR declared an interest in 20/01876/F as he lived close to the property. The Clerk had authorised a dispensation to enable SR to remain in the meeting and speak on the application but not to take part in any vote.

There were no other declarations of interest.

JB advised 5 of the 8 Councillors attended the Councillor surgery on Friday 9 October when all planning applications were reviewed. The Councillors agreed to respond to 3 planning applications with 1 object and 2 no objection with comment.

Horse Hill

Sarah Finch (SF) has confirmed the dates for the judicial review hearing: 17-18 November. It will most likely be conducted online. The Secretary of State for Housing, Communities and Local Government may also get involved in the case too as they are now addressing national planning policy directly.

MB had circulated meeting notes from the Horse Hill overview on 24/9/20

1. The second hearing which failed, the judge said SF did not qualify for the single claimant cap as she was supported by the group, so this increased to £10,000 costs. 2. Failure from the second hearing which lead to the appeal actually improved the current situation, as the Appeal court judgement was decided by a more senior Judge than the hearing will have on the 17/18th November. 3. The decision on 17/18th can be appealed by either side (given permission). 4. Apparently, the SCC planning officer believed the UK/EU emissions were just a target not something to be complied with. 5. Oil use needs to fall 80% from current levels to meet the 2050 target 6. Oil companies generally were suggesting oil was required for plastic to make their case. 7. There are still 4 arguments but with crossover, the key element is “The failure to assess Carbon emissions both Indirect or Downstream Impact” 8. The SCC Environmental statement pre dated the Govt Net Zero Target 9. The judge for the hearing is not known yet, but it will be a virtual hearing and there will be an invitees list.

The Parish Council has subsequently written to Crispin asking him to communicate this case to the attention of Rt Hon Robert Jenrick MP and support the UK pledge which committed all countries to work to limit further rises in global temperatures.

Picketts Lane R&BBC has heard nothing so they will be writing to the to the Agent to say that the Enforcement Notice Decision has been held in abeyance.

Redhill Aerodrome There is no update and the Clerk has chased R&BBC

Route 4 Plane Wrong have decided not to continue their Judicial Review challenges to both DfT and the SoS. Councillors agreed to arrange a meeting with Plane Justice to receive latest update.

The Clerk reminded Councillors about the TC Virtual Briefing on the MHCLG White Paper - Planning for the Future – 13/10/20 @ 6.30pm

A - Building a two-way conversation with your community SALC – CM

As previously mentioned, S&SPC are already communicating well with residents.

Recommendations to consider are to hold open forums which are topical, meet the Chairman/ Councillor sessions, carry out surveys (ideally once a year – a resident survey), consider using Social Media for live videos/ quick quizzes. Most important make the topics relevant to our community.

We should have a strategic plan outlining the communication approach for the year. This should all be linked to the aims and objectives of the Council.

B - R&BBC southern locality meeting – CM

This was the last of these meetings that the Clerk had been attending fortnightly which were changed from the Southern area meetings and became more regular at the start of Covid 19.

C - GTR Community Engagement Officer site visit to Salfords Station

Those present; Parish Cllr. Stephen Rolph, Rob Whitehead Community Engagement Officer (Southern and GX) | Govia Thameslink Railway (GTR), Karen Smith; SAF Ticket Office Clerk, a local resident who is a Salfords station supporter and wild flower protector within station grounds

The prime reason for Mr Whitehead’s visit was to try and ascertain which set(s) of Ground Maintenance Contractors are responsible for the repeated visits to the station with resultant heavy-handed strimming that has effectively removed all wildflower growth on the site – three strims this year, twice after plants were in flower and 3rd time of whatever stragglers remained.

Mr Whitehead provided a map setting out which parts of the station grounds are the responsibility of Network Rail then the areas delegated to Govia Thameslink Railways – GTR and we learnt that further areas may have been handed to SABA the current car park operator under contract to GTR.

The concern of the heavy-handed approach of contractors use of weed killer on anything with green leaves was raised the timings of strimming (3 times per annum) – twice just after flowering time, the third time, this week when there was only struggling plants to cut down.

Ideally the PBF measures of low height barriers around the major wildflower areas plus ‘Do Not Spray’ signage may be a way forward to help all contractors identify wanted plants and not to indiscriminately use strimmers and weedkiller. Mr Whitehead suggested that another measure to encourage horticultural success is to consider ‘Adopting the Station’ either by the Parish Council supported by enthusiastic residents or a local resident’s support group. He is happy to speak at a Parish Council meeting.

GTR’s Karen Smith used Mr Whitehead’s visit to show him where Network Rail were failing to properly litter pick their own enclosed areas plus shortcomings in the station building habitat and in CIS data to her in the station ticket office. Currently passengers on the platforms receive updates from the platform indicators before she is aware of train changes & cancellations.

Councillors were in support of adopting Salfords train station but it was fundamental that the community take it on so the Parish Council would support residents to make this happen.

Councillors agreed to invite Rob Whitehead Community Engagement Officer (Southern and GX) | Govia Thameslink Railway (GTR) to present to Council more detail behind the scheme. WC asked JA if this is something he would be interested in being involved with as he was a regular commuter (pre Covid) and JA confirmed he would be happy to be involved and be a conduit to the community. The public would also be able to attend the meeting.

D - 22/9/20 – Gatwick Airport Community engagement

SR was one of four local Councillors to attend and submitted questions prior to the meeting There was a question and answer session

GAL confirmed that as a result of the downturn in their passenger numbers around 1300 GAL employees could be made redundant One significant topic to emerge is that of landing & takeoff slots. Apparently individual airlines apply for slots to match their business plans and the airlines can sell these on to others. BA & Virgin having ceased to use LGW still have control of their slots. This in turn means that airlines wanting to come and use LGW have to obtain their own new slots which may only be available at possibly less commercial times. Furthermore, airlines becoming insolvent will have their slots i.e., assets sold on by their Administrators to pay off their outstanding debts and no doubt the Administrators fees.

De-carbonisation - the Airport are keen to improve east & west transport links to Gatwick and GWR’s introduction of a semi fast 2nd train each hour from Reading to Gatwick and return could help to encourage Gatwick passengers to use the train for these areas. There is a vision that the Reading service could be extended further north to Oxford or even Stratford on Avon. What is currently missing is a Gatwick service from Kent, either Tonbridge or further east from the towns

SR advised it was a worthwhile meeting.

E - 2nd wave planning exercise with R&BBC and the VCS

R&BBC called this meeting with various groups in the Borough. Over 50 attendees discussing and preparing plans for a Phase 2 Covid 19 local lockdown.

F – SLCC Clerk meeting

The Clerk received an overview on planning white paper and CM had circulated slides. Clerks pensions, SCC local resilience on Covid 19 were discussed.

Devolution of Councils may be on hold and the white paper could be deferred. There is discussion for to have 5 natural communities. Representatives would be appointed – not elected. We will have a future speaker on this to discuss Surrey 2050.

G - SALC Planning briefing on white paper consultation

SR advised this was a very well run webinar led by SSALC’s Planning Associate Chartered Town Planner Flo Churchill. Additionally, the webinar, chaired by SSALC’s CEO Trevor Leggo, was a masterclass in running a Zoom session with 100 participants.

Flo’s visuals clearly set out the principal themes of the proposed white paper including Government’s rationale for changing/improving the current system and she highlighted many gaps in its logical flow including potential difficulties with the three-tier approach to categorizing planning zones. She gave the example of the Sussex National Park which through its size & diversity could be fitted into all three categories.

She highlighted the reduction in rights for the public to be heard at Planning committee meetings plus the potential duty for local councils to recruit extra staff to oversee design aspects of the proposed White Paper.

Questioners raised concerns about interim arrangements where a DMP is already in place and the creation of a new plan in line with the requirements of the new White Paper with a potential gap in time between the two documents.

In conclusion Flo said the proposed White Paper currently was ‘Strong on Rhetoric but weak on Detail’ so suggesting our consultation responses should highlight these gaps and weaknesses.

JB confirmed he was working on draft responses to the two planning consultation papers and would circulate to all for comment before final submission. MB advised Norwood Hill Res Ass Chairman had prepared a paper about various planning matters in the local Sidlow/ Norwood Hill area and has shared it with C Blunt. Councillors agreed to write to about the attitude of local planning and enforcement issues in Salfords.

8. Finance Matters – Parish Council and Village Hall

a. Statements of Income and Expenditure for S&SPC (£75,384.29) and the Village Hall (£20,413.11) for September 20 were noted and approved.

b. List of cheques/DD for S&SPC and the Village Hall for September 2020 were noted and approved

S&SPC - 2 DD and 11 online payments were issued for a total amount of £4,145.24

Village Hall - 3 DD, 1 TV payment and 4 online payments were issued for a total amount of £1,351.46

c. Councillors noted bank reconciliation for September 20 has been signed off

d. Councillors noted the second instalment of precept has been received for £19,250

e. Councillors noted CIL payment has been received for £985.57

f. Internal audit process

Due to Covid 19 the Internal Audits are taking place remotely. The Clerk has spoken with the Internal Auditor and both believe it is not necessary to carry out a half year review. This is because there have been no matters to report for S&SPC for several years and the AGAR is always signed off with no complications.

Councillors noted the recommendation and agreed for 2020/21 to carry out one Internal Audit review at year end.

g. High vis jackets

Councillors approved the order for the high viz jackets with parish Council logo on at a cost of £332 40 adult x £6.80 = £272 20 child x £3 = £60

h. Grant request from Salfords PTA

A grant request from Salfords Primary School had been received to assist in funding Chrome Books so the school has a loan back to aid families who do not have access to IT but need it for self-isolation or a future lockdown. 5 Chrome books cost £1287.50 + VAT

Councillors agreed to fund 5 Chrome books and funding would come from the Covid 19 grant funding for £1290.

i. Charity donation in memory of Borough Cllr Allcard

Councillors agreed to make a charity donation of £100 to St Catherine’s Hospice in memory of Borough Cllr Derek Allcard.

Action ▪ CM to advise Internal Auditor there will be no interim internal audit for 2020/21 ▪ CM to confirm grant request from Salfords Primary School PTA and make payment ▪ CM to make £100 charity grant donation to St Catherine’s Hospice in memory of Cllr Derek Allcard

9. Tree Charter Day The 5 large trees from Barchams have been paid for and arrived. They are being stored at Cllr Burton’s house. WC thanked MB for arranging all this.

There are confirmed locations for 3 of the trees: -

1. Salfords Social Club 1 x Field Maple - Acer campestre Elegant 12-14cm 45L 2 – Salfords Social Club 2. Church 1 x Rowan - Sorbus hupehensis 12-14cm 35L - to be planted at Christ the King church to celebrate renewing our 50-year lease 3. Monotype 1 x Oak - Quercus petraea 10-12cm 65L

Dunraven Avenue Road Association (DARA) have also asked for two large trees so they could have the other two: -

1 x Field Maple - Acer campestre Elegant 12-14cm 45L 1 x Oak - Quercus petraea 10-12cm 65L

The Parish Council will be funding the planting and staking of these trees at a cost of £40/ tree.

300 saplings will be arriving from the Woodland Trust in November.

The Clerk has contacted SCC Tree Strategy team to say we have already identified several private community locations for the trees from the Woodland Trust for this year but want to know if other sites are suitable for tree planting in years to come.

Areas identified in Salfords are: - ▪ Corner of Mead Avenue and Westmead Drive ▪ Large tract of land bounded by Copsleigh Ave, the railway and The Premier Inn. Land ownership unknown. ▪ The small rectangle of land at the junction of Salbrook Road with Rd/Bonehurst Rd ▪ Verges on Woodside Way and Copsleigh Way ▪ By the hedge on the Northbound lane of A23, opposite Fixing and Power Tools (and partially opposite Vines) – to possibly include a pear tree as it is called Pear Tree Hill ▪ All the opportunities at the junction of A23 and the new road to Westvale (and lining both sides of the new road, but we hope the developers are doing that) ▪ The slope outside the Bookers' fire escape, on the little side road (Southbound lane of A23) ▪ Grass verge outside Canada House (spa business), next to the footpath to Salfords station off the A23 - maybe a maple tree? ▪ Verge outside 49 Brighton Road (entrance to Napier Close) ▪ Corner of Common and Woodhatch Road off A23, just before the houses start, going towards ▪ Montfort Rise at top on grass verges

The only site we have identified in Sidlow is: - ▪ the roundabout on the A217 into Westvale Park. We wonder whether we can plant the Oak or Acer at this location and waiting for confirmation from SCC. If not, then DARA could have both.

Our Tree Charter Day will be on Saturday 28 November from 11am to 3pm with initial meet at the village hall. The Parish Council has received confirmation from various individuals who have requested trees for their gardens and had some volunteers (different from people wanting trees) who have signed up to help on the day.

Full risk assessment needs to be undertaken including Covid 19 protocols and CM will need to liaise with the various groups to see what help can be provided from which volunteer in a socially distanced safe way.

10. Consultations Consultations had been received and Councillors agreed the following

A - Surrey Rail Strategy SR had prepared a response and Cllrs agreed to say Surrey’s rail network is not self- contained within the County Boundaries, therefore in its final form it must ’fit’ within national and regional policies as prescribed by others.

A further difficulty in Surrey and elsewhere, is where level crossings disrupt road traffic so often bringing town centres to a halt with increased vehicle emissions from standing traffic. Examples and detail were provided.

Main issues selected from the list were: -

Delays - Smaller stations often suffer from skip stopping when delays occur. (MB said this is an issue and something which has an impact on local residents using their closest train station) Reliability - Worsened by irregular services when problems strike the network Service Frequency Journey times - Some have worsened over the years Fares - Too high & complex Ticketing Structure - Too complex for historical reasons Travel information - could be improved; Salfords station ticket office does not have a CIS display so the Clerk cannot always assist passengers with up to date information Customer service - to ask what happened to GTR’s Station Host initiative? Personal security - unstaffed stations in dark may not be welcoming to passengers Cleanliness On-board Crowding - Now gone away in the rush hour following COVID and WFH. Station Connectivity - Some local stations do not have any local bus service connectivity but have to walk in excess of five minutes from the nearest stop. Station facilities- Could be improved; auto ticket machines are difficult to use in bright light Station accessibility - A big problem at smaller unstaffed station. Salfords station’s southern platform is inaccessible to wheel chair users. Car parking provision - Salfords station car park usually full by 07.15 on work days pre- Covid. This lack of capacity discourages potential off-peak passengers from using trains if they cannot readily park and there are no local bus services serving their residential rural areas. Cycle parking provision- Secure cycling parking often not provided at smaller stations

The top 5 priorities considered to be most important in improving the County’s rail network were listed as reliability and punctuality, Improved station accessibility, Better bus connections at stations, Improved personal security Integrated and smart ticketing

Key drivers of change shaping the County’s rail network in the future are Government changes to operational model, shifting political focus on infrastructure, population and housing growth and remote working

Surrey is not a railway island so although some local improvements, mainly at stations, are required but major change could be route based. For example, our local stations are part of the Brighton Main Line – BML - offering. However, Reigate may be viewed as part of the BML offering with its services but is also part of an outer London orbital route.

Government Pavement Parking – closes 20/11/20 SR was preparing a response and collating feedback from residents on local issues. This would be included as an agenda item for November.

Action ▪ CM to submit response to Surrey Rail Strategy ▪ SR to prepare draft response to Government pavement parking consultation and circulate to All.

11. Village Hall

WC said now the new lease had been signed there was an opportunity to make improvements to the village hall such as looking to make the hall more energy efficient and consider looking at obtaining grants for insulation, improved double glazing to some windows, etc.

Parking options should be explored for the forecourt. Councillors discussed the pros and cons of this initiative and it was agreed further consideration was needed.

He added this will be a long-term project so would like to have a working party of maybe four

Councillors to work on this.

SR/ JA and ML agreed to be involved.

MB recommended the Council arrange for the hall to have an EPC certificate evaluation and Councillors agreed to this.

WC advised that CM would schedule a meeting to discuss terms of reference and next steps.

JB recommended that the Clerk request the RACC secretary to arrange a virtual meeting with RACC members as the last meeting held had been January 2020. CM confirmed she had done this.

The Council noted the other correspondence and agreed no further action was necessary

13. Clerk Report

Salfords Village Hall There was a problem with the electrics in the rear hall with them tripping out so the Clerk had to arrange for the electrician to attend twice. There are also some chewed wires in the loft to be monitored. Squirrels could be heard in the loft area so pest control attended but nothing found.

Councillors agreed to the action taken.

Website Accessibility In March 18 Government set out new accessibility guidelines for public sector bodies to make sure that websites are accessible to all users – especially those with disabilities. The regulations state that by September 20 all Parish Councils must have a website that complies with the Website Content Accessibility Guidelines (WCAG) 2.1 AA rating. WCAG has three different rating levels. A, Aa and AAA and the regulations require public body websites to at least meet the AA rating.

The guidelines explain how to make websites and apps accessible to everyone, including users with impairments to their: ▪ Vision – those who are severely sight impaired (blind), partially sighted or colour blind ▪ Hearing – those who are deaf or hard of hearing ▪ Mobility – those who may find it difficult to use a mouse or keyboard ▪ Thinking or understanding – for example, those who are dyslexic, autistic or have learning difficulties

CM has reviewed the website and comparing what we have/ don’t have and where we are compliant. Namesco (website supplier) are going to be releasing an app that can integrate with a 3rd party subscription service that can help with ensuring our site conforms to the WCAG 2.1 requirements. They don’t have a release date or costing details for the app at the moment, however they are working to make it available to their customers as soon as they possibly can.

In order to comply with the new accessibility guidelines, a public body such as a Parish Council must have: ▪ A website compliant to the WCAG 2.1 AA standard – underway – little to change ▪ An Accessibility Policy Statement that follows a standard format - complete ▪ An Accessible Documents statement that follows a standard format - complete ▪ A process in place to regularly monitor and review the website - ongoing ▪ A process to provide requests for content that is not in a compliant format – to be completed

Councillors approved the work undertaken for website accessibility including statement and policy and agreed for the Clerk to continue to monitor and ensure there is funding within the budget for this.

Jet Team overview

The meeting has been booked on Zoom for Thursday 12 November at 10am to receive a presentation from Richard Dewar. Councillors to let the Clerk know of any matters to raise so she can send ahead of the meeting.

A23 Speeding

CM had raised the issue of speeding on A23 with Highways. Response received was: -

‘Thanks for raising your concerns over speeding on this stretch of road. I very much sympathise with the issue you raise. Speeding can increase the risk of collisions and can make the consequences far worse. It can also deter more walking and cycling and make places less pleasant to live. Therefore, Surrey County Council work closely with to develop local speed management plans whereby we investigate the level of speeds and collisions on roads where concerns have been raised, and we use this information to prioritise interventions. These may consist of more speed enforcement by the police, traffic calming or community speed watch on lower speed roads. It has been noted that there have been increases in higher speeds during lockdown throughout Surrey as some motorists have taken advantage of the emptier roads to "put their foot down", sometimes recklessly.

We are due to meet with the police in the coming weeks to review the Reigate &

speed management plan and I will ensure that this site is added to the agenda to consider if it needs greater intervention from the police for enforcement. There used to be a vehicle activated sign on this stretch of road which would illuminate to remind drivers of the speed limit and warn of enforcement if they were travelling too fast. Sadly, this was a solar powered unit and we have found that these are far less reliable than mains powered signs. This was removed when it was beyond economic repair. An option might be to install a mains powered unit subject to budget availability and priority compared with other sites.’

Lodge Lane

CM raised the issue about the removal of 30MPH repeater signs on posts on Lodge Lane and this being a road we want fund carrying out speed checks. This is the response: -

‘I can confirm that these signs were not installed by Surrey County Council, they were not the correct size or font and were not attached to sign posts but instead they were screwed into the existing telegraph poles. Unfortunately, I do not know who installed them, anyone can purchase any type of sign off of the internet nowadays so it could have been anyone.

Unfortunately, Surrey County Council receives a vast number of requests for additional measures to be installed on roads throughout Reigate & Banstead due to residents’ concerns about road safety. Because the number of requests received vastly exceeds the funding available for such measures, funding for such additional measures is targeted where their introduction would achieve the greatest benefit in terms of helping to reduce the number of people already being injured on Surreys roads. Lodge Lane, is not a high-risk site compared to many other roads in Surrey that suffer a continuing history of collisions that we are prioritising for additional measures.

It is appreciated that the Parish Council would like to carry out some speed surveys on this road, however I would advise against carrying out speed surveys at this current time in Lodge Lane. This is because some of the carriageway appears to have sunk around a manhole cover which has created an extremely uneven road surface. Signs have been installed to advise drivers to drive slowly due to the uneven surface, therefore drivers speed is likely to be influenced by this at this time and any speed surveys could possibly be inaccurate. Once works have been carried out to resolve the uneven road surface, I will get back to you regarding carrying out speed surveys’.

CM has asked when it is hoped the sunken road will be repaired

Honeycrock Lane bridge – flooding

SCC has confirmed the surface water pipe on the side where the puddle forms is not connected to the surface water system (Thames water) that then flows down the rest of Honeycrock Lane and into the larger drainage system. SCC are in liaison with Thames Water to see if they can raise further works.

Action ▪ CM to include website accessibility work within remit of role and ensure future budget planning will have monies set aside for this. ▪ Councillors to attend overview from Joint Enforcement Team at R&BBC on 12/11/20 at 10am and advise CM of any questions prior to the meeting.

The proposal is to build new houses on the southern side of Hilford Place where there are no existing dwellings. Hilford Place is a narrow road with an awkward junction onto West Avenue. While the increase in traffic from 2 new houses may be small it would have a material and potentially unsafe impact on the immediate road network. Cars already park on the road in Hilford Place, additional parking on the road, especially on the South side of Hilford Place could obstruct traffic, in particular emergency and service vehicles.
