Fransa, Almanya, İtalya ve Libya’daki Türk misyonlarında çeşitli görevlerden sonra 1975 yılında Köln Başkonsolosu oldu. 1979 yılında Dışişleri Bakanlığı Personel Genel Müdürü, 1981 yılında ise İstihbarat ve Araştırma Genel Müdürü olarak görev yaptı. 1983 yılında Sofya’ya Türkiye Büyükelçisi olarak atanan Lütem bu görevde altı yıl kaldı. 1989–1992 yılları arasında Dışişleri Bakanlığında Müsteşar Yardımcılığı yapan Lütem, 1992 –1995 yıllarında Vatikan nezdinde Büyükelçi ve 1995-1997 yıllarında ise UNESCO nezdinde Türkiye Daimi Temsilcisi olarak görev yaptı. Lütem Avrasya Stratejik Araştırmalar Merkezi’nin (ASAM) Ermeni Araştırmaları Enstitüsü (2001) ile İnsanlığa Karşı Suçlar Araştırma Enstitüsünün (2006) kurucu başkanıdır. Lütem, 2009-2012 yıllarında Avrasya İncelemeleri Merkezi (AVİM) başkanı olarak görev yapmıştır. Halen AVİM bünyesinde yayınlanmakta olan Ermeni Araştırmaları, Review of Armenian Studies ve Uluslararası Suçlar ve Tarih dergilerinin editörlüğünü yürütmektedir. Bu faaliyetlerin yanı sıra 2006–2007 eğitim-öğretim yılının birinci döneminden itibaren ODTÜ Tarih bölümünde Emergence and Evolution of the Armenian Question başlıklı yüksek lisans dersini vermektedir. Doç. Dr. Nejla GÜNAY ejla Günay, Kahramanmaraş’ta doğdu. İlk ve orta öğrenimini Nburada tamamladı. Gazi Üniversitesi Sosyal Bilgiler Öğretmenliği Tarih Anabilim Dalı’ndan 1989 yılında mezun oldu. 1996 yılında Gazi Üniversitesi Sosyal Bilimler Enstitüsü Yeniçağ Tarihi Bölümü’nde Yüksek Lisans’a başladı. “XVI. Yüzyılda Bursa Yahudileri” adlı yüksek lisans tezini 1999 yılında tamamladı. Aynı yıl Gazi Üniversitesi Atatürk İlkeleri ve İnkılâp Tarihi Bölümü’ne okutman olarak atandı. Gazi Üniversitesi Sosyal Bilimler Enstitüsü Yakınçağ Tarihi Bölümü’nde başladığı doktora eğitimini “Maraş Ermenileri” adlı tezi ile 2007 yılında tamamladı. Bu tez aynı yıl “Maraş’ta Ermeniler ve Zeytun İsyanları” adı ile IQ yayınevi tarafından kitap olarak basıldı. Bu çalışma 2012 yılında Kahramanmaraş Sütçü İmam Üniversitesi’nin yedi kategoride verdiği “Kahramanmaraş Kültürüne Hizmet Ödülleri” kapsamında kitap kategorisinde en iyi kitap ödülünü aldı. “Zoraki İttifaktan Yol Ayrımına İttihat Terakki ve Ermeniler” adlı eseri 2015 yılında Atatürk Araştırma Merkezi tarafından yayımlandı. Nejla Günay, 2009 yılında Gazi Eğitim Fakültesi Ortaöğretim Sosyal Alanlar Eğitimi Bölümü Tarih Eğitimi Anabilim Dalı’na öğretim üyesi olarak atandı. 2011 yılında Doçent unvanını alan Nejla Günay’ın çok sayıda bilimsel kitap ve makalesi bulunmaktadır. In spite of the fact that more pragmatic revolutionaries attempted to convince the Armenian community that the Balkan model would not work for the Armenians because of demographic and geopolitical differences, the Armenian struggle for inde- pendence from the Ottoman Empire was waged in a way that was similar to the Balkan model. There is strong reason to believe that if the Armenians had had stron- ger British and Russian backing and constituted a slightly higher percentage of the population in the region of Eastern Anatolia that an independent Armenia would have emerged in Eastern Anatolia and Cilicia much in the same manner that an independent Bulgaria, Serbia, and Montenegro emerged in the Balkans.

In writing this book intended to defend turkey against the Western public opinion concerning the Turco-Armenian question, I have only given way to my grateful feelings towards the country where I was born and which made me, in my turn, the object of her benevolence. These feelings expressed themselves by acts of indubitable loyalty and there is they reason why I fought twice in duel to maintain her honor and served her as a volunteer during the Turco-Greek War. It is after having ended my career and assured a long time ago of the kind feelings of the Ottoman Government and of my Turkish fellowmen’s that I publish this work under my name. Thereby I mean to say that I am only obeying my love towards the country. As to the degree of conviction with which I put my pen to her service in this discussion, where the question is to prove that Turkey is not so guilty as report goes and in which passions are roused to the utmost is sufficiently fixed by my signing this defense in which I speak the plain truth to the Armenian committees and the Entente.

    Juni 1921 wird das Berliner Landgericht zum Schauplatz eines Pro- zesses, der die Welt aufrüttelt. Der Angeklagte hat den Verant- wortlichen für den Völkermord an den Armeniern, den ehemaligen türkischen Großwesir Talaat Pascha in Charlottenburg auf offener Straße erschossen. Der junge Angeklagte wird freigesprochen. Was das Gericht nicht weiß: Er gehört dem geheimen Kommando »Ne- mesis« an, das sich zum Ziel gesetzt hat, die untergetauchten Haupttäter des ersten großen Genozids unserer Zeit, dem 1,4 Mil- lionen Armenier zum Opfer fielen, zur Strecke zu bringen. Rolf Hosfeld erzählt die Hintergründe dieses Mordes: Die Massaker zur Zeit des Sultans Abdul Hamid II., die Europa schockieren und Kaiser Wilhelm II. gleichgültig lassen. Die Entstehung eines ag- gressiven türkischen Nationalismus und schließlich die systemati- sche Vernichtungspolitik unter dem Schutz des Bündnisses mit dem Deutschen Reich im Ersten Weltkrieg. Nach dem Krieg werden die Hauptverantwortlichen dieses Menschheitsverbrechens, das vom türkischen Staat bis heute geleug- net wird, durch ein Kriegsgericht in Abwesenheit zum Tode verur- teilt. Die meisten von ihnen jedoch fallen der »Operation Nemesis« zum Opfer. ROBERT HOSFELD, geboren 1948, studierte Germanistik, Politik und Philosophie in Frankfurt/M und Berlin. Promotion über Heinrich Heine. Er war Verlagslektor. Redakteur bei »Merian», Kulturchef der »Woche«. Heute arbeitet er als Filmemacher und Journalist. Rolf Hosfeld lebt in Berlin und Brandenburg. For more information, please contact [email protected]. ‘‘Native Christians Massacred’’: The Ottoman Genocide of the Assyrians during World War I Hannibal Travis Florida International University College of Law The Ottoman Empire’s widespread persecution of Assyrian civilians during World War I constituted a form of genocide, the present-day term for an attempt to destroy a national, ethnic, or religious group, in whole or in part. Ottoman soldiers and their Kurdish and Persian militia partners subjected hundreds of thousands of Assyrians to a deliberate and systematic campaign of massacre, torture, abduction, deportation, impoverishment, and cultural and ethnic destruction. Established principles of international law outlawed this war of extermination against Ottoman Christian civilians before it was embarked upon, and ample evidence of genocidal intent has surfaced in the form of admissions by Ottoman officials. Nevertheless, the international community has been hesitant to recognize the Assyrian experience as a form of genocide.
