THE STATEMENT OF INTENT This is an agreement between The Steam Fair, Police and the local authorities and sets out the detail of the initiatives to reduce the impact of the Steam Fair on the local community, and to ensure the safety of visitors. It can be viewed at www.dorsetforyou.com FINAL STEAM FAIR ARRANGEMENTS The Steam Fair, Police and Dorset County Council highways have worked on improving traffic movement on the A354 Salisbury Road during the period of the Steam Fair. This includes a 30mph speed limit. To assist traffic flow on the main show days (Wednesday 2 September – Sunday 6 September) CSAS traffic stewards will be deployed at the main car park entrances to direct traffic into the car parks and keep through traffic moving. The Steam Fair’s on-site radio station is capable of reaching a 10 mile radius and will issue regular traffic bulletins regarding the A354 from Saturday 29 August until Sunday 6 September. Tune in to “Steam Fair FM” on 87.9 FM. Efforts have been made to minimise traffic movement along Valley Road with appropriate signage. Due to this road being narrow and unsuitable for extra traffic, signs will be provided warning of “No access to Steam Fair”. We are aware that extra vehicles on this busy road cause traffic problems and exhibitors have been requested not to use this road. Signs will be erected on the approach road to Tarrant Gunville and Tarrant Hinton on or before Friday 28 August. Signs will be placed on the road to Tarrant Monkton on Monday 31 August; the signs are placed here later so minimal disruption is caused to local businesses that rely on Bank Holiday passing trade. The Steam Fair will closely monitor weather forecasts leading up to and during the show and should the weather be wet, contingency measures will be implemented. This will include the provision of a road sweeper outside the showground on the A354 to help keep the road clear of mud and the use of large tractors for towing at the show entrances in order to facilitate traffic movement. The Steam Fair has recently installed some new permanent hard roads on the showground which will help ease traffic congestion should wet weather be experienced. The majority of campsites on the Steam Fair have to be pre-booked. There will, however, be some available for pay on arrival campers. FUNFAIR Pre-Show – over the Bank Holiday weekend (Saturday 29 August to Monday 31 August) and on Tuesday 1 September, fairground operators will be erecting and testing their rides including sound systems and some music will therefore be experienced. This will be as limited as possible. The Funfair closing times are as follows: Wednesday 2 September The music will cease at 11.30pm Thursday 3 September Rides continue in silence until 12 midnight Friday 4 September Saturday 5 September The music will cease at 12 midnight Rides continue in silence until 1am Sunday 6 September Fairground will close at 3pm. INFORMATION FROM HIGHWAYS To try and ensure as many drivers as possible are aware of the delays during the Steam Fair, signs are already being put out by GDSF warning people of long delays for the duration of the event. After consultation with the Police, GDSF and the County Council, there will be temporary 30mph speed limits along the A354. Please see attached the temporary Traffic Management Order concerning the A354 Tarrant Hinton. This measure was considered to be successful in previous years in improving traffic management and safety on the A354. TEMPORARY SITE FOR TRAVELLERS VISITING THE GREAT DORSET STEAM FAIR A temporary travellers’ site will be provided again managed by Dorset County Council, working in partnership with North Dorset District Council and the Police. This year the Steam Fair Organisers will provide a field close to the Steam Fair site to which the Police can direct Travellers, if and when they create unauthorised encampments in the vicinity of the Steam Fair. The Travellers will be charged for their stay and, in addition, the Steam Fair organisers have agreed to pay half the costs of providing the site. The site on the A354 at Tarrant Hinton is specifically for and only to serve the need created by the influx of Travellers usually attracted by the Fair. It will not be available for other uses and will close as soon as it is no longer required for this purpose. Having a local authority run site in a suitable location enables the Police to use specific powers under the Criminal Justice and Public Order Act, which would not otherwise be available. In the past this has worked very effectively to prevent unauthorised camping and protect areas such as The Milldown at Blandford and Leigh Common, Wimborne. There will be 24 hour security on the travellers’ site and facilities will be provided to prevent the fly tipping and nuisance that can occur on unmanaged sites. This is a cost-effective way of dealing with what can become expensive problems and should spare residents (even those close to the provided site) from the nuisance suffered by some in previous years. The site will be set up on Monday 24 August and will officially open on Wednesday 26 August. The site will close on Monday 7 September 2015. The Police can use their power to direct Travellers to the authorised site, but it is still important to warn landowners in your area to secure their land before and during this year’s steam fair to prevent unauthorised encampments. POLICE PROACTIVE REASSURANCE OPERATION Dorset Police will be conducting a proactive intelligence led reassurance operation around the Great Dorset Steam Fair. There will be a temporary Police Station based in the yard of Manor Farm, Tarrant Hinton (approx 200m from Tarrant Hinton Business Park and well sign posted). The temporary Police Station will be in operation from 9am to midnight each day of the operation. The office will not be staffed fully during these hours, as officers will be visible on patrols. However, patrolling officers can be reached on the Rural North Safer Neighbourhood Team mobile telephone number: 0800hrs to midnight on 07825 521852; midnight to 0800hrs – 101 number should be used for non-emergency incidents and concerns. In emergency 999 should be used in the normal way. LICENSING OF GREAT DORSET STEAM FAIR There is no change in the total number of premises licences for this year’s event. The Heritage Lounge Bar won’t be open this year. All the licences authorise the sale by retail of alcohol with some authorised for regulated entertainment and late night refreshment. Let’s all hope that the weather is good for all our visitors to enjoy the Steam Fair which is a major event in the County and that there is minimal disruption to the local community. MOBILE PHONE NETWORK CAPACITY The Steam Fair has had confirmation that Vodafone will be providing two temporary masts and O2 will be supplying one mast this year. As for EE customers, we have requested a temporary mast from EE but have not had any response. We would advise any EE customers to directly contact EE should they experience poor reception. DAMORY BUS SERVICE Throughout the event, visitors can travel on Damory buses directly between the site and stops in various locations - including the Sunrise Campsite, Blandford, Salisbury, Coombe Bissett, Pimperne, Milton Abbas, Puddletown, Dorchester, Weymouth, Wimborne and Poole. Services will run from first thing in the morning on Wednesday 2 September at regular intervals until the early hours of Sunday 6 September. At the end of each day there will be frequent bus services from the event site at Tarrant Hinton to destinations across the region - including all main towns and some local railway stations. Buses will depart the event at regular intervals until 12.15am on Sunday morning. Bus timetables can be found on the following link: http://www.damory.co.uk/news/great-dorset-steam- fair-buses-copy/ TRAFFIC MANAGEMENT A national scheme makes facility for specialist accredited Companies to ‘manage’ traffic on the Highways. Their staff are specifically trained to control and direct traffic on the Highway. Once trained and vetted they are allocated Police Powers by the Chief Constable of Dorset. The GDSF organisers have this year employed one of these specialist Companies. Their ‘Traffic Marshals’ will be controlling the road traffic around the event (not on site car parks). They don’t look like Policemen, but if a driver ignores their direction, the same offence will have been committed as ignoring the direction of a Police Officer! Their CSAS (Community Safety Accreditation Scheme) badge is not particularly visible from a car but their reflective wear is different from normal road workers – blue checked bands. PUBLIC NOTICE TEMPORARY TRAFFIC MANAGEMENT ORDER A354 TARRANT HINTON DORSET COUNTY COUNCIL has made an Order under Section 14 [1] of the Road Traffic Regulation Act 1984, as amended by the Road Traffic [Temporary Restrictions] Act 1991.
