German proverb ANNUAL REPORT OF THE HUMAN RIGHTS OMBUDSMAN OF THE REPUBLIC OF SLOVENIA FOR 2016 9 ASSESSMENT OF THE OBSERVANCE OF HUMAN RIGHTS AND LEGAL CERTAINTY INTRODUCTION 1 IN THE COUNTRY Vlasta Nussdorfer, Human Rights Ombudsman Dear Ladies and Gentlemen, the assessment of the observance of human rights and of legal certainty in the country included in this Report refers to the operation of individual independent branches of government, bearers of public authority, and local communities in 2016. In the Report, the Ombudsman assesses the level of the observance and enforcement of basic human rights and freedoms in the legislative, executive, and judicial branches of government, as well as in institutions in which people’s freedom of movement has been removed or limited. The Ombudsman is a unique form of supervising relations between the people and the state. We work in numerous ways, mainly by separately analysing each case in which it is claimed that human rights have been violated. We evaluate the effectiveness and quality of the operation of bodies and ascertain whether legislation is suitable, whether it can be implemented in practice, whether acts and implementing regulations need to be amended, and whether new and more appropriate provisions are required. At times, we criticise the slowness with which systemic solutions are adopted, and at other times we criticise swift changes that are often insufficiently deliberated or sometimes even prove not to be compliant with the Constitution of the Republic of Slovenia or international human rights standards. Too often, we receive a response from a body stating that it is aware of its shortcomings and is therefore forming more suitable solutions. However, the search for unanimous solutions among competent state authorities in particular cases can take years or even decades. According to the responsible bodies, proposals for solutions get lost somewhere at ministries, in political parties, the Government, and Parliament. ANNUAL REPORT OF THE HUMAN RIGHTS OMBUDSMAN OF THE REPUBLIC OF SLOVENIA FOR 2016 11 In the event of human rights violations that must be urgently eliminated, which has even been confirmed by Parliament in many instances by adopting the Ombudsman’s recommendations, these excuses made by bodies and ministries are entirely unacceptable. Delaying the elimination of irregularities, discrimination, or inequality shows the complete rigidity of the bureaucratic system and an unwillingness to see and hear people who are sent INTRODUCTION 1 from one office to another, go to great lengths, and take long, expensive, and difficult paths in their search for a just solution. Can a callous and deaf bureaucracy really prevail over everything, even common sense, and be stopped only by a judgment by the European Court of Human Rights? In many cases, such judgments would not be necessary if the findings and recommendations arising from the history of the work of the Ombudsman spanning more than twenty years were treated in a fully responsible manner.

Methods In the beginning of the 2011, we analyzed 102 bones and teeth using the PowerPlex ESX 17 System (Pro- mega), AmpFiSTR NGM PCR Amplification Kit (Applied Bio- systems), and Investigator ESSplex Kit (Qiagen). We cleaned the bones and teeth, removed surface contamination, and ground them into a powder using liquid nitrogen. Prior to DNA isolation with Biorobot EZ1 (Qiagen), 0.5 g bone or tooth powder was decalcified. Nuclear DNA of the samples was quantified using real-time polymerase chain reaction. All three kits used the same extract with the amplification conditions recommended by the manufacturers. Results We extracted up to 131 ng DNA/g of powder from the bones and teeth. All three amplification kits showed very similar efficiency, since DNA typing was success- ful with all amplification kits in 101 out of 102 bones and teeth, which represents a 99% success rate. Conclusion The commercially available ESX 17, ESSplex, and NGM kits are highly reliable for STR typing of World Received: August 26, 2011 War II skeletal remains with the DNA extraction method optimized in our laboratory.

    POROČILO O DELU ŠKOFIJSKE KARITAS LJUBLJANA ZA LETO 2020 PODROČJA DELA ŠKOFIJSKE KARITAS LJUBLJANA 1. PSIHOSOCIALNA POMOČ DRUŽINAM IN POSAMEZNIKOM Svetovanje Delo v socialni službi se na Škofijski karitas opravlja že od leta 1991. V začetku je bila socialna dejavnost usmerjena predvsem k pomoči v hrani, obleki in plačevanju položnic, medtem ko ima danes vedno pomembnejšo vlogo svetovanje, saj so stiske ljudi, ki se obračajo na nas, redko le materialne narave. Svetovalnica deluje že od leta 1995. Na individualni pogovor se lahko oglasijo vsi: - ki so jih težave privedle v krizo, iz katere ne vidijo izhoda, - ki se soočajo s psihičnimi težavami (čustvene, vedenjske, kognitivne), - ki se težko soočajo z življenjskimi izzivi (odhod od doma, poroka, prihod otroka, »prazno gnezdo« itd.), - ki potrebujejo pomoč in podporo ob življenjskih spremembah, tragedijah (nosečnost, odvajanje od odvisnosti, prihod otroka, smrt zakonca, otroka, staršev, izguba službe, ločitev itd.), - ki potrebujejo nasvet in pomoč pri vzgoji otrok, - ki imajo težave pri komunikaciji v okviru družine, s partnerjem in v širšem okolju, - ki so nezadovoljni v partnerskem odnosu, - ki so v družini deležni nasilja s strani partnerja, - ki se v delovnem okolju ne počutijo dobro ter - mladostniki s težavami. Delo v svetovalnici temelji na individualnih, osebno vodenih pogovorih, ki peljejo k ublažitvi oziroma rešitvi problematike. Delo poteka v obliki informiranja, individualnega svetovanja, partnerskega in družinskega svetovanja. Glede na porast potrebe po svetovanju in glede na celosten pristop do ljudi v stiski je vedno bolj živa in aktualna ideja o oblikovanju svetovalnih centrov, ki bi omogočali tovrstno strokovno obravnavo na lokalnem nivoju. To bo glavna naloga naše socialne službe v prihodnjih letih.

    SUMMARY OF REPORT ON IMPACTS ON ENVIRONMENT FOR ELECTRIFICATION, RECONSTRUCTION AND UPGRADING OF THE RAILWAY LINE PRAGERSKO - HODOŠ Maribor, November 2010 (updated September 2012) 1 SUMMARY FOR PUBLIC 1.1 BASIC DATA ON THE HOLDER OF ACTIVITY AND REPORT ON IMPACTS ON ENVIRONMENT Title of the measure: Electrification, reconstruction and upgrading of the railway line from Pragersko to Hodoš Purpose: It deals with electrification, reconstruction and upgrading of the existing railway line from Pragersko to Hodoš, which runs partially on the line No. 40 Pragersko-Središče- state border with the Republic of Croatia on the section from Pragersko to Ormož and on the line No. 41 Ormož-Murska Sobota-Hodoš – state border with the Republic of Hungary. The electrification of the 109 km of the existing railway line means the continuation of the development of the public railway infrastructure in the South-East part of Slovenia and the modernisation of the Vth traffic corridor. The foreseen measures of electrification (placing of poles for the supply) will run on the existing alignment. To assure the technical standards the line will be reconstructed on five places, namely in front of Ormož, in Pavlovci and Ivanjkovci as well as on stations Ptuj and Hodoš. Within electrification also the construction of five electrical substations is foreseen for the supply of traction with electricity.
