Part 2 Thailand's Response to the Tsunami

Photo: UNDP PREFACE The tragedy of the tsunami that struck Thailand’s Andaman coast on 26 December 2004, and the devastation and misery it left in its wake, is unprecedented in recent history. This disaster also brought forth an extraordinary response. Thailand, under the strong leadership of the Royal Thai Government (RTG), provided effective, efficient and comprehensive relief and humanitarian assistance to the Thai people, as well as to the large number of foreigners affected by the disaster. The scale of the disaster was matched by the generosity of the Thai people, who came forward to assist the victims of the tragedy in an extraordinary display of humanity. The Thai private sector and local NGOs also played a major role in the relief and recovery effort. Organizations and individuals from around the world contributed money and resources in support of Thailand’s response to the tsunami, and the world gratefully acknowledged the role of the RTG in dealing with the tragedy and its aftermath. Given its capacity and resources, Thailand did not appeal for international financial assistance. The international community has therefore played a relatively small but strategic role in Thailand’s tsunami recovery. The United Nations Country Team (UNCT), bilateral development agencies, and international NGOs have contributed structured support to the Royal Thai Government’s recovery efforts in areas where the RTG welcomed support from international partners: providing technical support, equipment, and direct support to the affected communities. -

Who has rights to development? The impact of the dominant development model on local communities: the case of former sea nomads in Thailand Narumon Arunotai Research Unit on Indigenous Peoples and Alternative Development, Social Research Institute Chulalongkorn University There exist several discourses on “development” and some are conflicting with one another. Serious questions need to be raised about the kind of development that neglects human rights and people as dignified beings. By placing the emphasis on economic growth and prosperity, “development” often widens gaps between national wealth and collective well-being of indigenous groups and other marginalized groups. Sombath’s work has shed light on the integrative whole of human and nature, thus cultural respect and local context is key to his work pursuit. He puts the strong emphasis on people’s participation as it would also provide well-rounded information from various perspectives, contributes to transparency, and really leads to sustainable and healthy development. The case of Chao Lay or sea people/sea nomads in Thailand truly reflects the issue of rights to development, and how the dominant development model exerts much negative effect on local communities. Development and marginalization of the Chao Lay Chao Lay is the term referring to three ethnic groups of sea nomads—Moken, Moklen, and Urak Lawoi— who were among the first peoples in the coastal areas and islands of the Andaman Sea. These areas have been their home, foraging grounds, sacred places and dying beds even before the establishment of Thailand nation-state. Practically, the entire Andaman Sea coast and islands used to be the home of nomadic and semi- nomadic Chao Lay populations. -

Mangrove phenology is a vital component to assess mangrove viability and includes start of season (SOS), end of season (EOS), peak of season (POS), and length of season (LOS). Potential environmental drivers include air temperature (Ta), surface temperature (Ts), sea surface temperature (SST), rainfall, sea surface salinity (SSS), and radiation flux (Ra). The Enhanced vegetation index (EVI) was calculated from Moderate Resolution Imaging Spectroradiometer (MODIS, MOD13Q1) data over five study sites between 2003 and 2012. Four of the mangrove study sites were located on the Malay Peninsula on the Andaman Sea and one site located on the Gulf of Thailand. The goals of this study were to characterize phenology patterns across equatorial Thailand Indo-Malay mangrove forests, identify climatic and aquatic drivers of mangrove seasonality, and compare mangrove phenologies with surrounding upland tropical forests. -

The thesis is based on economic theory. The travel cost method was used to fulfill the purpose of the study. Data about number of visits, travel costs, income and personal interests was collected through surveys. 100 interviews were conducted at Phi Phi Island. The data was used in a regression model to explain the relationship between the dependent variable, the number of visits to the coral reefs, and the independent variables. The estimated demand function was then used to estimate the aggregated consumer surplus for the coral reefs at Phi Phi Islands. The calculated consumer surplus was estimated to US$ 110 millions if 75 percent of the visitors to Phi Phi Islands are assumed to visit the coral reefs. The economic value of conserving the coral reefs is therefore, according to this study, US$ 110 millions. However, when making policy-decisions whether to conserve or to develop, it has to be kept in mind that the travel cost method only captures the recreational value of the site, leaving other important values, such as the option and existence values, out. The total value of the coral reefs at Phi Phi Island is therefore likely to be larger than the estimated value in this study.
