Act by which the Framework Decision is introduced into national legislation (Article 16 ‘Implementation’ of the Framework Decision): Bulgaria put in place the requirements set out in Council Framework Decision 2009/948/JHA of 30 November 2009 on prevention and settlement of conflicts of exercise of jurisdiction (ОJ L 328/42 of 15 December 2009) by means of the Law amending and supplementing the Code of Criminal Procedure) - State Gazette, no. 63 of 2017, entry into force on 5 November 2017). By means of Chapter 36 of the Law amending and supplementing the Code of Criminal Procedure, ‘Procedure for international cooperation in criminal matters’, a new section V ‘Decision by subsidiary competence. Parallel criminal procedures’ was created (new articles 481 to 484 of the Code of Criminal Procedure). The provisions entered into force as from 5 November 2017. The relevant provisions contained Chapter 36 of the Code of Criminal Procedure are set out below in Bulgarian in Annex I. 6292/21 SC/np 2 ANNEX JAI.2 EN Notification pursuant to Article 4(2) Under national law, the authorities competent to act in accordance with this Framework Decision are the supervising prosecutor - for pre-trial proceedings and the court examining the case. In Bulgaria there are 113 district courts (районни съдилища), 28 regional courts (окръжни съдилища), 7 courts of appeal, 3 military courts, one Specialised Criminal Court and one Supreme Court of Cassation. Their contact details are set out in Annex II. The Prosecutor’s Office of the Republic of Bulgaria is unitary and its structure corresponds to the structure of the courts. In the country there are 71 district prosecutor’s offices (районни прокуратури), of which 19 have territorial divisions, 28 regional prosecutor’s offices (окръжни прокуратури), 1 Specialised Prosecutor’s Office, 3 military regional prosecutor’s offices (военноокръжни прокуратури), 7 appellate prosecutor’s offices and one Supreme Prosecutor’s Office of Cassation (see Annex II). In addition, requests for assistance may be made to Bulgaria's national contact points for the European Judicial Network in criminal matters, details of which may be found on the network’s website (https://www.ejn-crimjust.europa.eu/ejn/EJN_Home.aspx). Decision by subsidiary competence. Parallel criminal proceedings Information in parallel criminal proceedings Article 481 (New - State Gazette, no. 63 of 2017, entry into force on 5 November 2017). In parallel criminal proceedings in the Republic of Bulgaria and other Member States of the European Union, the competent authorities shall provide each other with information on: 1. The facts and circumstances on which the criminal proceedings are based; 2. Data identifying perpetrators and victims of crime; 3. Procedural steps taken; 4. Supervision measures taken; 5. The name, address, telephone, fax and e-mail address of the competent authority; 6. Other information. 6292/21 SC/np 4 ANNEX I JAI.2 EN Information exchange Article 482 (New - State Gazette no. 63 of 2017, entry into force on 5 November 2017). (1) Information may be exchanged through: 1. The European Judicial Network contact point; 2. Eurojust; 3. By post, electronic mail or fax; 4. Any other secure means, of which the authenticity can be established. (2) The information shall be transmitted by the competent Bulgarian authority to the competent authority of the other Member State of the European Union within the given time limit, together with a translation into the official language of the Member State which made the request, or into another official language of the institutions of the European Union which the said Member State has accepted by means of a declaration deposited with the General Secretariat of the Council. (3) Information transmitted to the competent authority in the Republic of Bulgaria shall be accompanied by a translation into Bulgarian. 6292/21 SC/np 5 ANNEX I JAI.2 EN Consultations Article 483 (New - State Gazette no. 63 of 2017, entry into force on 5 November 2017). (1) The decision to conduct criminal proceedings in the Republic of Bulgaria or in another Member State of the European Union shall be taken following direct consultations and written agreement between the competent authorities in question. (2) (New, SG No. 103/2020) When taking the decision under para. 1, the competent authority shall take into account the circumstances which are the subject of the criminal proceedings, including: 1. the territory of the Member State where the offense was committed; 2. the citizenship or the permanent residence of the perpetrator; 3. the citizenship or the permanent residence of the victim; 4. the territory of the Member State where the perpetrator was found. (3) (previous 2, SG No. 103/2020) The authorities competent for submitting information and for taking part in the decision pursuant to paragraph 1 are the supervising prosecutor - for pre-trial proceedings, and the court examining the case. Consequences of reaching an agreement Article 484 (New - State Gazette, no. 63 of 2017, entry into force on 5 November 2017) (1) If the agreement is reached to hold the criminal proceedings in another Member State of the European Union, proceedings in Bulgaria shall be discontinued on the basis of point 6 of Article 24(1).     Maria Shishmanova THE CENTRAL REGIONS AND THE SOFIA AGGLOMERATION AREA Abstract. The research presents central regions in Bulgaria using taxonometric method with relevant conclusions. Each municipality in central regions is particularly examined by the elaborated methodic materials. The developed agglomeration areas are situated in the central regions. Sofia agglomeration area is presented using General Spatial Plan of Sofia municipality and Municipal Development Plan (MDP) of Sofia metropolitan municipality. It is set out the vision of development and its priorities, objectives and measures. Key words: central regions, agglomeration areas, Sofia agglomeration area, General Spatial Plan, Municipal Development Plan. Introduction The Central regions comprise 45 percent of the Bulgarian territory. The agglomeration areas are formed in them. The present study examines the development of the Sofia agglomeration area – a metropolis in the central regions of Bulgaria. The agglomeration areas are formed within the range of the central regions in Bulgaria – 6 agglomeration areas with a center – a large city, 30 agglomeration areas with a center – a medium-sized town. Six of the agglomeration areas are formations with more than three municipalities, five of them are with three municipalities each, ten are with 2 municipalities and the rest 15 are autonomous municipalities with an established core. These areas represent the backbone of the economy and social and human potential of the country. They have the highest degree of competitiveness and attractiveness for investment and innovation. Eighty eight municipalities with a total population of 5885455 people1 are included within the scope of the agglomeration areas, which constitutes 77.4 percent of the population of the country.

The article examines 170 river names from the basin of the Iskar river – the largest tributary of the Danube in Bulgaria. The origin and significance of river names emerge through the application of traditional onomastic methods – onomastic (etymological) analysis and onomastic reconstruction. Comparative onomastic data from adjacent and more distant regions in Bulgaria and the Balkans are also drawn on. Conclusions about the relative antiquity of the hydronyms are drawn. The remaining pigs are listed and will be regrouped for a mating program, which avoids inbreeding. For an additional insurance, SAVE will also bring new breeding groups away from the front lines in, and outside of, Croatia. A breeding register has been set up provisionally at the herdbook office for endangered breeds with Pro Specie Rara in St.Gallen, Switzerland. That period was both a time of the consolidation of and opposition to Balkan nationalism with the aim of realizing, to a greater or lesser degree, separate national doctrines and ideals. Forced to maneuver in the labyrinth of contradictory interests of the Great Powers on the Balkan Peninsula, the battles among the Balkan countries for superiority of one over the others, led them either to Pyrrhic victories or defeats. This was particularly evident during the 1912-1913 Balkan Wars (The Balkan War and The Interallied War) and World War I, which was ignited by a spark from the Balkans. The San Stefano Peace Treaty of 3 March, 1878 put an end to the Russo-Turkish War (1877-1878).     MODELS OF ARCHITECTURE FROM THE MIDDLE AGES TO PRESENT ON THE VALLEY OF STRUMA RIVER Blagoevgrad, Bulgaria Brestovo Monastery “St. Archangel Michael”, Municipality of Simitly, Bulgaria Pirin village, Bulgaria Melnik, Bulgaria Serres, Greece Blagoevgrad is the largest city in Southwest Bulgaria, the administrative center of Blagoevgrad District and Blagoevgrad Municipality. It is situated at the foot of the southwestern slopes of the Rila Mountain, in the valley of the Struma River, 100 km south from the capital Sofia. The city is located on the two banks of the Bistritsa river, just before its inflow into the Struma River. Besides the clear waters of the river, important factors for the development of the city were the mineral springs and the favorable central location of the city, situated between Sofia and Thessaloniki, Kyustendil and Razlog. About 35 km away from the city, in the upper course of the Bistritsa River, is located the ancient Parangalitsa forest - one of the most valuable reserves in Bulgaria. In 1973, it was proclaimed by UNESCO as a Biosphere Reserve. The history of Blagoevgrad dates back to 10th century BC. The Thracian settlement Skaptopara (Upper Market) was founded around the mineral springs around 300 BC. This settlement has been associated with the Thracian tribe Denteleti who inhabited the upper valley of the Struma River. In the 1st century AD the Thracians were conquered by the Romans. A Roman settlement from 3rd-5th century has been discovered in 2017, near the village of Pokrovnik, about 3 km from Blagoevgrad. The establishment’s location did coincide with the planned route of Struma highway and it has been destroyed, with only a few of the excavated buildings being moved away from the road.

    Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.
