The purpose of this thesis is to examine and re-evaluate the questions involved in federalism and political problems in Nigeria. The strategy adopted in this study is historical, The study examines past, recent, and current literature on federalism and political problems in Nigeria. Basically, the first two chapters outline the historical background and basis of Nigerian federalism and political problems. Chapters three and four consider the evolution of federal- ism, political problems, prospects of federalism, self-govern- ment, and attainment of complete independence on October 1, 1960. Chapters five and six deal with the activities of many groups, crises, military coups, and civil war. The conclusions and recommendations candidly argue that a decentralized federal system remains the safest way for keeping Nigeria together stably. RESTRUCTURING IN NIGERIA THE WAY FORWARD Hanafi Dele Ibrahim Department of Economics, Oduduwa University, Ipetumodu, Ile-Ife, Osun State, Email: [email protected] ABSTRACT The objectives of this study are to critically examine the causes of political and economic imbalances in Nigeria with view to providing solution inform of political and economic restructuring without necessarily dividing the country. In the course of our investigation we discovered that our colonial master was one of the architects of our political imbalance in Nigeria. Another factor was the type of constitution that we have been using since 1963. Another reason was the quality of leadership Nigeria has since independence till date. While military interventions into Nigeria politics. Compounded the country political system. Recommendation were made, these include resource control for each state where the minerals are discovered, devolution of power to states, while resources from each state should be developed for that state and certain percentage to federal government. Federal institutions in each state should be handled over to the state, People constitution should be drafted democratically. Parliamentary system of government should be reintroduced because it is less expensive to run. The paper is fundamentally about how the existing federal system in Nigeria may be made more effective. The general objective of the paper was to study the problems and prospects of the Nigerian federalism, focusing on weakening the center as plausible goal on one hand, and the imminence of national disintegration as dreadful consequence on the other hand. The contribution uses a normative methodology to study federalism in Nigeria, with creative destruction as theoretical framework. It recommends the weakening of the center in Nigeria’s federalism and the limiting of the central government’s areas of influence to external affairs, currency regulation, communication and defence of the federation from external aggression and internal insurrection. However, in most developing democracies, elections and political party financing are marred with heavy allegations of corruption. The objective that this paper examined was the process of political party financing and how it’s influenced or affected by corruption taking the 2015 General Elections as the case study in Nigeria’s Fourth Republic. The methodology adopted for this work is the use of qualitative method of data collection and analysis. Data were obtained from primary sources using field work. The data obtained was analysed and discussed. The research discovered that, there was massive corruption in the 2015 General Elections unprecedented in the history of the country running in trillions of Naira (billions of Dollars). The research recommends that political party financing be monitored and strict regulations should be introduced to punish the offenders. Ogunjewo, Ph.D Department of History & Strategic Studies, University of Lagos, Nigeria Email: [email protected]@gmail.com Abstract Immediately after the Cold war, there was a general optimism of an international system that would enable the component nation-states to pursue economic growth and greater independence. Despite the various strategies by the component nation states in the international system to attain self- sufficiency in economic terms and thus reduce dependence on other nation states for their needs and survival thereby weakening bilateral relations, the contemporary realities of the international system in the face of global security challenges pose a compelling sustained cooperation and collaboration among the nation states in the international system. Global security includes military and diplomatic measures that nations and international organizations such as the United Nations (UN) and North Atlantic Treaty Organization (NATO) take to ensure mutual safety and security. It also includes the regional and sub-regional collaborative strategies at combating security challenges. Diplomacy and global security are among the most pressing issues facing the world today. Success or failure can have huge implications for the international community and society as a whole. This paper submits that global security will remain a compelling factor in diplomatic relations in the twenty-first century. National Strategic Health Development Plan II (2018-2022) Stakeholders
Federal Government of Nigeria SECOND NATIONAL STRATEGIC HEALTH DEVELOPMENT PLAN 2018 – 2022 Ensuring healthy lives and promoting the wellbeing of Nigerian populace at all ages Foreword The Government of the Federal Republic of Nigeria, through the Federal Ministry of Health, led the development of the first National Strategic Health Development Plan 2010-2015. The development of the Plan involved active participation of national, subnational and international stakeholders. The Plan was launched in 2010 at the national level and subsequently many States launched their plans. The joint annual reviews, mid-term and end-term evaluations of NSHDP I showed variable success at state and national levels. According to the end-term evaluation, significant achievements include state domestication of the Primary Health Care under One Roof policy, passage of the National Health Act which includes the Basic Health Care Provision Fund for Universal Health Coverage and the launching of a comprehensive National Health Policy. Furthermore, significant progress was recorded in key public health programmes. Notably, increased investments in procurement and distribution of insecticide-treated-bed nets led to significant reduction in malaria incidence and reduction in HIV prevalence, especially among the youth. While innovative programmes such as the Midwifery Service Scheme, the free Maternal and Child Health policy contributed to increased access to, and utilisation of RMNCH+N services, more still need to be done to accelerate reduction of maternal and neonatal mortality in Nigeria. These indicators are relevant to the Sustainable Development Goals and have been prioritised in the NSHDP II. The NSHDP II builds upon the successes and challenges of NSHDP I which was implemented over the past six years. -

The paper, which adopts a historical and descriptive method of analysis, is therefore an attempt to join the discourse on the efficacy of federalism in Nigeria by arguing that the geo-demographic complexity of the Nigerian state and society makes federalism the most appropriate political framework for the country. This is not suggesting that the federal system of government constitutes a panacea to the country’s hydra- headed multiplicity. There is no denying that the system is not working the way it ought to in its current incarnation, but it has lived up to the expectation of the country’s founding fathers in ‘holding together’ the diverse ethnic groups in the country as well as in achieving ‘unity in diversity’. Therefore, our suggestion is that Nigerian political leaders should improve upon the current system and redress the inherent imbalances that have become its features, because history suggests that federalism is Nigeria’s best obtainable option.
