Given the basic assumption of this dissertation, which is that ‘political agency’ is the decisive factor for the democratization path of a country, it is particularly concerned with Bayar’s and Menderes’ conceptualization of democracy. Since they were the main figures of Turkish politics between the year 1945, when the transition decision to democracy was made, and the year 1960, when the Democratic Party government was overthrown by the Turkish military, it is important to examine the understanding of democracy that shaped their political actions and decisions in order to understand the extent to which they contributed to Turkish democracy. Taking the agency approach as its theoretical background, this dissertation analyzes their political discourse and praxis based on the distinction between minimalist and maximalist democracy. While the minimalist dimension emphasizes the vertical accountability dimension of democracies and finds the presence of the electoral iii dimension of political regimes sufficient to define a regime as democratic, the maximalist dimension additionally considers the horizontal accountability dimension and takes the political opposition aspect as interdependent with vertical accountability, and thus as an indispensable aspect of democracies. This analysis is made using the minutes of the Turkish Grand National Assembly and group meetings of the Democratic Party, selected newspapers and periodicals of the period, speeches and articles of Bayar and Menderes, and the biographies written by their friends or journalists. In addition to the data gathered through these written sources, data collected through interviews with people that witnessed the period is also used. All data is categorized under these two main dimensions of democracy and analyzed according to the extent to which these two dimensions of democracy can be considered crucial for these two political leaders’ understanding of democracy. The analysis of the political discourse and praxis of Bayar and Menderes indicates that Bayar and Menderes accepted both vertical and horizontal dimensions of democracy. However, they did not see them as interdependent and they attached priority to the vertical accountability dimension. Thus, as they disregarded the horizontal accountability dimension, it is found that democracy came under threat and finally collapsed. Tez, siyasi aktörlerlerin bir ülkenin demokratikle şmesinde belirleyici rol oynadı ğı dü şüncesini temel alarak Bayar ve Menderes’in demokrasi kavramsalla ştırması ile ilgilenmektedir. Bayar ve Menderes, demokrasiye geçi ş kararının verildi ği 1945 yılından 1960 yılında gerçekle şen askeri darbe sonucu Demokrat Parti’nin iktidardan dü şürülmesine kadar geçen süre içinde Türk siyasetinin temel aktörleri olarak siyaset arenasında görev aldıklarından bu iki siyasi liderin siyasi karar ve hareketlerini şekillendirici ve Türk demokrasisine etkilerini belirleyici temel faktör olan demokrasi algılarının incelenmesi önem arz etmektedir. Demokratikle şme teorilerinden ‘aktör yakla şımını’ teorik altyapısının temeli olarak kabul eden bu çalı şma adı geçen bu iki liderin siyasi söylem ve prati ğini demokrasinin minimalist ve maksimalist kavramsalla ştırmaları üzerinden incelemektedir. Minimalist kavramsalla ştırma demokrasinin dikey hesap verebilirlik boyutunu vurgulayarak siyasi rejimlerde seçim pratiğinin bulunmasını bir rejimi v demokratik olarak tanımlamak için yeterli bulurken, maksimalist kavramsalla ştırma yatay hesap verebilirlik boyutunu da öne sürerek siyasi muhalefet olgusunu dikey boyutun bir devamı olarak görerek dikey ve yatay boyutların birbirinden ba ğımsız de ğerlendirilemeyece ğini öne sürmektedir. Çalı şmadaki analiz Türkiye Büyük Millet Meclisi ve Demokrat Parti Grup Toplantıları Zabıtları, dönemin gazete ve dergileri, Bayar ve Menderes’in konu şma ve makaleleri ve bu iki liderin arkada şları, meslekta şları ve/veya dönemin gazetecileri tarafından yazılmı ş olan kaynaklar üzerinden yapılmaktadır. Bu yazılı kaynaklara ek olarak, çalı şmaya konu olan döneme tanıklık etmi ş ki şilerle yapılan mülakatlarda elde edilen bilgilerden de analizde yararlanılmaktadır. Yazılı ve sözlü olarak elde edilmi ş olan tüm veriler yukarda bahsi geçen demokrasinin iki ayrı kavramsalla ştırması çerçevesinde sınıflandırılarak adı geçen liderlerin demokrasi algısında bu iki kavramsalla ştırma tarafından vurgulanan olguların ne derece önem ta şıdı ğı sorgulanmaktadır. Bayar ve Menderes’in siyasi söylem ve pratiklerinin bahsi geçen belge ve bilgiler üzerinden analizi sonucunda iki liderin de demokrasi algısının demokrasinin hem dikey hem de yatay hesap verebilirlik boyutunu içerdi ği anla şılmaktadır. Ancak, buna ra ğmen bu iki boyutu birbirinden ba ğımsız olarak de ğerlendirdikleri ve birbirleri arasındaki ba ğımlılı ğı öngörmedikleri anla şılmaktadır. During the 1960s several factors forced Turkish policy makers towards a new foreign policy. On the one hand, the Western attitude undermined the Kemalist and other Westernist schools and caused an ideological transformation in Turkish foreign policy. On the other hand, the military coup and disintegration process that it triggered also played very important role in the foreign policy transformation process. Indeed, by undermining Westernism in Turkey, the West caused an ideological crisis in Kemalism and other foreign policy schools. ISBN 978-91-7264-478-6 ISSN 1104-2508 ABSTRACT Scandinavian countries are usually assumed to be less disposed than other countries to involve associations as welfare producers. They are assumed to be so disinclined due to their strong statutory welfare involvement, which “crowds-out” associational welfare production; their ethnic, cultural and religious homogeneity, which leads to a lack of minority interests in associational welfare production; and to their strong working-class organisations, which are supposed to prefer statutory welfare solutions. These assumptions are questioned here, because they cannot account for salient associational welfare production in the welfare areas of housing and child-care in two Scandinavian countries, Sweden and Norway. In order to approach an explanation for the phenomena of associational welfare production in Sweden and Norway, some refinements of current theories are suggested. First, it is argued that welfare associations usually depend on statutory support in order to produce welfare on a salient level. Second, it is supposed that any form of particularistic interest in welfare production, not only ethnic, cultural or religious minority interests, can lead to associational welfare. With respect to these assumptions, this thesis supposes that political parties are organisations that, on one hand, influence statutory decisions regarding associational welfare production, and, on the other hand, pursue particularistic interests in associational welfare production.

Bu inceleme gerçekleştirilirken bazı makro ekonomik göstergelerden yararlanılmıştır. Çalışmanın bir durum tespit araştırması olmasından hareketle anılan dönemin ilk yarısında gerek sosyal gerekse ekonomik gidişatın iyi olduğu izlenmiştir.   • Turkey's Islamists: from Power-Sharing to Political
    TURKEY’S ISLAMISTS: FROM POWER-SHARING TO POLITICAL INCUMBENCY The complex relationship between political Islam and the Turkish state – from political exclusion in the early Republican era, to power-sharing in the post-World War II multi-party era, to political incumbency in the 2000s – was crowned by AKP’s landslide electoral victory in 2002. The author debunks two myths regarding this relationship: first, that Kemalism enjoyed a monopoly of political power for decades and second, that Islamists achieved victory in 2002 after being the regime’s sole opposition. According to the author, Turkey’s failed Middle East policy can be attributed to AKP’s misconception that its Islamic counterparts would achieve power after the Arab uprisings just as they had done in Turkey in 2002. Erbakan was subsequently forced out of office in the “post-modern coup” of 28 February 1997, widely inter- preted as a sign that achieving power by democratic means was still impossible for Islamists. Prominent Islamists such as current President and former Prime Minister Recep Tayyip Erdoğan have often declared themselves to be the victims of the February 28 coup, which they cite as an instance of the perpetual repression faced by Islamists and their political constituencies since the founding of the Republic.

THE POLITICAL EFFECTS AND IMPORTANCE OF TWELVE JULY DECLARATION A Success Example of Conflict Resolutıon In Our Political Life ABSTRACT Following World War II, Turkey’s transition into multy-party political life occured within six months, which is a pre-condition of democratic countries. However, single-party regime’s institutions, bureaucrats and politicians made it impossible for a real opposition to come true in a short time. The analysis is two-fold: first section looks into the background of electoral politics in Turkey and how policy dimensions of parties changed or stabilized over the years, covering the concepts of coalition potential, party adaptability and survival.     THE FALSE PROMISE Ahmet T. Kuru Since the collapse of the Ottoman Empire, most Turks preserved the belief, beyond a simple expectation, that one day they would have ‘grandeur’ again. In fact, this was largely shared by some Western observers who regarded Turkey as a potential model for the coexistence of Islam and democracy. Almost a century after the collapse of the Ottoman Empire, however, it would be fair to depict Turkey as a mediocre country, in terms of its military, economic, and socio-cultural capacities, and a competitive autocracy, regarding its political system. The promise of the Turkish case to combine the best parts of Islamic ethics and modern democratic institu- tions appeared to be false. What explains the failure of the idea of the ‘Turkish model?’ To simplify a complex story, one could define the competing groups in Turkish politics until 2012 as Kemalists and their discontents. For the former, it was the religious and multi-ethnic characteristics of the Ottoman Empire that led to its demise. The Turkish Republic, in contrast, had to be assertive secularist, and Turkish nationalist, to avoid repeating the maladies of the Ottoman ancien régime. This project required radical reforms, including the replacement of the Arabic alphabet with Latin, and an authoritarian regime, since the majority of Turks were conservative Muslims, and Kurds resisted assimilation. A major problem of the Kemalist understanding of Westernisation was its extreme formalism, probably due to the fact that Kemalism was primarily represented by the military. According to this formalist perspective, dress code and way of life defined the level of Westernisation of a person.

The secular-nationalist political discourse has traditionally advanced the idea of making Turkey a modern nation-state closely attached to the West, yet the West is also seen as a potential threat. The CHP identifies itself as a social-democratic party, and is now trying to build a wide pro-democratic platform based on a social market economy and fundamental rights. The party’s strong secularist and Turkish nationalist core has made it difficult for the CHP to gain support among the Kurds and religious conservatives, and this remains challenging. Strong nationalism and suspicion about the West are deeply ingrained in Turkey’s political culture. On the other hand, in order to be inherently coherent, the secular-nationalist vision requires an ideological attachment to the Western world. Stemming from these premises, under the CHP’s government, Turkey’s foreign policy would likely prioritize good relations with the West, and re-invigorate the country’s EU prospect.
