Effects after decentralisation of PUDA Introduction Punjab Urban Planning and Development Authority is an apex institution established in July 1995 for the development of balanced urban growth in the State of Punjab. PUDA is committed to provide planned residential, commercial and industrial spaces incorporating the latest state of the art technology and town planning norms. Besides Urban Development house building is another function of the authority. PUDA's operational frame work and area of focus revolves around: Creating affordable housing using environment-friendly building materials and cost-effective building technologies. Creating self-contained and self-sustaining residential complexes in the shape of Urban Estate/Integrated Townships. Undertaking projects which focus on promoting urban development, developing commercial complexes, creating state-of-the art infrastructure. Optimum utilisation of vacant government lands to generate additional resources for the State government for financing city redevelopment, regeneration and other infrastructural development. Create ethos of conversation to enhance overall development in the state. Reasons behind decentralisation of PUDA Chief Minister Parkash Singh Badal announced his government's plan to decentralise the process of urban development by expanding the jurisdictions of the city authorities with an aim of having focussed development of different areas. Government will have to take into consideration not just the needs of the cities but all the needs of a progressive state and provide sufficient land for economic growth & future development. Challenge here is to judiciously use the limited available space keeping in view the environmental concerns also. With the increasing population, the need of the hour is to effectively cope up with the basic needs of land, shelter, services & infrastructure for the growing urban population. The need is to meet the challenge without wasting resources. PUDA was created with urban development as its basic objective, after dissolving the Punjab Housing Board. The weakening of the once-powerful body began in 2006, when GMADA was carved out of it, followed by the other five authorities over the last four years. The decentralisation will enable officials to focus on cohesive, integrated growth in their areas in a manner that could not have been possible from a central office in Chandigarh catering to the entire State. The Punjab government decided to enlarge the jurisdictions of the urban development authorities of Mohali, Ludhiana, Jalandhar, Patiala and Bathinda to cover the entire state, drastically curtailing the role of the Punjab Urban Planning and Development Authority (PUDA) in development works. PUDA, which was established in 1995 to "conceptualise and create unique settlements that cater to the social, residential, commercial and industrial needs" of Punjab, will now be only a policy-making body. Effects after decentralisation of PUDA 1. The Greater Mohali Area Development Authority looks after Mohali, Ropar, Fatehgarh Sahib and Rajpura in Patiala district. The aim of GMADA is to promote and secure better planning & development of SAS Nagar. Its Achievements : Baba Banda Singh Bahadur Memorial, Chappar Chiri, Mohali Virasat-e-khalsa, Sri Anandpur Sahib Golf Academy and Golf Club, Mohali Sports Complexes, Mohali International Airport,Sas Nagar World Class Sports Infrastructure In Sas Nagar Medicity, New Chandigarh, Mullanpur ECO City. Aerocity, Mohali IT City / Knowledge Park, Mohali Knowledge City, Mohali Education City, Mullanpur Bus Terminus-cum- Commercial Complex, Mohali Road Network 2. Greater Ludhiana Area Development Authority(GLADA): GLADA has aim to develop Ludhiana regional area in ultra modern commercial and residential infrastructure. GLADA is coming up with many housing projects and is providing homes at affordable prices. Its jurisdiction is Moga, Nawanshahr, Ferozepur and Phillaur in Jalandhar district, apart from Ludhiana, Tehsil Zira. Its Achievements : Dugri Road Ludhiana is preferred destination & already many prestigious commercial institutions like Reliance, Easy Day, Banks, LIC Zonal Office & others are already operation this developed commercial complex GLADA is engaged in the work of up gradation of Civic infrastructure. Residential Project at Vill. Bhanohar & Dakha Distt. Ludhiana Knowledge based IT Park at Vill. Kohara & Jandiali, Distt. Ludhiana 3. The Patiala Development Authority (PDA): The Patiala Development Authority will have jurisdiction over Patiala, Sangrur and Barnala Its Achievements : Development of software technology park It initiated projects for preservation of culture & heritage Development of Main park in Hira Enclave at Nabha. Development of Commercial Complex in Phase-2, Part-2 at Patiala. PDA is engaged in the work of up gradation of Civic infrastructure 4. Jalandhar Development Authority(JDA): Jalandhar Development Authority was created with the main objective of developing the areas under Jalandhar jurisdictions in planned manner.JDA have jurisdiction over Jalandhar, Hoshiarpur and Kapurthala The Authority has been created with a purpose to structure, design and organize the Commercial/Industrial/Financial/Educational/Print Media and Sports hub of Punjab Its Achievements : JDA is engaged in the work of up gradation of Civic infrastructure Development of private colonies 5. Bathinda Development Authority(BDA): BDA’s purpose is carrying out and sustaining planned development of the area falling in and around Bathinda city. It include the jurisdiction of five districts- Bathinda, Mansa, Faridkot, Fazilka and Sri Muktsar Sahib fall within the jurisdiction of Bathinda Development Authority, Bathinda Its Achievements : Development of Mandies (Bathinda and Mansa District) Renovation of Old Sports Stadium, Bathinda. Construction of Sirhind Canal Bridge on Ring Road Phase-2, Bathinda. Construction of BDA Office Complex at Bathinda Beautification of lake Construction of Institute of Hotel Management at Bathinda. Construction of Urban Health Care Centre at Bathinda 6. The Amritsar Development Authority (ADA): ADA has a mandate to design, develop, re-structure and beautify those urban estates of Amritsar areaThe Amritsar Development Authority will cover Amritsar, Gurdaspur and Tarn Taran Its Achievements : ADA is engaged in the work of up gradation of Civic infrastructure.
