The utility of manual has increased manifold due to sizeable increase in the total membership of Senate including seventeen reserved seat of lady senators, especially when half of the total membership is elected afresh after every three years. The primary objective of the manual is to compile frequently used parliamentary terms and related information in one document for the benefit of present and new members of the Senate. -

Haiti: Concerns After the Presidential Assassination
INSIGHTi Haiti: Concerns After the Presidential Assassination Updated July 19, 2021 Armed assailants assassinated Haitian President Jovenel Moïse in his private home in the capital, Port-au- Prince, early on July 7, 2021 (see Figure 1). Many details of the attack remain under investigation. Haitian police have arrested more than 20 people, including former Colombian soldiers, two Haitian Americans, and a Haitian with long-standing ties to Florida. A Pentagon spokesperson said the U.S. military helped train a “small number” of the Colombian suspects in the past. Protesters and opposition groups had been calling for Moïse to resign since 2019. The assassination’s aftermath, on top of several preexisting crises in Haiti, likely points to a period of major instability, presenting challenges for U.S. policymakers and for congressional oversight of the U.S. response and assistance. The Biden Administration requested $188 million in U.S. assistance for Haiti in FY2022. Congress has previously held hearings, and the cochair of the House Haiti Caucus made a statement on July 7 suggesting reexaminations of U.S. policy options on Haiti. Succession. Who will succeed Moïse is unclear, as is the leadership of the Haitian government. In the assassination’s immediate aftermath, interim Prime Minister Claude Joseph was in charge, recognized by U.S. and U.N. officials, and said the police and military were in control of Haitian security. Joseph became interim prime minister in April 2021. -

Credit: JH Images.co.uk, CC BY NC SA 2.0 In November last year Ed Miliband announced his preference for the establishment of a Senate in the UK, to replace the (still) wholly unelected House of Lords. Miliband’s proposal was for a completely new House based on the regions, to address the disproportionate overrepresentation of London-based peers in the House of Lords (BBC, 2014). Since then little further detail has emerged to flesh out this announcement, and the Labour manifesto is rather gnomic about it as well, saying only: ‘Labour is committed to replacing the House of Lords with an elected Senate of the Nations and Regions, to represent every part of the United Kingdom, and to improve the democratic legitimacy of the second chamber. It is also time to consider how English MPs can have a greater role in the scrutiny of legislation that only affects England. This includes the option put forward by Sir William McKay, of a committee stage made up of English-only MPs. -

He is the author of The Logic of the History of Ideas (1999) and New Labour: A Critique (2005), and co-author, with R. A. W. Rhodes, of Interpreting British Governance (2003) and Governance Stories (2006). 1 Abstract How are we to interpret judicial reform under New Labour? What are its implications for democracy? This paper argues that the reforms are part of a broader process of juridification. The Westminster Model, as derived from Dicey, upheld a concept of parliamentary sovereignty that gives a misleading account of the role of the judiciary. Juridification has arisen along with new theories and new worlds of governance that both highlight and intensify the limitations of the Westminster Model so conceived. New Labour’s judicial reforms are attempts to address problems associated with the new governance. Ironically, however, the reforms are themselves constrained by a lingering commitment to an increasingly out-dated Westminster Model. 2 THE WESTMINSTER MODEL, GOVERNANCE, AND JUDICIAL REFORM Immediately following the 1997 general election in Britain, the New Labour government started to pursue a series of radical constitutional reforms with the overt intention of making British political institutions more effective and more accountable. -

The South Carolina Legislature consists of two bodies—the Senate and the House of Rep - resentatives. There are 170 members—46 Sena - tors and 124 Representatives representing dis tricts based on population. When these two bodies are referred to collectively, the Senate and House are together called the General Assembly. To be eligible to be a Representative, a person must be at least 21 years old, and Senators must be at least 25 years old. Members of the House serve for two years; Senators serve for four years. The terms of office begin on the Monday following the General Election which is held in even num - bered years on the first Tuesday after the first Monday in November. -

LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years.
