Pořad jednání byl přijat ve znění uvedeném v tomto zápisu.

4. Sdělení předsedy

 Seminář na téma „doplňkových a alternativních způsobů léčby pro pacienty dnes a zítra“. Předseda oznámil, že seminář organizovaný pracovní skupinou pro zdraví, jíž spolupředsedají a Alojz Peterle, Soledad Cabezón se bude konat dne 16. října od 16:00 do 18:00 v místnosti ASP1E2.

 Mimořádná schůze výboru ENVI ve Štrasburku: předseda informoval o tom, že v pondělí 23. září od 19:00 do 21:00 proběhne ve Štrasburku mimořádná schůze výboru ENVI, během níž komisař Arias Canete představí nedávno přijatý „klimatický balíček“.

 Rozsah tlumočení odpovídal standardnímu jazykovému profilu výboru: k dispozici bylo 20 jazyků, k dispozici nebyla estonština, lotyština, maltština a irština.

 Internetové vysílání: předsedkyně oznámila, že dokumenty ze schůze jsou jako obvykle přístupné v elektronické podobě prostřednictvím aplikace e-meeting a že schůze bude přenášena po internetu.

5. Sdělení předsedkyně týkající se doporučení koordinátorů ze dne 28. září 2017

PE613.373v01-00 2/22 PV\1138817CS.docx CS Doporučení koordinátorů byla rozeslána elektronicky. Jelikož k nim nebyly vzneseny žádné námitky, jsou tato doporučení považována za schválená (viz příloha II).

6. Výměna názorů s Komisí a Evropským úřadem pro bezpečnost potravin (EFSA) o kritériích pro hodnocení rizik pro životní prostředí týkajících se geneticky modifikovaných organismů

2.1 Main items at last CCC meeting The main item at last CCC was an exchange of views with Mr Verhofstadt on the state of play of Brexit negotiations. A resolution by political groups on the progress of negotiations is planned for the October I session.

The first cluster on which ENVI is involved, “Growth, Jobs and Investments” took place on Tuesday 26 September and was chaired by VP Katainen. The cluster on “Energy and Climate”, chaired by VP Sefcovic, will take place in Strasbourg on 3 October.

4.1 State of play on cooperation between committees

4.1.1 ITRE request for clarification on ENVI/AFET INI report on Climate Diplomacy

Decision taken: Coordinators took note of the exchange of letters.

4.1.2 AGRI request for association pursuant to Rule 54 on the INI report on Anti-microbial Resistance

Decision taken: Coordinators mandated the Chair to reply offering to the AGRI Committee to be associated under Rule 53+.

4.1.3 Proposal for an agreement on ENVI/TRAN conflict of competence on Eurovignette

Decision taken: Coordinators mandated the Chair to reply to the TRAN letter maintaining the request for Rule 54 but, as a compromise, to support the share of competences agreed by the ENVI and TRAN rapporteurs.

4.2.1 Missions to EU and candidate countries and ad-hoc missions

Decision taken: Coordinators decided the following missions:

 French Alps  IMO, London  China (decision in principle - mission for the second semester)

The date of the mission to the French Alps and the composition of the missions for the first semester will be decided at next coordinators meeting.

4.2.2 Visits to Agencies: dates and composition

Decision taken: Coordinators endorsed the following dates and composition for the visits to the Agencies:

 ECHA (12-13 February 2018 - same composition as previously agreed: EPP, GUE/NGL, ECR)  Health and Food Audits and Analysis (4-6 April 2018 - composition: S&D, Greens/EFA, EFDD))  EEA (second semester 2018 - max 3 days travel included - composition: ALDE, EPP, S&D)

4.3 Hearing of the candidate for function of Executive Director of ECHA - Decision on procedure

Decision taken: Coordinators took note of the envisaged date for the hearing (11 October pm) and endorsed the following format:

The hearing (approximately 1h30 in total) will be organised as follows:  Short introduction by the Chair.  Opening statement of no more than 10 minutes by the nominee.  First round of questions by coordinators or their representatives in blocs of 5 minutes (total: 40 minutes): o 1 minute question (one topic) o 2 minutes answer o 1 minute possible follow-up question (one topic) o 1 minute answer  Second round of questions: 12 questions by MEPs in blocs of 3 minutes (no follow- up questions allowed) (total: 36 minutes). If a speaker is not present, the question will lapse. Taking into account the D’Hondt method, the questions for the second round will be divided as follows: EPP 4, S&D 4, ECR 1, ALDE 1, GUE/NGL 1, Greens/EFA 1.

4.4 Possible exchange of views with the Commission on scientific criteria for endocrine disrupters in the context of biocides

Decision taken: Coordinators decided to invite the Commission to the next committee meeting to have an exchange of views on the Delegated Regulation setting out scientific criteria for the determination of endocrine disrupting properties pursuant to Regulation (EU) No 528/2012 (biocides).

4.5 Renewal of authorisation for glyphosate

Decision taken: Coordinators decided:  as first step, to mandate the Chair to seek clarification in writing with Commissioner Andriukaitis on the envisaged date of transmission and of vote of the draft measure;  to inform their MEPs of the situation and to already flag up a very short deadline for objection once the text will be officially transmitted;  to fix a deadline for objection once the text will be officially transmitted which would allow the possibility to express EP views before a decision is taken by the Commission.

5. DECISIONS RELATED TO NON LEGISLATIVE MATTERS

5.1 Possible public hearing on Brexit

Decision taken: Coordinators decided:

 To seek authorisation for a Public Hearing on the impact of the UK withdrawal from the EU on the environment, public health and food safety.

A deadline for political groups to propose speakers for the hearing was set for Friday, 6 October cob in view of a decision by coordinators in written procedure at the latest at the 19 October meeting.

 To invite Parliament’s coordinator Mr Verhofstadt and Mr Brok and Mr Gualtieri, members of the Brexit Steering

Decision taken: A deadline was set for Thursday 5 October, close of business for political groups to send their suggestions for two speakers/organisations (without reimbursement of expenses) to be invited to the hearing for topic 4 “Forests and resilient landscapes”.

5.3 Appointment of EP representatives in ECHA Management Board

Decision taken: Coordinators decided to appoint Dr Peter Van Puyvelde, and Dr Olwenn Martin and mandated the Chair to inform accordingly the Conference of Presidents.

5.4 Possible exchange of views with the Commission on the state of play on 4th RDE package

Decision taken: Coordinators decided to hold the above mentioned exchange of views with the Commission at one of the November/beginning of December ENVI meetings.
