Wichtige Themenbereiche der Sitzung des Beratenden Ausschusses der EU-Kommission waren das Pflanzengesundheitspaket und die Reform der Gemeinsa- men Agrarpolitik einschließlich der Änderungen der Durchführungsverordnungen für den Bereich Obst und Gemüse. Zum Pflanzengesundheitspaket diskutierten die Mitglieder des Beratenden Ausschusses, insbesondere aber die Vertreter von COPA/COGECA im Bera- tenden Ausschuss mit der DG Sanco der Europäischen Kommission, über den Fortgang der Regelungen im Pflanzengesundheitspaket bei den Einfuhren. Die erste Runde im Europäi- schen Rat wird wohl noch vor der Sommerpause abgeschlossen werden können. Das Par- lament hatte in der letzten Amtsperiode noch die erste Runde abgeschlossen. Mit einem Trilog, also der Verständigung zwischen Rat und Parlament, ist voraussichtlich für Ende des Jahres 2014 zu rechnen.

Theoretical background of care farming at European level. Care farming, also known as “green care”, “social farming”, "farming for health", and "green therapies", has taken on various forms and is organised in different ways in different European countries. There is great variety in the approaches to social farming across Europe, as well as in how it is connected to other sectors and the funding mechanisms that are used. Care farming has taken on many different forms across Europe, broadly based around three different discourses; multifunctional agriculture, public health, and social inclusion. One could say that care farming is most established in the Netherlands, Belgium, and Italy. Most research in the Netherlands focuses on care farming as part of the agricultural sector and as a new source of farm income. Great importance is also placed on interaction between participants and the farmers and their families. Care farming took off commercially in the Netherlands in the 1990s. It tends to operate on a service-based model. Engaging in care farming activities are seen as a type of social or health service and these activities are paid for directly or indirectly through health insurance. Similarities with the Dutch experience of social farming can be observed in Flanders (Belgium) and Slovenia.

In den letzten fünf Jahren wurden unsere gemeinsamen Überzeugungen und Werte beson- ders durch rechtskonservative Nationalisten außerhalb und innerhalb der Europäischen Union angegriffen. Während wir uns früher weitestgehend auf internationale Verträge und Absprachen verlassen konnten, bedroht nun das kurzfristige Denken entlang nationaler Egoismen die Errungenschaften und die Zukunft internationaler Zusammenarbeit. Umso mehr brauchen wir ein starkes Europa, das solidarisch zusammensteht und Flagge zeigt für Frieden, Demokratie und Rechts- staatlichkeit. Wir müssen der „America First“-Politik des amerikanischen Präsidenten unsere Botschaft entgegensetzen. Sie lautet „Europa United“! Eine Europäische Union, die in die Zukunft investiert, gute Arbeit und faire Regeln für alle sichert in Zeiten einer globalisierten Wirtschaft - das ist unser Ziel. Und vergessen wir nicht: Die EU ist ein einzigartiges, erfolgreiches Friedensprojekt.
