Regional Schools Commissioner’s office North-West London South-Central Region Sanctuary Buildings Great Smith Street Westminster Email: [email protected] Academy Transfer of Challenger Multi Academy Trust’s Bedford and Central Bedfordshire academies to Chiltern Learning Trust. Namely: Kempston Challenger Academy, Daubeney Academy, Lancot School, and Springfield Primary School At Challenger Multi Academy Trust’s request and following detailed consideration, I have decided in my capacity as the Regional Schools Commissioner (RSC) for North West London and South-Central, that the above academies should be transferred to another trust. Chiltern Learning Trust has been provisionally identified as the most suitable trust to manage the schools going forward. The reason for this is geographical, contextual and due to Chiltern Learning Trust’s performance and capacity. Your views are an important part of the decision-making process. To ensure this is the best decision for the academies, and before making a final decision we want to gather the views of those associated with the schools’ communities. The head teacher board (HTB) provide advice and challenge on transfers. Your views will be considered by the North-west London and south- central HTB meeting on 27th April 2021, and by the RSC thereafter. After which the RSC will make a final decision as to whether Chiltern Learning Trust is the right trust to transfer the academies to. You can get involved by responding to the following questions via email: a. What is your relationship to the [name of] school? b. The current proposal is for the Bedford and Central Bedfordshire academies within Challenger Multi Academy Trust to be transferred to Chiltern Learning Trust. -

The partnership About Challenge Partners Challenge Partners is a practitioner-led education charity that enables collaborative school improvement networks to enhance the life chances of all children, especially the most disadvantaged. Challenge Partners was formed to continue the learning which emerged from the development of Teaching Schools that evolved out of the London Challenge. Since its formation in 2011, the outcomes for pupils in Challenge Partners schools have consistently improved faster than the national average. We provide networks and programmes that facilitate sustainable collaboration and challenge between schools in order to underpin improvements in outcomes which would not be possible for a school, or group of schools, to achieve as effectively on its own. -

Title: Bedford Free School Author: Department for Education (DfE) Impact Assessment – Section 9 Academies Act Duty 1. Section 9 of the Academies Act 2010 places a duty upon the Secretary of State to take into account what the impact of establishing the additional school would be likely to be on maintained schools, Academies, institutions within the further education sector and Alternative Provision in the area in which the additional school is (or is proposed to be) situated. Any adverse impact will need to be balanced against the benefits of establishing the new school. Background 2. The Bedford Free School is a co-educational 11-16 secondary school proposed to open in central Bedford. The school plans to open in 2012 with a total of 200 pupils (100 yr7 and 100 yr9), reaching 500 pupils at full capacity by 2014. 3. Bedford Free School aims to serve the area of Bedford and Kempston, where educational standards are below national average and have been for some time. Despite a long term aspiration to move to a two tier system, most of the schools in the area are three tier and as such, this Impact Assessment focuses on the direct impact of the Free School on both Middle and Upper Schools throughout Bedford and Kempston as well considering any indirect impact on Lower schools, Further Education (FE) institutions and other types of educational provision in the area. Education in Bedford 4. Bedford Borough currently run a largely three tier education system. As a 11- 16 secondary school, the Free School will have an impact on both middle and upper schools in the area. -
