CHAPTER I

INTRODUCTION

1.1. Back Ground.

The review of regional policy of East and policy of spatial Probolinggo Regency it seems that Probolinggo Regency is one of the development center which have important role in speed up the growth of surrounding areas as The Probolinggo-Lumajang Development Unit Area (SWP). All was devided into 9 SWP; i.e : SWP Gerbang Kertosusilo, SWP Madura, SWP Banyuwangi, SWP Jember, SWP Probolinggo-Lumajang, SWP -, SWP , SWP & SWP Tuban. Total population in Probolinggo Regency according to 1990 cencus is 915,795 people. The population density is increasing from 482 2 2 people/km to 541 people/km , the population growth in the period of 10 years is 6 % and the sex ratio under 100 since total woman is more than man year by year. The existing facilities are education , sport, health, relligious and duties etc. The growth of urban function in Probolinggo regency depend on urban hierarchy which based on total population hierarchy, sectoral function and potency. Thus the cities will be growth with the following function : - as an activities center - as a distribution service - as a place of certain function and city utilization function. However, Kraksaan with its afore mention functions has category as an

1.2. Tendency of Future Development. The future development is depend on the development's successfull today, thus local development planning have to has conception to continued the development. There are some support factors for the future development :

a. Transportation network, north coast traffic lane is very densely in conecting the main cities in East Java, Central java and west java, so it can encourage and improved the product in the surround area to be cosolidated with the collecting center in the north coast of Java. b. Future development tendency and commercial orientation, it necessary to see the profile of each districts (kecamatan) such as its potencial, exellent commodities, the development tendency, commercial oriented direction.

Sectoral Development Program, focusing the future Probolinggo Regency has to pay attention and take into consideration of development tendency implemented by private sector such as : industrial development of oil ditillation I refinery by Probosutedjo Group, development of some TPI etc. And there are some other sector i.e : agricultural sector, industrial sector, communication and tourism sector etc. With the compilation of sectoral program in each area, sectoral development will be linked and not to be apart of regional development.

CHAPTER II

REVIEW OF TRAFFIC & TRANSPORTATION POLICY FOR THE LOCAL GOVERNMENT

2.1. General.

In stabilize and responsible autonomy to the Local Government" ( Pemerintah Daerah tingkat " ) which was instructed in Regulation NO . 5 Year 1974, through The Government Regulation NO. 5 Year 1987. The Ministry of Public Works has given some of Government and Urban Development matters i.e . Planning Program, Financing, Implementation and Operational & Maintenance.

Based on Annual Local Development Plan (REPETADA) Probolinggo Regency Year 1998/1999, the aims of transportation sector are increasing of local transportation role to fulfill mobility of community needs, goods and services, realization of more efficient and effective transportation system, and widening transportation network to reach more difficult accessible area. That aims can be described further as follow :

2.3. In Ground Transportation. - Increasing the quality of transportation services in isolated rural area. - Developing city transportation management. Increasing the role of private sector in city transportation holding.

2.4. Regional Urban Review. The development of Medium Term Program of Integrated Urban Development Program (PJM-P2KT) purposed to provide basic need of service facility, such as : road , water supply, waste water, sanitation , drainage I flood controll,settlement and housing , terminal, fire hydrant, vendor's management, recreation park, electricity and telephone for urban and village inhabitans (basic need approach). In additional, those facilities can encourage the area I people economic growth (growth approach). The PJM includes of Kraksaan Urban Development Scenario.

STRATEGY OF TRANSPORTATION PLANNING POLICY IN THE REGENCY OF PROBOLINGGO

3.1. Finance Supporting.

The implementation of projects in relation with decentralization as a responsible autonomy to local government, central government has supported for the local government by funding the development through several approach, such as mention below : - Inpres Dati I (President Instructional for Province Level). - Inpres Dati II (President Instructional for Regencies IMunicipalities). - IPJK etc. And especially for urban development, since 1985 the Directorate General of Cipta Karya (DGCK) through Bina Program had developed Integrated Urban Infra Structure Development Program (IUIDP) approach. This approach was supporting local development program by sharing Government of Indonesia (GOI) fund as mention above with IBRD Loan (come from World bank).

3.2. Implementation approach.

In order to achieve an effective and efficient development program, integrated approach must be prepared. This can be done by : - Reviewing National I Local Five Years Development Plan (REPELITA/DA) and spatial planning conjunction with mechanism of proposal development program on site (include bottom up planning I P5D proccess). - Formulating "URBAN DEVELOPMENT SCENARIO" for 5 - 7 years time. Formulating "SHOPPING LIST KEY PROJECT"

The shopping list key project are not only strained based on integrated location target, but also as a functional target and impact target's project. Besides based on sectoral view also be strained with "sector priority criteria", This criteria with both of sectoral and location aspect is called "TECHNICAL MEMORANDA" that 'agreed by local government, provincial and central government and "donot" , So that

CHAPTER IV ANALYSIS OF THE PROBLEM (

4.1. Motivation .

As a city which has several roles & functions, Kraksaan has the existing condition as shown below : - Lacks of representative facilities to serve regional and url:an traffic activities. (inc!. people & freights) . - There were only one access for regional traffic. More over, its section road often use for official ceremonies. So the regional traffics have to move to collector roads (urban roads) .

4.2. Problem. The really problem is the mix use of any kind traffics in the only one road which through center of the city.

- This fact become a problem, because each of traffic generated have a specific characters and needs / facilities . - And the problem will influence to regional traffics (Java-Bali), urban traffics and further more it will give impact to the speed of development. - This problem occurs when there were not clear function of each other in relation with traffic. - It would be happened as long as the mix use of road have not been solved. - The problem is really a vital problem, because this road is "The Heart of Java-Bali Traffic Network" And if nothing was done about this problem, the smooth of regional traffic would be disturbed. However, the number of vehicles will be raising year by year.

4.3. Objectives.

To solve the afore mention problem, local government should be manage better both of improve the traffic syatem according its own function and serve good facilities for people and freights traffic.

The concrete objectives could be described as follow : a. Develop alternative road ( ring road) for regional traffic. b. Develop the terminal as a node of chained traffic.

The diagrams in the next page are shown how to get the problem solvings (see the Objectives analysis & Force Field Analysis diagram) .

CONCLUSIONS AND RECOMMENDATIONS

5.1 . Conclutions.

Based on Annual Local Development Plan (Repetada) although Urban Development Scenario of IUDP, both of the afore mention objectives were coverred. It means that both are having important positon in development policy. In fact, to implement those one need more selective priority. In relation with preparation of the resources, the best first step is "Developing Bus & non Bus Terminaf'. (see the score, both of the Field Force Analysis). For this proposal the local government has prepared the land . And at the momment has reached loan negotiation with The Depertment of Finance which has possibility supported by Asian Development Bank (ADB). In order to get a magnitude of traffic flow, this facility had been designed integrated with local market. And the second steps is "Developing Ring Road for Regional Traffic"by increasing the capability of the existing road.

5.2. Recommendations.

To solve the problem also possible should be supported by private sector and community support participation. And this condition could be achieved by : a. Giving information and motivation to the community in order to have the awareness of traffic. b. Maintaining better the existing infrastructur and traffic facilities . c. Giving more chance to private sector for developing the public facilities ( such as bus terminal, local market, bus shelter, vendor's management etc. ) with reasonable profit sharing.
