    Draft ECO Car Manufacturing Plan Preface: as a result and due to the increasing need to promote the intra ECO industrial joint investments and as per the negotiations and decisions of the ECO CCI Statutory meeting during the past several years in particular the final Report of the 14th Meeting of Industry, Investment and SME’s Promotion Committee held in Karachi, 14 November 2019 all the member chambers sense the need to address this issue. Hence the subject event highlighted the sıgnifıcance of the Small and Medıum Enterprıses and the very ımportant role that the joınt industrial cooperation and investments can play ın boostıng the ıntra ECO trade and ınvestment . In that same meeting the participants called for the joınt productıon of goods among the ECO member states namely a car whether ın part or as a whole joıntly and ın collaboration of the member countrıes. In this respect it was suggested that a joint venture be formed among the member states in order to facilitate and catalyze the joint production and manufacturing of vehicles namely cars which can also collaborate in the relevant areas such as spare parts production etc. Consequently the opinions and viewpoints of the member chambers will be of great value in this respect in order to further discuss the case during a technical committee meeting which will be held during the next meeting of Industry, Investment and SME’s Promotion Committee. Therefore obviously this proposal presented at the previous meetings is based on actual capabilities of the ECO region as it is also proposed that parts manufacturing for cars be promoted among member states focusing on SME’s production factories and plants to give SME’s another boost in the region.

Olfat Iran Khodro Company - R&D center Tehran, Iran Introduction The automotive industry in Iran has been established since 1958. It was started with producing a Jeep vehicle. Then the Saika, Iran Khodro and Saipa companies began with the production of Fiat, Paykan and Zhian (brand of Citroen) automobiles in 1960, 1965, and 1966, respectively. In 1973, IRAN JEEP Company sold 45% of its share to GM Company, and the latter commenced the production of the Chevrolet Nova, Buick and Cadillac. The growth of the Iranian automotive industry was slow and all cars were assembled as CKD until 1990. However, in the decade of the 1990s, the growth was considerable and it has been continuing strongly in the current decade. At the moment, the volume production of all vehicles in Iran is close to 900,000 units per year. The Iran automotive industry in the current decade has achieved great progress in design and manufacturing fields. The production of the SAMAND car by Iran Khodro indicates there is a high capability for engineering design, validation process and preparation for the mass production stage in Iran. Nowadays, there are several companies producing different types of vehicles such as passenger cars, vans, trucks, busses and mini-busses in Iran. In Table I, the active companies and the respective production volume and Iranian market share in 2004 are shown.

    APPENDIX A Further Explanation of Tasks Performed Study on Air Quality Management in Tehran Based on Original Terms of Reference Appendix A Further Explanation of Tasks Performed Based on Original Terms of Reference (1) Phase I: Study of Current Status Four sub tasks for Phase I activities are defined in the Term of Reference: (i) Collection of existing data related to the Study, (ii) Review of current status of air pollution control activities, (iii) proposing priority program(s) of the Management Action Plan, and (iv) Identification of the shortcomings and basic needs of Phase II and Phase III of the study. In response to sub task (ii), regulatory and institutional framework was reviewed in Chapter 2. The review covered laws and regulations, Department of Environment, Executive Committee and other relevant organizations. In addition, in Chapter 3, air quality management in Tehran was also reviewed. This included air quality monitoring system, air quality standards, stationary and mobile emission sources management, and public awareness programs. In response to sub task (iv), through the review work, the preliminary analysis of management issues were made and the results were summarized in last sections of Chapter 2 and 3. This analysis became a basis of the implementation of pilot projects and preparation of the Management Action Plan (MAP) in Phase II and the implementation of the MAP in Phase III. The study also covered sub-task (iii) by proposing nine priority programs which were renamed as pilot project later. Finally, seven pilot projects were selected and implemented in Phase II. The details are illustrated in Chapter 4.

This study is considered as the first research to review the consumer buying behavior about imported cars and how Datis Company advertise, promote and what is the best place to be advertised to convince customers to buy or try new cars in the Iranian market. Promotional mix have the consequence of creating brand images and symbolic appeals that can be the effective way to strike the responsive chord with consumers. The purpose of this paper is to examine the consumer buying behavior about the imported car through various IMC tools, discover most efficient place , most influential advertising message and how often consumers decide to change the car to better or new one in the Iranian market.
