Danielle Gartland-Quinn Officer, Cemeteries, CEC. 1. John Kerr welcomed a large turnout of Friends Groups reps, our speakers Councillor Karen Doran and David Jamieson. 2. Councillor Karen Doran explained that she had recently assumed responsibility within Transport and Environment, for Parks, Greenspaces and Cemeteries, and so was in the process of meeting CEC staff and stakeholders such as ourselves to learn more of the issues within the Department. She said that she had lived all her life in Edinburgh, at first in the City centre, and recently in Portobello, and recalled that throughout her life she had enjoyed the many parks in the city. She particularly mentioned Dalmeny Street Park in North East Edinburgh, which had been in a poor state for many years, but since a Friends Group had started work there, had improved immeasurably. She is thus aware of the effects Friends Groups have had, and can have, in their communities. She is eager to learn more of the work of Parks, Greenspaces and Cemeteries, and the Friends Groups who support the work of CEC in communities. She is keen to visit as many Parks as possible in the coming months. Edinburgh Friends of Parks Forum Meeting 25th April 2018 2 3. David Jamieson, Head of Parks, Greenspaces and Cemeteries said he intended to give some updates on the work of his Department, and some pointers to the future. - He stressed that it is really important for Friends Groups and communities to communicate to Councillors and CEC officials how much parks are valued, and respond to consultations initiated by CEC. Only thus will Councillors take seriously requests for maintained or increased funding. - Green Flag Awards are still going ahead: at present Edinburgh has 30, and 2 more applications are in. This is the best record of any Scottish Local Authority. The award criteria and inspections are subject to peer review, and this year, representatives from the City of Birmingham are conducting a review of our procedures on 14th /15th May. - There is a Centenary Fields Project this year to commemorate the end of WW1. This will involve West Pilton and Redbraes Parks as part of Fields in Trust. - On 9th May a Parliamentary Committee meets at Holyrood to discuss the state and future of Parks in Scotland. [Note – this meeting has now been re-arranged for 23rd May, John Kerr has been invited to represent Friends Groups] Budgetary Matters - All over Scotland spending on Parks has reduced and there is evidence from the recent Greenspace Scotland report that the use of parks is declining. The report can be downloaded at - http://www.greenspacescotland.org.uk/Data/Sites/1/media/docs/sosgreport/3rdstateofscotlandsgr eenspacereport_010218.pdf - CEC has received £1M for extra spending on playparks, which will help to make up for the decline in spending over the last few years. This can also be supplemented by grants. The priorities for spending this will be on areas which presently have poor provision. Some communities have raised money themselves to improve playparks. CEC have a Play Parks Action Plan which can be downloaded from http://www.edinburgh.gov.uk/downloads/file/86/play_area_action_plan_2011-2016 - There is also provision in some parks for adults with ‘Outdoor Gyms’ being introduced to encourage exercise. - The Council is requiring £300K of savings from the Department which is to be made up by commercial sponsorship. One example of this is allow advertising on roundabouts, verges and embankments on main roads and to charge clients for this. A company has been employed to recruit local and national businesses to this scheme. Biodiversity in Parks - Biodiversity assessments are done in Natural Parks as part of the Park Quality Assessment process. A new Biodiversity Action Plan for the city is being developed. The current plan can be downloaded at http://www.edinburgh.gov.uk/downloads/download/77/edinburgh_biodiversity_action_plan - A related topic is the use of herbicides, particularly glyphosate. The Department is trying to reduce its use and looking at alternatives. Unfortunately all the viable alternatives are much more expensive. Questions were also asked about the import of diseases on plants bought from abroad, such as Ash Dieback disease. CEC grows many of its own plants and tries to use locally sourced plants. They do not use plants treated with Neonicotinamides. Other news - London, Leeds, Newcastle, and other cities are setting up ‘parks Pledges’ with local communities to carry out maintenance work on parks. This involves a formal agreement between the community group and the local authority to undertake specified maintenance work. The Department is interested in exploring this idea with Friends Groups. - Friends of Starbank Park have been nominated for a UK award for their excellent work in developing the park. - David is to be one of the judges in the annual Britain in Bloom competition. - In Princes Street Gardens the Ross Trust is carrying out restoration of the Ross Fountain, now being reconstructed. Hopefully it will be functioning again in the summer. The Council would also like to do a major renovation of the Ross Bandstand, estimated to cost around £25M. Obviously they need to apply for grants for this work. Edinburgh Friends of Parks Forum Meeting 25th April 2018 3 - Questions were asked about emptying of bins in parks. Bins are normally provided at park entrances where there is vehicular access. In some parks, eg the Meadows, vehicles come into the park along the tarmac paths to empty bins. There were complaints that some vehicles had been driving on the grass and damaging the surface. 4. Edinburgh Friends of Parks Forum AGM - John had circulated his Annual Report for 2017-18. There are now 40 friends Groups associated with the Forum, about 2/3 of the total number of groups. We still maintain links with the National Federation of Parks and Green Spaces (NFPGS) - Financial Report : our finances are the same as last year as we spent no money this year. - Forum committee. At present, this consists of John Kerr, Jeni Rowe, and Gordon Swann. We would like to recruit more committee members, and were delighted by Yusef Samari, Anni McLeod, and Roger West volunteering. The new committee will meet soon to plan future activities. 5. Other Forum issues - The minutes of the last FoPF meeting were approved. - The name of the Group. There had been a good response from both individuals and groups to the poll circulated by John and on Facebook. The vote was Edinburgh Green Spaces Forum 11 Groups Edinburgh Friends of Parks and Cemeteries Forum 3 Groups Edinburgh Open Spaces Forum 4 Groups No change 1 Group It was agreed that the name of the group be changed to Edinburgh Green Spaces Forum John will make the required changes to the Constitution and, once that’s approved at the next meeting, to the Bank Account. Action JK - Times of meetings: The next meeting in the summer may be at a park, or maybe at the Botanic gardens. The Committee will discuss the possibilities of later evening or weekend meetings. - Supermarket trolleys, a problem in some parks. This is not an easy one to deal with, but we will continue to consult with the Council and the NFPGS - General Data Protection Regulations (GDPR). John drew our attention to this issue which all organisations including Friends Groups must address. Sarah Murphy circulated a very useful Guidance document from the Council a few weeks ago, and he recommended we consult it. There was also a useful update from NFPGS. These are both available of the Forum Facebook page. The main things to consider are: o What information do we keep? Can individuals be identified from it? e.g. Name, Address, email, phone number, bank details? o Why do we want it and what do we do with it? o Is it kept securely? Should groups consider password protection, encryption, risks of using shared computers o How long do we need to keep it? o Have you told people why you need it, what you’re going to do with it and how long you’ll keep it? o Groups should have a (brief) documented procedure which explains all this? o Organisations must seek the permission of all their members to hold their personal data o Organisations should have a Data Protection Officer, who is the main point of contact. - Forum website. This is still an ambition of ours but the problem is finding someone able to set it up and maintain it.
