    Hotelier Jerry Schwartz calls for outright rejection of Mirvac’s residential plan for Darling Harbour’s Harbourside site 3 April 2020: Mirvac’s newly announced proposal to scrap its previous Harbourside Darling Harbour re-development plans in favour of a massive residential tower should be rejected outright, says prominent Sydney hotel owner and developer, Dr Jerry Schwartz. Dr Schwartz, who owns the adjacent Sofitel Sydney Darling Harbour, said that previous NSW planning bodies had rejected proposals for the Harbourside re-development to include residential, and that decision should stand. In 2019, Mirvac lodged a new plan for the site, proposing a commercial office above a redeveloped shopping and commercial centre. However, Mirvac produced yet another design for the site which re-introduced a residential tower as the major element in the development plan. “The residential focus of the development proposal goes totally against the tourism, entertainment and retail concept of Darling Harbour,” said Dr Schwartz. "The opening of the Sofitel and International Convention Centre three years ago re-emphasised Darling Harbour's principal role as Sydney's tourism hub, and there is no justification for deviating from that model. “The Ribbon development on the former Imax site was also proposed as part-residential but had to change to full short-term accommodation, comprising a full-service hotel and serviced apartments. “Darling Harbour has been designed as a commercial tourist and business precinct, not as another residential area in a city that is already well serviced by large-scale high to medium density apartment developments. “The proposal will also block out views from a number of existing hotels, even more so with the plan to move the tower from the originally planned northern end to the centre of the site.

    Pitt Street Over Station Development CONCEPT STATE SIGNIFICANT DEVELOPMENT APPLICATION ENVIRONMENTAL IMPACT STATEMENT OVERVIEW AUGUST 2018 The Pitt Street integrated station development will better connect our global city, with new places to live, work and Sydney Metro is Australia’s biggest public transport project. This new stand–alone railway will deliver 31 metro stations and 66 kilometres of new metro rail, revolutionising the way play in the heart of Sydney. Australia’s biggest city travels. Joining other great global mass transit development initiatives, the NSW Government has identified stations on the Sydney Metro system which can be better integrated with the areas around them, creating world-class places that will shape our city’s future. Pitt Street Station has been identified as a prime location for an integrated station development. The Pitt Street integrated station development is made up of Pitt Street Station and two separate building proposals above the new station entries. These buildings will be located on the corner of Pitt and Park streets and on the corner of Pitt and Bathurst streets. The Pitt Street integrated station development will connect people with employment, transport and some of Sydney’s key destinations. It will be a hive of commerce and lifestyle opportunities, with new homes and hotel spaces. As the new metro station is built underground, the integrated station development can be built above it at the same time. This helps reduce community impacts, and allows for the buildings to be completed close to when Sydney Metro City & Southwest services start in 2024. Sydney Metro received planning approval for Pitt Street Station in January 2017, and is now seeking two concept State Significant Development approvals for the buildings above the north and the south entrances to the station, these are also known as over station developments.

    Progress in Planning 63 (2005) 11–160 www.elsevier.com/locate/pplann Urban design in central Sydney 1945–2002: Laissez-Faire and discretionary traditions in the accidental city John Punter School of City and Regional Planning, Cardiff University, Cardiff CF10 3WA, UK Abstract This paper explores the laissez faire and discretionary traditions adopted for development control in Central Sydney over the last half century. It focuses upon the design dimension of control, and the transition from a largely design agnostic system up until 1988, to the serious pursuit of design excellence by 2000. Six eras of design/development control are identified, consistent with particular market conditions of boom and bust, and with particular political regimes at State and City levels. The constant tensions between State Government and City Council, and the interventions of state advisory committees and development agencies, Tribunals and Courts are explored as the pursuit of design quality moved from being a perceived barrier to economic growth to a pre-requisite for global competitiveness in the pursuit of international investment and tourism. These tensions have given rise to the description of Central Sydney as ‘the Accidental City’. By contrast, the objective of current policy is to consistently achieve ‘the well-mannered and iconic’ in architecture and urban design. Beginning with the regulation of building height by the State in 1912, the Council’s development approval powers have been severely curtailed by State committees and development agencies, by two suspensions of the Council, and more recently (1989) by the establishment of a joint State- Council committee to assess major development applications.
