As part of our mission of public service to the community, the University strives to meet a broad variety of public need in the statistical data area. This document is intended to provide, between one set of covers, essential baseline data that can inform decision making, planning and policy formulation both in the public and private sectors. By this effort, the University aspires to begin a series of similar publications that will continually update its users with statistical data. This publication is a historic accomplishment for the Territory, in that for the first time, accurate basic data on a wide range of topics including population, education, housing, finance, revenue and budget, tourism and crime, have been detailed in one single publication. The Yearbook is viewed as one of the major achievements of the University’s Research Institute in the Eastern Caribbean Center, mainly because of its potential value to the capacity building efforts of the Territory. Dr. Frank Mills, Mr. Basil Ottley and Ms. Carmen Rogers-Green are to be commended for their very professional efforts and for the dedication that was necessary to make the yearbook a reality. This publication helps the Eastern Caribbean Center to fulfill its mission of providing scientific and accurate information in support of rational development in the U.S. Virgin Islands and the rest of the Caribbean. It was then suggested that each of the areas should begin a series of statistical yearbooks for its respective area. At the consistent urging of Dr. Michael Levin of the Population Division of the Bureau of the Census, we are finally able to produce such a document. This publication has only been made possible through the substantial support of the Office of Insular Affairs, Department of the Interior, particularly with the assistance of its director, Allen Stayman, and economist Richard Miller. In this first effort, we have aspired to compile a comprehensive set of statistical tables covering such topics as population, vital statistics, education, labor force and employment, household and personal income, rime, tourism, housing, motor vehicles, finance and revenue and budget. We hope that this will meet many of the needs of the local public and nonpublic sectors, as well as federal officials and off- island businessmen who constantly use these data. We also urge users of this document to share with us their comments on how we might improve the usefulness of the publication in the subsequent series. Frank L.
