Introduction Landsnet hf is going to construct a new 220kV Power line to meet the growing production and consumption of energy in Iceland. A part of the new power line is sketched to be placed in the vicinity of Akureyri airport. According to ICAO, any change in the environment near an airport, which penetrates the Obstacle Limitation Surfaces, may have an impact on the safe operation of air traffic. ICAO therefore recommends that the change has to be safety assessed. Integra A/S was asked, as an independent consultant, to perform an initial safety assessment on behalf of Isavia. An initial safety assessment of this new 220kV power line’s impact on air traffic was performed on 22 November 2012 in Akureyri. This report documents the results of the Initial Safety Assessment and provides Integra’s recommendations for how to mitigate the design of the power line to an acceptable or at least a tolerable level of safety. 1.1 Background Documentation provided for the Initial SA The following documents were used as background information for the Initial Safety Assessment: Landsnet’s description of the 220kV line in Eyjafjördur, North Iceland, 10/10/12 Rekstrarhandbók, Kerfisverklag, KV100 21 Áhættumat (attached as Appendix 1) Rekstrarhandbók Vinnuleiðbeiningar, VL100 01 Leiðbeiningar við gerð áhættumats AIP Iceland, BIAR, 21/10/11 ICAO Annex 14, Volume 1 Obstacle Restrictions and Removal Isavia’s considerations regarding electromagnetic and structure protection requirements for the 220kV power line in Eyjafjördur, Prepared by Isavia´s AIS and CNS systems for Integra, November 2012 Radio, navigation and landing aids, Memo, Isavia Changes in OCA based on Red or Blue tracks, Snæbjörn Guðbjörnsson, Checked 13.08.2012 Exact location of the line crossing Eyjafjörður - Sensitivity analysis, Memo, Efla, 8/11/12 Aviation obstruction marking of the line crossing Eyjafjörður valley, Memo, Efla, 8/11/12 Electric and magnetic field from the existing 132 kV KR1 OHL at the crossing of the line and the flight path to Akureyri Airport, Memo, Efla, 23/10/12 Prediction of Radio Interference from 220 kV line, Memo, Efla,
