He stated that in accordance with Order 35(2) of the NDC Standing Orders, he would preside over the election of the Chairman and Vice Chairman of the Committee for the new term, and the new Chairman of the Committee would preside over the rest of the meeting. -

N337 Historic Building Appraisal Entrance Gate San Wai, Ha Tsuen, Yuen Long, New Territories The entrance gate of San Wai (新圍), which literally means “new Historical walled village”,1 is situated in a local district known as Ha Tsuen (廈村) or Interest Ha Tsuen Heung (廈村鄉).2 Ha Tsuen was founded by two brothers, Tang Hung-chi (鄧洪贄) and Tang Hung-wai (鄧洪惠), both ninth generation members of the Ng Yuen Tso (五元祖) of the Tang (鄧) clan.3 As one of the oldest villages in Ha Tsuen, San Wai has a history of more than 250 years. It was established by Tang Tso-tai (鄧作泰, 1695 – 1756), an eighteenth generation member of the Ng Yuen Tso, and Tang Wai-yuk (鄧為玉, 1715 – 1755), a generation younger than Tso-tai. The village’s name “新圍” in Chinese and “San Wai” in English can be identified from a government report of 1899 and a land record of the then colonial government dating from 1905 to 1907. Regarding its layout, San Wai is composed of rows of houses, with an entrance gate. It is believed that the entrance gate was originally situated on the central axis of the village. As the village expanded, this central axis gradually lost its significance, and the view from the entrance gate was eventually blocked by rows of houses. A map dated 1917, which is the earliest record of its kind identified, shows that by that time two rows of houses had been built in front of the entrance gate.4 Interestingly, no shrine was built within San Wai, as villagers believe that the village is “protected” by the Earth God shrine near the Yeung Hau Temple (楊侯古廟), which is locally known as Sai Tau Miu (西頭廟, western temple). -

Annex List of Development Bureau’s Initiatives in the Policy Address Supplement A list of Development Bureau’s ongoing and new initiatives stipulated in the Policy Address Supplement is appended below. They are mainly under the Chapters of “Upholding and Improving the ‘One Country, Two Systems’ Practice”, “Together, We Fight the Virus”, “Housing and Land Supply”, “Unlimited Business Opportunities”, “Liveable City” and “Caring Society”. Upholding and Improving the “One Country, Two Systems” Practice Progress Made Upgraded the Project Cost Management Office (PCMO) in April 2019 to the Project Strategy and Governance Office (PSGO) to implement various measures to optimise the performance of infrastructure projects. In the past four years, the PCMO/PSGO scrutinised more than 280 public works projects of a total estimated cost of $520 billion and achieved cost savings of $70 billion through optimising project designs. Maintained oversight of the implementation of the new High Court and District Court projects by the central steering committee established under the Judiciary. The statutory rezoning procedures for the latter’s development site is expected to be completed within 2020. Completed the second round consultation with the industry on the extent of adopting IMS as a listing requirement of Government's approved public works contractors by 30 September 2020. Continued to invest in infrastructure to meet Hong Kong’s needs and create jobs. From 2017-18 to 2020-21, the average capital works expenditure per year amounted to $75.5 billion. Together, We Fight the Virus New Initiatives Complete the construction of Penny’s Bay Quarantine Centre - 1 - Phases III and IV in December 2020 for provision of another 2 000 quarantine units. -

Extract of the minutes of Meeting between Legislative Council Members and North District Council Members held on 22 February 2001 5 Action - 5 - Compensation and rehousing issues arising from land resumption in North District 32. Mr HAU Kam-lam said that the rehousing issues arising from the land resumption in North District mainly involved two aspects. Firstly, residents affected by the clearance were required to undergo the means and assets test. In this regard, he opined that the Administration should adopt more relaxed criteria in dealing with their resettlement in public housing since they were forced to move away from their places of residence as a result of the land resumption. They did not submit any applications for public housing on their own initiative. Secondly, he considered that local rehousing should be offered to the affected clearees and sufficient schools should be provided in the vicinity for their children. He further commented that the Government lacked comprehensive planning for the land resumption exercise in North District. Very often, it only resumed a portion of a piece of farmland, factory site or commercial premises or the middle part of a lot, thus seriously affecting the original usage of land. The landowners and the occupants concerned were not offered reasonable compensation. He therefore urged LegCo Members to assist the residents of North District in seeking reasonable rehousing and compensation. 33. On the issue of local rehousing, Mr LAU Kong-wah pointed out that, according to the information provided by the Housing Department (HD) to the LegCo Secretariat, eligible residents would be rehoused within the same or adjacent district as far as practicable, subject to availability of resources. -

Paper on Replacement of Traffic Control and Surveillance System
立法會 Legislative Council LC Paper No. CB(4)619/20-21(06) Ref. : CB4/PL/TP Panel on Transport Meeting on 19 March 2021 Updated background brief on replacement of traffic control and surveillance systems in government tunnels Purpose This paper provides updated information on the replacement of the traffic control and surveillance systems ("TCSSs") in government tunnels and the Tsing Ma Control Area ("TMCA"). It also summarizes the major discussions by Legislative Council ("LegCo") Members on financial proposals on the replacement of TCSSs in the past. Background Traffic control and surveillance systems 2. Since early 1980's, all road tunnels and TMCA have been equipped with comprehensive traffic control and surveillance facilities including closed circuit television ("CCTV") cameras, automatic incident detectors, lane control signals ("LCS"), variable speed limit signs ("VSLS") and variable message signs, etc. for efficient and effective traffic and incident management. 3. Based on the information available on the website of the Transport Department ("TD"),1 TCSSs have been expanded in recent years to include Shenzhen Western Corridor, Tolo Highway, Tsing Sha Control Area, Tuen Mun Road, Hong Kong-Zhuhai-Macau Bridge, Central Wanchai Bypass, Heung Yuen Wai Highway and Tuen Mun-Chek Lap Kok Link. Asked by: Hon CHAN Chi-chuen (Member Question No. 165) Reply: The Food and Environmental Hygiene Department (the Department) has 357 public toilets with accessible unisex toilets (AUTs) provision and a breakdown by district is given at Annex. Transport Department Notice Special Traffic and Transport Arrangements in Wo Hop Shek and Sandy Ridge for Ching Ming Festival 2018 Notice is hereby given that the following special traffic and transport arrangements will be implemented in Wo Hop Shek and Sandy Ridge for Ching Ming Festival: (A) Wo Hop Shek, Fanling I. Road Closures From 6.00 am to 5.00 pm daily on 24, 25, 30, 31 March, 1, 2, 5, 7, 8, 14 and 15 April 2018, the following road sections will be closed to all vehicular traffic (except for emergency vehicles and those vehicles specified below): (a) Kiu Tau Road (except for hearses); (b) Ming Yin Road (except for franchised buses); (c) Wo Ka Lau Road; and (d) all access roads within Wo Hop Shek Cemetery. Members of the public may drive to Wo Hop Shek Cemetery after reopening of the roads until close of the cemetery (i.e. 7:30 pm) on the above-mentioned days. II. Banning of turning movements The following turning movements will be prohibited on 24, 25, 30, 31 March, 1, 2, 5, 7, 8, 14 and 15 April 2018: (a) right turning movements from Pak Wo Road northbound near Fung Ying Seen Koon onto Pak Wo Road southbound; and (b) right turning movements from Pak Wo Road southbound near MTR Fanling Station into the car park on Pak Wo Road near Fung Ying Seen Koon. III. Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T
Historic Building Appraisal 1 Tsang Tai Uk Sha Tin, N.T. Tsang Tai Uk (曾大屋, literally the Big Mansion of the Tsang Family) is also Historical called Shan Ha Wai (山廈圍, literally, Walled Village at the Foothill). Its Interest construction was started in 1847 and completed in 1867. Measuring 45 metres by 137 metres, it was built by Tsang Koon-man (曾貫萬, 1808-1894), nicknamed Tsang Sam-li (曾三利), who was a Hakka (客家) originated from Wuhua (五華) of Guangdong (廣東) province which was famous for producing masons. He came to Hong Kong from Wuhua working as a quarryman at the age of 16 in Cha Kwo Ling (茶果嶺) and Shaukiwan (筲箕灣). He set up his quarry business in Shaukiwan having his shop called Sam Lee Quarry (三利石行). Due to the large demand for building stone when Hong Kong was developed as a city since it became a ceded territory of Britain in 1841, he made huge profit. He bought land in Sha Tin from the Tsangs and built the village. The completed village accommodated around 100 residential units for his family and descendents. It was a shelter of some 500 refugees during the Second World War and the name of Tsang Tai Uk has since been adopted. The sizable and huge fortified village is a typical Hakka three-hall-four-row Architectural (三堂四横) walled village. It is in a Qing (清) vernacular design having a Merit symmetrical layout with the main entrance, entrance hall, middle hall and main hall at the central axis. Two other entrances are to either side of the front wall.
