New Item Nos. N337, N338 & N261
N337 Historic Building Appraisal Entrance Gate San Wai, Ha Tsuen, Yuen Long, New Territories The entrance gate of San Wai (新圍), which literally means “new Historical walled village”,1 is situated in a local district known as Ha Tsuen (廈村) or Interest Ha Tsuen Heung (廈村鄉).2 Ha Tsuen was founded by two brothers, Tang Hung-chi (鄧洪贄) and Tang Hung-wai (鄧洪惠), both ninth generation members of the Ng Yuen Tso (五元祖) of the Tang (鄧) clan.3 As one of the oldest villages in Ha Tsuen, San Wai has a history of more than 250 years. It was established by Tang Tso-tai (鄧作泰, 1695 – 1756), an eighteenth generation member of the Ng Yuen Tso, and Tang Wai-yuk (鄧為玉, 1715 – 1755), a generation younger than Tso-tai. The village’s name “新圍” in Chinese and “San Wai” in English can be identified from a government report of 1899 and a land record of the then colonial government dating from 1905 to 1907. Regarding its layout, San Wai is composed of rows of houses, with an entrance gate. It is believed that the entrance gate was originally situated on the central axis of the village. As the village expanded, this central axis gradually lost its significance, and the view from the entrance gate was eventually blocked by rows of houses. A map dated 1917, which is the earliest record of its kind identified, shows that by that time two rows of houses had been built in front of the entrance gate.4 Interestingly, no shrine was built within San Wai, as villagers believe that the village is “protected” by the Earth God shrine near the Yeung Hau Temple (楊侯古廟), which is locally known as Sai Tau Miu (西頭廟, western temple). -

Social Services, Labour and Economic Affairs Committee, North District Council Paper No
Social Services, Labour and Economic Affairs Committee, North District Council Paper No. 33/09 Study on the Enhancement of the Sha Tau Kok Rural Township and Surrounding Areas Stage 1 Community Engagement PURPOSE 1. The purpose of this paper is to seek Members’ views on the vision and aspiration for the enhancement of the Sha Tau Kok (STK) rural township and its surrounding areas. A copy of the Stage 1 Community Engagement Digest is attached at Appendix 1. BACKGROUND 2. Rural townships are recognised as an important heritage of Hong Kong as they are among the earliest settlements in the territory. STK Town, being located within the Frontier Closed Area is unique as compared with other rural townships in the New Territories. The tranquility and the rural setting of STK Town and its surrounding areas have been well retained over the years. It would provide a good opportunity for promoting eco-tourism and cultural tourism. 3. In April 2009, the Planning Department (PlanD) commissioned Ove Arup & Partners Hong Kong Ltd. to conduct the Study. The Study aims to formulate an Integrated Area Improvement Plan, setting out comprehensive improvement proposals to enhance the physical environment of STK Town and its surrounding areas. The Study will also assess the tourism potential of the area, taking into account the Frontier Closed Area status, and examine the possibility of enhancing the connection of STK Town with other possible tourist attractions in the North East New Territories. THE STUDY 4. The Study comprises two areas, i.e. the Study Area and Linkage Area (Please refer to the Stage 1 Community Engagement Digest, Pages 9 to 16): a) The Study Area, basically covering the STK Town proper, has a total land area of about 33 ha. -

LC Paper No.CB(2)415/12-13(05) for Information on 8 January 2013
LC Paper No.CB(2)415/12-13(05) For information on 8 January 2013 LegCo Panel on Food Safety and Environmental Hygiene Usage and Promotion of Gardens of Remembrance, Scattering Cremains at Sea and Internet Memorial Service Purpose This paper briefs Members on the usage of the Gardens of Remembrance, scattering cremains at sea and the Internet Memorial Service and sets out the Administration’s efforts in the promotion of these services. Background 2. Owing to the scarcity of land in Hong Kong, the Government has, over the past few decades, actively encouraged cremation as a means of disposal of the bodies of the deceased. The statutory six-year exhumation cycle for coffin burials has been implemented and maintained in all public cemeteries while a 10-year exhumation cycle is being adopted for non-permanent coffin burials in cemeteries managed under the Board of Management of Chinese Permanent Cemeteries (BMCPC). We have also ensured that there are adequate cremation facilities to provide cremation sessions for the public in a timely manner. The above measures have proved effective, and the number and percentage of cremations out of the total number of deaths have risen substantially in the past 36 years from 7 300 and 35% in 1975 to 37 900 and 90% in 2011 respectively. 3. With a growing and aging population, the annual number of deaths is projected to increase from 42 700 in 2010 to 50 300 in 2020. Correspondingly, the number of cremations is expected to increase from 38 000 in 2010 to 47 300 in 2020. -
