Drug Situation Report/Significant Events Report for India for the Month of March 2019 NARCOTICS CONTROL BUREAU NEW DELHI ------------------------------------ DRUG SITUATION REPORT/SIGNIFICANT EVENTS REPORT FOR INDIA FOR THE MONTH OF MARCH 2019 ********** This report is based on the information received from various State and Central drug law enforcement agencies till the end of March 2019. Significant seizures effected earlier but reported during March 2019 are also incorporated in this report. *********** SEIZURES EFFECTED IN THE MONTH OF MARCH, 2019 On 01.03.2019, officers of NCB, Ahmedabad Zonal Unit seized 19.780 kg of Ganja at Ahmedabad. 03 persons were arrested. On 01.03.2019, officers of NCB, Hyderabad Sub Zone seized 744.200 kg of Ganja from a vehicle near outer ring road, Rajendra Nagar, Hyderabad. 01 person was arrested. On 01.03.2019, officers of NCB, Guwahati Zonal Unit seized 1800 bottles of codeine based Cough Syrup and 68 gram tablets of Methamphetamine at Barsajai, Lalmati, Guwahati. 03 persons were arrested. On 01.03.2019, officers of NCB, Kolkata Zonal Unit seized 2.463 gram of MDMA along with Rs. 1000/- at NSCBI Airport, Kolkata. 01 person was arrested. On 01.03.2019, officers of NCB, Ranchi Sub Zone along with SSB and State Police destroyed illicit cultivation of Opium Poppy spread over 14 acre of land at Namkum, Ranchi. On 01.03.2019, Officers of Customs Preventive Force, Moreh, Manipur seized 50,000 tablets of Methamphetamine. 01 person was arrested. The suspected source of the seized drug was Myanmar. On 02.03.2019, officers of NCB, Ahmedabad Zonal Unit seized 12.012 kg of Hashish at Modasa. 03 persons were arrested. On 02.03.2019, officers of NCB, Chandigarh Zonal Unit seized 2.650 kg of Opium and 495.200 kg of Poppy Straw at Essar Petrol Pump, near Lehra Toll Plaza, Ludhiana - Malerkotla Road, Punjab from 02 vehicles. 03 persons were arrested. On 02.03.2019, officers of NCB, Patna Zonal Unit seized 750 kg of Ganja at Karpoori Sadan Patna, Bihar. 02 persons were arrested. On 03.03.2019, officers of NCB, Mumbai Zonal Unit seized 1.180 kg of Cocaine at CSI Airport, Mumbai. 01 Brazilian national was arrested. The suspected source of the seized drug was Brazil. On 03.03.2019, officers of NCB, Patna Zonal Unit in coordination with SSB seized 5.800 kg of Hashish at Inarwa, Bihar. 02 Nepalese national were arrested. The suspected source of the seized drug was Nepal. On 05.03.2019, officers of NCB, Imphal Sub Zone disposed off 609.5 gram of Heroin, 1.500 kg of Ganja and 13.600 kg & 20464 tablets of Pseudo Ephedrine at Common Bio-Medical Waste Treatment Facility of Shija Hospitals & Research Institute Pvt. Ltd., Langol, Imphal. On 05.03.2019, officers of NCB, Cochin Sub Zone seized 3.000 kg of Hashish. 01 Maldivian national was arrested. The suspected destination of the seized drug was Maldives. On 05.03.2019, officers of NCB, Imphal Sub Zone along with NAB, Manipur Rifles, State Police & District Administration destroyed illicit cultivation of Opium Poppy spread over 135 acre of land at Vill- Hangoipat and its adjoining hills under PS- Saikul, Distt.- Kangpokpi, Manipur. On 06.03.2019, officers of NCB, Patna Zonal Unit disposed off 3284.220 kg of Ganja and 102.050 kg of Hashish of 02 cases at Medicare Environmental Management Pvt. Ltd, Muzaffarpur. On 07.03.2019, officers of NCB, Delhi Zonal Unit intercepted a parcel at DHL express and seized 135 gram of Hashish. 01 person was arrested. The suspected destination of the seized drug was France. On 07.03.2019, NCB, Jodhpur Zonal Unit seized 45.395 kg of Opium at Sikandra Toll Plaza, Dausa. 01 person was arrested. On 08.03.2019, officers of NCB, Chennai Zonal Unit seized 460 gram of Methamphetamine. 03 persons were arrested. On 08.03.2019, officers of NCB, Patna Zonal Unit along with State Police, State Excise, Forest, C.O. office Barachatti & SSB destroyed illicit cultivation of Opium Poppy spread over 32 acre of land in villages of Badki Chapi, Chotki Chapi, Sankhwa & Dang of Barachatti, Gaya. From 08.03.2019 to 12.03.2019, officers of NCB, Delhi Zonal Unit in the presence of High Level Drug Disposal Committee disposed off 9647.175 kg of Acetic Anhydride and 1.635 kg of Hydrochloric Acid at Sahibabad Industrial Area, Ghaziabad, UP. On 09.03.2019, officers of NCB, Imphal Sub Zone along with NAB, IRB, Assam Rifles, State Police & District Administration destroyed illicit cultivation of Opium Poppy spread over 165 acre of land at Vill- Maojang Hill Range and its adjoining Hill Range under PS- Saikul, Distt.- Kangpokpi, Manipur. On 09.03.2019, Officers of Customs Airport, AIU, Trichy seized 9.934 kg of Methaqualone at Trichy Airport. 01 person was arrested. The suspected destination of the seized drug was Kuala Lumpur. On 09.03.2019, Officers of Customs (P) Circle, Gopalganj seized 5.600 kg of Hashish. The suspected source of the seized drug was Nepal. On 10.03.2019 officers of NCB, Jodhpur Zonal Unit seized 6.400 kg of Opium at Village Anwalhera, Tehsil- Begu, Distt- Chittorgarh (Raj.) 01 person was arrested. On 10.03.2019, Officers of Customs (P) Circle, Sugauli seized 8.100 kg of Hashish. On 11.03.2019 officers of NCB, Lucknow Zonal Unit seized 240.490 kg of Ganja near Sanik Dhaba, NH 28, Khalilabad, SantKabirnagar, UP. 01 person was arrested. On 12.03.2019, officers of NCB, Chandigarh Zonal Unit seized 500 gram of Hashish at ISBT Sector-43, Chandigarh. 01 person was arrested. On 12.03.2019, Officers of Directorate of Revenue Intelligence, Varanasi seized 350 kg of Ganja. 03 persons were arrested. On 13.03.2019 officers of NCB, Lucknow Zonal Unit seized 2.000 kg of Methaqualone at Gorakhpur Railway Station, UP. 03 persons were arrested. On 13.03.2019, officers of NCB Patna Zonal Unit seized 7.000 kg of Hashish and 8.000 kg of Ganja at Sitamarhi. 02 persons were arrested. On 13.03.2019 officers of NCB, Lucknow Zonal Unit seized 501 kg of Ganja at Katoghan toll plaza, NH2, PS- Khaga, Fatepur, UP. 02 persons were arrested. On 13.03.2019, officers of NCB, Patna Zonal Unit along with State Police, State Excise, Forest, & SSB destroyed illicit cultivation of Opium Poppy spread over 14 acre of land in villages of Jaigir & Nare of Barachatti, Gaya. On 14.03.2019, Officers of NCB, Delhi Zonal Unit seized 350 gram of Cocaine at Village Gohana, Haryana. The suspected source of the seized drug was United Kingdom. On 15.03.2019, Officers of NCB, Lucknow Zonal Unit seized 229 kg of Ganja at Tengra Mor, Renukut Road, Varanasi. 06 persons were arrested. On 15.03.2019, Officers of Customs, Air Intelligence Unit, C.S.M.I, Airport, Mumbai seized 1.760 kg of Methaqualone. 01 Brazilian was arrested. The suspected source of the seized drug was Sao Paulo . On 17.03.2019, Officers of NCB, Kolkata Zonal Unit in co-ordination with BSF, Balupara, West Bengal seized 1.400 kg tablets of Methamphetamine along with Rs.2345/-. 01 person was arrested. On 17.03.2019, Officer of NCB, Patna Zonal Unit in co-ordination with Barachatti Police, State Excise & SSB destroyed illicit cultivation of Opium Poppy spread over 23 acre of land in villages of Nare, Piprahi & Khaira of Barachatti, Gaya. On 18.03.2019, Officers of NCB, Jodhpur Zonal Unit seized 50.428 kg of Opium from a vehicle at Piplaj Toll Plaza, Beawar, Distt- Ajmer. 01 person was arrested. On 18.03.2019, Officer of NCB, Patna Zonal Unit in co-ordination with Barachatti Police, State Excise, Revenue officials & SSB destroyed illicit cultivation of Opium Poppy spread over 25 acre of land in village Nare of Barachatti, Gaya. From 18.03.2019 to 20.03.2019, Officers of NCB, Kolkata Zonal Unit in presence of Drug Disposal Committee disposed off 504.480 kg of Ganja, 1.478 kg of Heroin, 9.428 kg of Hashish and 1,31,424 Bottles of Phensedyl Cough Syrup at common Bio-medical waste treatment facility Centre of Medicare Environmental Management Pvt. Ltd., Howrah facility at 41, ‘F’ Road, Belgachia, near HMC Dump Site, Howrah. On 19.03.2019, Officers of NCB, Jammu Zonal Unit seized 74.500 kg of Hashish from a vehicle at Ban Toll Plaza, Nagrota Jammu. 01 person was arrested. Further in follow up operation 03 persons were arrested on 20.03.2019. On 20.03.2019, Officers of NCB, Bhubaneswar Sub-Zone seized 400 kg of Ganja along with Rs. 1500/- from a vehicle at NH-16, Puintola Chack, near Ganjam Police Station, Dist- Ganjam, Orissa. 01 person was arrested. On 20.03.2019, Officers of NCB, Lucknow Zonal Unit seized 1320.400 kg of Ganja at Varanasi, UP. 05 persons were arrested. On 20.03.2019, Officers of NCB, Lucknow Zonal Unit destroyed illicit cultivation of Opium Poppy spread over 1,430 Sq Mtrs. of land at Barethar Bujurg, PO- Khajuha, PS & Teh- Bindki, Dist: Fatehpur, UP. On 22.03.2019, Officers of NCB, Bangalore Zonal Unit seized 4.525 kg of Hashish, 965 gram of Amphetamine and 30 gram of Cocaine at Bangalore Airport. 02 persons were arrested. Further, in follow up operation 02 persons were arrested. On 24.03.2019, Officer of NCB, Jammu Zonal Unit seized 34.500 kg of Hashish from a vehicle at Ban Toll Plaza, Nagrota Jammu. 02 persons were arrested. On 24.03.2019, Officers of NCB, Amritsar Sub Zone in co-ordination with BSF Bharopal, Khasa, Amritsar, Punjab seized 505 gram of Heroin. The suspected source of the seized drug was South West Asia.

    roximity to the largest producers of heroin and hashish-the Golden Triangle IDSA Occasional Paper No. 24 Pand Golden Crescent (Afghanistan-Pakistan-Iran) -has made India's border vulnerable to drug trafficking. Indigenous production of low grade heroin as well as various psychotropic and prescription drugs and their growing demand in the neighbouring countries and international market have added a new dimension to the problem of drug trafficking. Trends and patterns of drug trafficking in the country demonstrate that there is a gradual shift from traditional/natural drugs towards synthetic drugs that are being trafficked. Trafficking of drugs takes place overwhelmingly through land borders followed by sea and air routes. Given the vulnerability of the borders to drug trafficking, India has tried to tackle the problem through the strategy of drug supply and demand reduction, which involves enacting laws, co-operating with voluntary organisations, securing its borders and coasts by increasing surveillance, as well as seeking the active cooperation of its neighbours and the international community. Drug Trafficking Dr Pushpita Das is a Associate Fellow at the IDSA. She holds a Ph.D degree from the Jawahar Lal Nehru University. ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) & (b) Sharp vigil, effective surveillance, public cooperation, source-based intelligence, sensitization of field officials for better enforcement etc. have resulted in gradual increase in registration of number of drug trafficking related cases in the country. National Crime Records Bureau (NCRB) is the central agency, which compiles the data on crimes, as reported by States and Union Territories, and publishes the same in its annual publication “Crime in India‟. The latest published report is of the year 2019. The State/UT-wise details of cases registered under the Narcotics Drugs & Psychotropic Substance (NDPS) Act-1985 for the year- 2017, 2018 & 2019 is at Annexure-I. -2- LS.US.Q.NO.459 FOR 20.07.2021 (c) Narcotics Control Bureau maintains zone wise data. The zone-wise number of cases booked under NDPS Act-1985 by Narcotics Control Bureau during the year 2017, 2018 & 2019 is at Annexure-II.

However, details of drugs seized by Central and State Drug Law Enforcement Agencies in Tamil Nadu in 2018 & 2019 and the details of quantum of drugs seized in Chennai by the Zonal Unit of the Narcotics Control Bureau(NCB) in 2018 and 2019 are enclosed as Annexure-I. (c): Government of India has undertaken following steps to control the production of weed and other such illegal drugs in the country:- -2- L.S.US.Q.NO.1549 FOR 11.02.2020 Preventive and interdiction efforts are taken along known drug routes; Preparation of annual action plan for destruction of illicit poppy and cannabis cultivation in coordination with State agencies; Providing of Satellite images of areas under illegal cultivation of cannabis and poppy to state agencies for effective destruction; Ground survey with respect to the Satellite imagery of the suspected areas of illicit cultivation is being done through Drones also; During the year 2018, 10818.52 acres of illicit poppy cultivation and 8476.62 acres of illicit cannabis cultivation was destroyed by central and state drug law enforcement agencies.
