This upward trend in demand has been reinforced by improvements such as new stations at Ebbw Vale Town and Pye Corner. The emergence of the South Wales Metro proposals together with the confirmation of the plans of the new Operator Developer Partner (ODP) agreement (operated by KeolisAmey and known as TfW Rail) represent a further step change in overall service improvement. The contracted improvements will see the introduction of a second train per hour on the Ebbw Vale line offering a new direct service to Newport, although the timing of the new services is dependent upon Network Rail in conjunction with the Welsh Government/Transport for Wales (TfW) delivering additional infrastructure works. Aspirations to improve the level of services on the Ebbw Vale Branch Line above this baseline have existed for several years and have been reinforced by aspirations 4 trains per hour to each Valley Head, exemplified by TfW’s recent consultation with both the relevant MP and AM, in both cases noted an aspiration to achieve 4tph from Ebbw Vale heading westwards only. This level of change may not be consistent with the ODP’s plans, however several studies to date examining permutations to improve services on the Ebbw Vale Branch Line have indicated some further benefits could be achieved, although there are several operational and infrastructure constraints that would have to be overcome. This study This WelTAG Stage 2 Outline Business Case (OBC) study seeks to build upon and consolidate the work to date, in particular the 2017 Eastern Valleys Outline Business Case. The OBC provides an assessment and a ‘forward map’ for the development of the following enhanced services: ● An increase from the committed 2 to 4 trains per hour (tph) on the Ebbw Vale line ● The reopening of the former branch line from Llanhilleth, with a new station in Abertillery ● At least 2 tph to each of Cardiff and Newport (with potential destinations west of Cardiff and east of Newport) To achieve this level of service, this study has explored options for extending services from Abertillery and Ebbw Vale to destinations east of Cardiff Central and west of Newport.

We have a Board Member for Wales appointed by the Minister for Economy, Transport and North Wales. Transport Focus welcomes this consultation. Our response is informed both by our extensive evidence base and insight gathered through the engagement of our work in Wales. Consultation questions Do you agree with our long-term vision? The vision applies across all of Wales and is equally relevant and inclusive to both people and place, needing to recognise the differences between cities, towns and rural areas. We agree that the transport system needs to be accessible, addressing barriers and sustainable. However we would want to see the transport system defining a joined-up network enabling door-to-door journeys. Our work with bus passengers1 shows that services going to more places is their second highest priority and the top priority for non- users and both sets agree that a good bus network is important to the local area (93 per cent of users and 82 per cent of non-users agree). Rail passengers2 also want this network to be effective, placing good connections in the top half of their priorities for improvement; but the National Rail Passenger Survey3 (NRPS) shows the most recent satisfaction with transport connections for Wales and Borders is only 65 per cent. Achieving the vision will be dependent on the delivery, monitoring and evaluation of the priorities, outcomes, policies and enablers which underpin the vision.

Alongside Pembrokeshire and Conwy Councils, Blaenau Gwent will benefit from piloting a new type of public transport that will introduce hybrid service/ bookable journeys that interconnect with rail and other commercial routes and will form part of Transport for Wales’ ‘Fflecsi’ service. 2.2. The IRT ‘Fflecsi’ pilot service will be able to run outside the usual running times of the commercial services to enable travel to shift work in Blaenau Gwent’s industrial estates, will link with the main bus routes, and connect with the rail provision to Cardiff. 2.3. The project will pilot a new way of delivering bus services in Blaenau Gwent, working closely with the existing commercial service providers and plugging gaps within these services.

    Regional Profile Ebbw Vale & Blaenau Gwent Content Ebbw Vale Overview of Ebbw Vale & Blaenau Economy of Ebbw Vale Gwent & Blaenau Gwent Workforce Skills Addressing Youth Unemployment Summary > > Overview of Ebbw Vale History Ebbw Vale is a town at the head of the valley formed by the Ebbw Fawr tributary of the Ebbw River in Wales. It is the largest town and the administrative centre of Blaenau Gwent county borough. Originally a rather insignificant spot in rural Monmouthshire with only about 120 inhabitants but at the end of the 18th century, Ebbw Vale—and the whole valley—was transformed by the Industrial Revolution. The Ebbw Vale Iron Works, later to become the Ebbw Vale Steelworks, opened in 1778, followed by the opening of a number of coal mines around 1790. At its height (1930s — 40s) the steel works in Ebbw Vale was the largest in Europe, although attracting very little attention from German bombers during World War II. By the 1960s around 14,500 people were employed in the works in and around Ebbw Vale, but the end of the century witnessed a massive collapse to the industry.     SB 58/2013 11 June 2013 Rail Station Usage in Wales 2011-12 This Statistical Bulletin reports on the usage of rail stations in Wales. Information covers each station in Wales for the past three financial years, from 2009-10 to 2011-12, and for Wales and the UK as a whole back to 2004-05. The bulletin is based on the annual station usage report that is published by the Office of Rail Regulation (ORR). As part of this report the ORR publish a spreadsheet which lists the estimated station entries and station exits for each station on the UK rail network. Key results The total number of station entries/exits in Welsh stations has risen every year since 2004-05. Cardiff Central remains the busiest station in Wales with around one quarter of all station entries/exits. Rail station usage in Wales accounts for around 2 per cent of the UK total.
