Chapel Hill 2019 Approved by: Wayne Lee Michael Morgan Benjamin Waterhouse Daniel Bolger Hal Brands ©2019 Joseph David Stieb ALL RIGHTS RESERVED ii ABSTRACT Joseph David Stieb: The Regime Change Consensus: Iraq in American Politics, 1990-2003 (Under the direction of Wayne Lee) This study examines the containment policy that the United States and its allies imposed on Iraq after the 1991 Gulf War and argues for a new understanding of why the United States invaded Iraq in 2003. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion. -

INTRODUCTION THE PULITZER PRIZES FOR INTERNATIONAL REPORTING IN THE THIRD PHASE OF THEIR DEVELOPMENT, 1963-1977 Heinz-Dietrich Fischer The rivalry between the U.S.A. and the U.S.S.R. having shifted, in part, to predomi- nance in the fields of space-travel and satellites in the upcoming space age, thus opening a new dimension in the Cold War,1 there were still existing other controversial issues in policy and journalism. "While the colorful space competition held the forefront of public atten- tion," Hohenberg remarks, "the trained diplomatic correspondents of the major newspa- pers and wire services in the West carried on almost alone the difficult and unpopular East- West negotiations to achieve atomic control and regulation and reduction of armaments. The public seemed to want to ignore the hard fact that rockets capable of boosting people into orbit for prolonged periods could also deliver atomic warheads to any part of the earth. It continued, therefore, to be the task of the responsible press to assign competent and highly trained correspondents to this forbidding subject. They did not have the glamor of TV or the excitement of a space shot to focus public attention on their work. Theirs was the responsibility of obliging editors to publish material that was complicated and not at all easy for an indifferent public to grasp. It had to be done by abandoning the familiar cliches of journalism in favor of the care and the art of the superior historian .. On such an assignment, no correspondent was a 'foreign' correspondent. The term was outdated. -

43 L 62 Neoconservatives Among Us? A Study of Former Dissidents’ Discourse* JENI SCHALLER Abstract: Neoconservative political thought has been characterized as “distinctly American”, but could there be fertile ground for its basic tenets in post-communist Europe? This paper takes an initial look at the acceptance of the ideas of American neo- conservative foreign policy among Czech elites who were dissidents under the communist regime. Open-ended, semi-structured interviews with eight former dissidents were con- ducted and then analyzed against a background of some fundamental features of neocon- servative foreign policy. Discourse analysis is the primary method of examination of the texts. Although a coherent discourse among Czech former dissidents cannot be said to ex- ist, certain aspects reminiscent of American neoconservative thought were found. Key words: neoconservatism, Czech dissidents, foreign policy, discourse analysis I. INTRODUCTION Neoconservatism, as a strain of political thought in the United States, has been represented as “distinctly American” and Irving Kristol, often considered the “godfather” of neoconservatism, emphatically states “[t]here is nothing like neoconservatism in Europe” (Kristol 2003: 33). Analyst Jeffrey Gedmin writes that the “environment for neoconservatism as such is an inhospitable one” in Europe, especially Germany (Gedmin 2004: 291). The states of Cen- tral Europe, in contrast to many of the established continental EU members, represent a rather more pro-American stance. With groups of former dissi- dents whose political leanings are in part informed by the American anti- communist, pro-democracy policies of the 1970s and 1980s, could there be a more hospitable environment for neoconservative ideas in a Central Euro- pean state such as the Czech Republic? The Czech dissident community was not as extensive or well-organised as that in Poland or even Hungary, largely due to the post-1968 “normalisation” in Czechoslovakia. -

26 – 28 octobre 2018 Rabat – Maroc Jim Hoagland Contributing Editor to The Washington Post Jim Hoagland has served in a variety of reporting, editing, and opinion-forming roles at The Washington Post since joining the newspaper in 1966. Winner of two Pulitzer prizes and other journalism honors, he became a Contributing Editor to the Post in January 2010, after serving two decades as Associate Editor and Chief Foreign Correspondent. Hoagland was born in Rock Hill, South Carolina on January 22, 1940. He graduated with an A.B. in Journalism from the University of South Carolina in 1961 and was elected to the Phi Beta Kappa. He did graduate work in Aix-en-Provence, France during the 1961-1962 academic year. He was a Ford Foundation Fellow at Columbia University’s School of Journalism 1968-1969. He has been an Annenberg distinguished fellow at Stanford University's Hoover Institution since 2010 Hoagland began his journalism career as a reporter with the Rock Hill Evening Herald in 1960 while still in college. He became a copy editor for the New York Times International Edition in Paris in 1964. Upon joining the Washington Post in 1966, he covered Metropolitan and National Affairs. He was the Post’s Africa correspondent 1969-1972, Middle East correspondent 1972-1975 and Paris correspondent 1975-1977. In 1979, Hoagland was made Foreign Editor, and in 1981 was appointed Assistant Managing Editor for Foreign News. In 1986, he moved to Paris to begin his internationally syndicated column on America’s role in the world. Hoagland served in the U.S. -
