Population and Growth Trends 25 Master Plan for Barbil - 2030 PREFACE Barbil, a statutory town of Keonjhar District, exhibits the general trend of urbanisation and its consequent socio-economic, physical, educational and many other aspects and co-related problems which needed immediate and specific attention for its solution. Keeping this persistent process of urbanisation and its effects in view, an attempt has been made for the preparation of a Master Plan for the Urban Area along with adjoining rural areas to channelize the growth in a pre-conceived and desirable manner. The process of preparation of Master Plan encompasses the studies on existing physical, socio-economic, transportation, health, sanitation and other basic services for identification of problem and specifies major policies for a compatible and harmonious distribution of land uses as per defined zonal regulations. The Draft Master Plan was prepared and published by Special Planning Authority, Barbil under section 31 of OTP & IT Act 1956 vide gazette notification No________ dated _______________ and objections &suggestions were invited from the general public. After due consideration of the objections and suggestions, the Final Master Plan has been prepared by the consultant Rudrabhishek Enterprises Ltd. New Delhi incorporating recommended modifications which would be published under the section of 32 of OTP & IT Act 1956. It is submitted for approval from the Director of Town Planning Odisha. This planning document has a planning horizon upto the year 2030. Through implementation of various programmes of developments with projects, Barbil town and its adjoining planning area will grow dynamically. In course of modification, valuable suggestions from general public have been incorporated in the plan.     DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE The proposed Iron Ore grinding and desliming unit with slurry pumping station would be located near Joda to transport 30.0 MTPA iron ore slurry to the ISP located near Paradeep in Jagatsinghpur district of Odisha. The following factors were considered in selecting the above mentioned location: i) Proximity to the iron ore mines with abundant reserve ii) Quality of iron ore available in these mines are in conformity to the requirement ii) Availability of adequate land and other infrastructure including water and power In order to set up Iron ore grinding & desliming plant, three potential sites have weighed against few critical factors for selection of the most suitable site.     BRIEF SUMMARY OF THE PROJECT The lessee, Sri Murali Majhi has been granted lease of Kusei River sand quarry for mining of sand, over an extent of 14.50 acres located at village Deogaon, Tahasil- Ghasipura, District-Keonjhar, for a period of 5 years from 2015-16 to 2019-20. The lease has been negotiated by Tahasildar Ghasipura, in favour of Sri Murali Majhi, vide Memo no. 2980/Dt.21.07.2015.The proposed total production capacity is 38000 Cu.M of sand from river bed during the plan period. 1. Location of the Project: The Mine Lease area is located in survey of India Topo Sheet No. F4504 bounded by Latitude: 21° 09’ 26.4” N to 21° 09’ 42.4” N & Longitude: 86° 02’ 32.3” E to 86° 02’ 51.2” E. Lease area is well connected not only with Tahasil Headquarters, Ghasipura but also with other key locations like Deogaon, Ramachandrapur and Keonjhar. This source is connected both to Panikoili-Rajamunda (NH-215) and Duburi - Keonjhar road (11 km).The deposit is on Jarada-Remala road. Nearest railway station is Sagadapata on Banspani- Keonjhar section of east coast railway. The deposit constitutes the north- western part of Kusei river. 2. Method of Mining and Details of Approved Mining Plan: Mining will be done by manual open cast method without drilling and blasting. For this purpose the mining plan has been prepared and obtained approval from Geologist, O/o Joint Director of Geology, Keonjhar vide their approval memo no.2430/cz dated: 28.08.2015. 3. Water Requirement: The water requirement for this proposed mining activity will be: 1.5 KLD, Domestic purpose: 0.5 KLD and Non Domestic: 1.0 KLD.

This Tahasil is coming under the jurisdiction of Champua Sub- Division and the area of this Tahasil is co-terminus with the area of Champua Block and Champua NAc consisting six R.I. circles namely Champua, Jyotipur, Chimila, Remuuli, Karanjia and Bhanda.
