U.S. Department of Transportation Federal Highway Administration SAN FRANCISCO–OAKLAND BAY BRIDGE PROJECT PEER REVIEW DECEMBER 2004 PEER REVIEW TEAM San Francisco–Oakland Bay Bridge Project: Peer Review DECEMBER 2004 Executive Summary After the 1989 Loma Prieta and 1994 Northridge earthquakes, the State of Cali- fornia enacted the State Toll Bridge Seismic Retrofit Program in 1997 to improve the safety and reliability of critical transportation infrastructure assets in Califor- nia. One of the critical elements to successfully finishing the program is comple- tion of the San Francisco–Oakland Bay Bridge (SFOBB) project. This project consists of 16 separate contracts, including the proposed self-anchored suspension (SAS) bridge contract. Caltrans advertised the SAS contract in February 2003 and opened bids in May 2004. The single bid received (in the amount of $1.4 billion using foreign steel) exceeded the $740 million of funding available for the SAS portion of the SFOBB. The California Legislature was unable to develop a funding package to address the additional cost and the contractor’s bid was allowed to expire. In September 2004, the California Secretary of Business, Transportation and Housing asked the Federal Highway Administration (FHWA) for assistance in moving the SFOBB project forward. FHWA assembled the Peer Review Team (PRT), which convened November 1–5, 2004. The team examined project alterna- tives identified by Caltrans and assessed the risk that each might not achieve its key objectives. It is important to note that the PRT did not perform any independ- ent analysis of technical issues (seismic performance), environmental documenta- tion, cost estimation, or constructability, but relied exclusively on data presented by Caltrans, the Independent Review Team (IRT), the project design team (T.Y. -

Metropolitan Transportation Authority (MTA) Hourly Traffic on Bridges and Tunnels Dataset Overview General Description MTA Bridges and Tunnels Created in 1933 by Robert Moses, MTA Bridges and Tunnels serves more than 800,000 vehicles each weekday — nearly 290 million vehicles each year — and carries more traffic than any other bridge and tunnel authority in the nation. All are within New York City, and all accept payment by E-ZPass, an electronic toll collection system that is moving traffic through MTA Bridges and Tunnels toll plazas faster and more efficiently. MTA Bridges and Tunnels is a cofounder of the E-ZPass Interagency Group, which has implemented seamless toll collection in 14 states, including New York, New Jersey, Delaware, Illinois, Indiana, Maine, Maryland, Massachusetts, New Hampshire, Ohio, Pennsylvania, Rhode Island, Virginia, and West Virginia; tolls are charged electronically to a single E-ZPass account. See also: http://web.mta.info/mta/network.htm This dataset provides data showing the number of vehicles (including cars, buses, trucks and motorcycles) that pass through each of the nine bridges and tunnels operated by the MTA each hour. The dataset includes Plaza ID, Date, Hour, Direction, # Vehicles using EZ Pass, and # Vehicles using cash. Data Collection Methodology This data is collected on a weekly basis. The data is extracted directly from the EZ-Pass system database. Statistical and Analytic Issues Only in-bound (Staten Island-bound) traffic over the Verrazano-Narrows Bridge is collected. The column labeled ETC refers to electronic toll collection. This is the number of vehicles that pass through each bridge or tunnel's toll plaza using E-ZPass. -

The relatively few miles of improved road were around towns and cities (a road was “improved” if it was graded). That year, Carl Fisher (developer of Miami Beach and the Indianapolis Speedway, among other things) conceived a trans-continental highway. He called it the “Coast-to-Coast Rock Highway.” It would be finished in time for the 1915 Panama-Pacific Exposition and would run from the exposition’s host city; San Francisco, to New York City. Two auto industry tycoons played major roles in the highway’s development: Frank Seiberling - president of Goodyear Tire & Rubber Co., and Henry Joy - president of the Packard Motor Car Company. It was Henry Joy who came up with the idea of naming the highway after POTUS Abraham Lincoln. On July 1st 1913, the Lincoln Highway Association was officially incorporated.
