It is the second paper in a series of thoughts collected, organized, and promoted by the Quality in Education Think Tank (QiETT) of the International Academy for Quality (IAQ). The first paper addressed a broader scope of topics and put into perspective the overall field of “Quality in Education”, which set a common ground for further reflection and guidance of QiETT activities. The forthcoming papers, such as this one, focus around more specific subjects and delve deeper into particular topics based upon the collection of international inputs from quality and education experts. The collected thoughts compiled in this paper are presented in the following pages, according to headings that correspond to clusters of contributions received from the authors. Each author has a different background and is from distinct continents, but all share in common, as core QiETT members, a passion to promote Quality in Education. To date, the collection of white papers comprises the following titles: “Quality in Education: Perspectives from the QiETT of IAQ” “Large Scale Training of Quality Professionals” “Inclusive Quality of Education” ABSTRACT Human capital quality is recognized and widely accepted as one of the key drivers for successful organizations and territories. That being the case, one can thus easily understand why “Quality Education” has been recognized by the United Nations (UN) as one of the 17 goals needed to transform our world, under the aimed Sustainable Development paradigm. -

While racism presents an intractable problem for all racial groups in South Africa, this dissertation will show that Indian South Africans are especially framed by a specific racist discourse related to broad perceptions of economic exploitation within the context of redistributive and resource-allocation conflicts, political corruption, insularity and general lack of a socio-cultural ‘fit’ with the rest of South African society. This is not unique to present day South Africa and is (albeit in evolving ways) a long standing phenomenon. Key concerns addressed by the dissertation are: the lack of critical attention to the matter of anti-Indian racism, the historical origins of anti-Indian racism, the characteristics and dynamics of anti-Indian racism and its persistence in post-apartheid South Africa despite an avowed commitment of South Africa’s new post-apartheid dispensation to a non-racial society. -

ABSTRACTS IN ORDER OF INTERVENTION Panel 1: Amitav Ghosh – Thursday 11.30 – 13.00 Auditori Routes Beyond Roots: Alternative Ecological Histories in Amitav Ghosh's Sea of Poppies Maria-Sabina Draga, University of Bucharest This paper will attempt to read Amitav Ghosh's novel Sea of Poppies as an account of “world histories from below” (to use Antoinette Burton's term, 2012) and take the debate further through positioning the idea of writing alternative histories of the colonial times within an ecocritical context. While the need for such rewritings has always been a central preoccupation of postcolonial literature, the recent tendency (shared by Ghosh) has been to look at history from increasingly local, individualised perspectives. I will examine Ghosh's tracing of routes and connectivities across the Indian Ocean at the time immediately preceding the opium wars, focusing on the consequent reconsideration of human relationships and hierarchies in a post-human perspective. This perspective cuts across boundaries established by caste, social class, biology and geography, as well as by the colonial system, which Ghosh has long been interested in reimagining. While on board the Ibis identities become deterritorialised and fluid, they are disconnected from their various roots and paths established by rigid culturally conditioned frameworks. Connections are established between the human and other forms of life, forming a continuum across the trade routes of the Indian Ocean, which becomes a fluid space of rebuilding identities. I will position my discussion within a theoretical framework informed by Bruno Latour's concept of a politics of nature, Donna Haraway's nature-culture negotiations and Sangeeta Ray's studies of ecological intimacies. -

In the wake of the Leonidas 93 Review Articles In the Wake of the Leonidas reflections on Indo-Fijian indenture historiography Doug Munro Abstract The historiography of Indo-Fijian indenture came into its own with the publication of Ken Gillion’s Fiji’s Indian Migrants in 1962. A work of ‘balanced’ scholarship, it contrasts with the more ‘emotional’ A New System of Slavery (1974) by Hugh Tinker, which places greater stress on the iniquities of the indenture system. These two texts set the terms of discussion when the centenary of the arrival of Indian indentured labourers in Fiji, in 1979, gave impetus to further study by historians from the University of the South Pacific, notably Ahmed Ali, Vijay Naidu and Brij V Lal. This article evaluates the ongoing state of scholarship and asks why the momentum has not been maintained. Temporal markers such as these are celebrated and, additionally, they serve to provide the impetus for historical research. That is what happened in Fiji in 1979 with the centenary of the arrival, on the Leonidas, of the first 463 Indian indentured labourers (girmitiya) to Fiji. The centenary celebrations included a round of festivities and commemorations, as well as special issues of newspapers. -

The abolition of Indian Indentured Migration to Mauritius C. Bates, M. Carter & V. Govinden ABSTRACT The passing of a bill in 1917 in the Indian Legislative Council to abolish the use of contracts of indenture to recruit Indian migrants to work overseas has been hailed as a great achievement for Indian nationalists, helping to raise the status of Indians overseas, and improving the working lives of Indian labourers. However, there was a large gap between the passage of this bill and its implementation, which has been overlooked by historians. In Mauritius, the last ship carrying indentured workers arrived as late as 1924 and the last contract of indenture did not expire until 1929. The delay was justified in terms of allowing employers time to ‘adjust’ to the new ‘freer’ labour market conditions. In practice, this adjustment had already begun two decades earlier. Falling sugar prices and the growth of the settled population on Mauritius, had already led to a dramatic reduction in the number of indentured workers being recruited from India compared with the hey-days of sugar in the nineteenth century. Time- expired labourers and their descendants working on short or informal contracts had become the back-bone of the economy. In successive years in the 1900s no migrant ships set sail at all for Mauritius and a growing proportion of Indians who did arrive in the late 19th and early 20th century were traveling as ‘free passengers’. Indians had already found their niche within the economy and rather than look to the colonial government for recognition and enfranchisement, were busy enfranchising themselves. -

Levine 'Indians are ubiquitous', wrote the Calcutta newspaper The Statesman on 5 August 1980. According to it, there were then only five countries in the world where Indians 'have not yet chosen to stay': Cape Verde Islands, Guinea Bissau, North Korea, Mauritania and Romania. Today, according to one recent estimate, 8.6 million people of South Asian origin live outside the subcontinent, in the United Kingdom and Europe (1.48 million), Africa 42 the oJy~~ey of inJentu1'e (1.39 million), Southeast Asia (1.86 million), the Middle East (1.32 million), Caribbean and Latin America (958,000), North America (729,000), and the Pacific (954,000).2 The creation of this diaspora is a remarkable phenomenon. The resurgence of interest in overseas Indian communities, especially since the 1970s} has perhaps been inspired by the intensification of the great debate over the nature of slavery in the United States, the precarious political position of Indians in a number of former British colonies, and the increasing visibility of overseas Indians in the international labour and capital markets. -
