GENERAL 1. Scope of Bid 1.1 The MPHC Ltd. invites bids for the construction of works (as defined in these documents and referred to as “the work”) detailed in the table given in IFB. The bidders may submit bids only for the work detailed in the table given in IFB. 1.2 The successful bidder will be expected to complete the works by the intended completion date specified in the Contract data unless extended by the MPHC on valid grounds. 1.3 Throughout these bidding documents, the terms ‘bid’ and ‘tender’ and their derivatives (bidder/tenderer/bid/tender, bidding/tendering etc.) are synonymous. 2. Source of funds 2.1 The expenditure on this project will be funded partly by the DONER under NLCPR and State Government. 3. Eligible Bidders 3.1 This Invitation for Bids is open to all the Special Class Contractors, registered both in Civil and Electrical categories in the Manipur Police Housing Corporation Ltd., Imphal. 4. Bids from Joint Ventures are not acceptable. 5. Cost of Bidding 5.1 The bidder shall bear all costs associated with the preparation and submission of his Bid, and the Employer will in no case be responsible and liable for those costs. 5 B. BIDDING DOCUMENTS 6. Documents to be furnished by the bidder in compliance to section 2 will be prepared by him and furnished as Volume – V in two parts (refer clause 10) 6.3 The bidder is to examine carefully all instructions, conditions contract, contract data, forms, terms, technical specifications, bill of quantities, forms, Annexes and drawings in the Bid Document. Failure to comply with the requirements of Bid Documents shall be at the bidder’s own risk. 7. Clarification of Bidding Documents 7.1 A prospective bidder requiring any clarification of the bidding documents may notify the MPHC in writing or by cable (hereinafter “cable” includes telex, facsimile & email) at the MPHC address indicated in the invitation to bid. The MPHC will respond to any request for clarification which are received on or before 15th May,2018. 8. Amendment of Bidding Documents 8.1 Before the deadline for submission of bids, the MPHC may modify the bidding documents by issuing addenda. 8.2 Any addendum uploaded in the website shall be part of the bidding documents. 8.3 To give prospective bidders reasonable time, in which to take an addendum into account in preparing their bids, the MPHC may, at his discretion, extend as necessary the deadline for submission of bids, in accordance with sub-clause 16.2 below. 6 C. PREPARATION OF BIDS 9. Language of the Bid 9.1 All documents relating to the bid shall be in the English language. 10. Bid Prices 11.1 The contract shall be for the whole project works as described in Invitation for Bid. 11.2 The Bidder shall fill in their bidded rates in figures for all items of the works described in the Bill of Quantities. Items, for which no rate or price is entered by the bidder will not be paid for by the Employer when executed and shall be deemed covered by the other rates and prices in the Bill of quantities. 11.3 All duties, taxes and other levies payable by the contractor under the contract or for any other cause shall be included in the rates, prices and total bid prices submitted by the Bidder. 12. Currencies of Bid and payment. 12.1 The unit rates and the prices shall be quoted by the bidder entirely in Indian Rupees. All payment shall be made in Indian Rupees. 13. Bid validity 13.1 Bids shall remain valid for a period not less than 120 days after the dateline date for bid submission specified in clause 18. A bid valid for a shorter period shall be rejected by the Employer as non- responsive. In case of discrepancy in bid validity period between that given in the undertaking pursuant to Clause 10.1 and the Form of Bid submitted by the Bidder, the later shall be deemed to stand corrected in accordance with the former and the bidder has to provide for any additional security that is required. 13.2 In exceptional circumstances, prior to expiry of the original time limit, the MPHC may request that the bidders may extend the period of validity for a specified additional period. 14. Bid Security & Tender Fee 14.1 The bidder shall furnish, as part of his Bid, a Bid security in the amounts as shown in column 4 & 5 of the table of IFB for this particular work. 14.2 Any bid not accompanied by a Scanned Copy of acceptable Bid Security and Tender Fee above will be rejected.. 14.3 Original documents related to Bid Security (EMD) and Tender Fee should be submitted to the Executive Engineer-IV, MPHC Ltd., Imphal on or before 1500 hours of 16.05.2018 in a sealed envelope. The bids of the bidders who have failed to submit the same will be rejected. The envelope should be clearly marked as BID SECURITY(EMD)/TENDER FEE for NIT BID No. e-Tender 01/EE-IV/MPHC/2018-2019/ dated 08/05/2018. 14.4 The contractor should write his or her name on the backside of the Security/Tender Fee. 14.5 Interested bidders may attend the opening.

Currently Early Childhood Care and Education (ECCE) is one of the six free services provided through Aanganwadi Centre (AWCs) under the Integrated Child Development Service (ICDS) Scheme being implemented by Ministry of Women and Child Development. At present, there are 3.53 crore children in the age group 3-6 years who are beneficiaries of pre-school education in Aanganwadi Centre under ICDS. Tangkhul people know no other life except that of “community life”. In fact, they work in groups, eat in groups, work in groups and sleep in groups wherever there are. All things are done in groups and in the full presence of the entire community. The individuals have no existence apart from the community. Interestingly, there was no place for idle men in the Tangkhul Naga community. The principle “He who does not work, neither shall he eat” is adopted by the Tangkhul Nagas. All must work and participate in the community work - may it be house building, feasts of merit or harvesting, everyone must join the community work. In the nineteenth century, the farmers of the village community were very helpful in time of happiness and sorrow. There was no hierarchical system in the social set up. Collection of wooden materials and construction of house took only a few days. There was a strong sense of corporate responsibility present in the construction of any house including the chief’s house in the village which is an indivisible unit. The sense of collective accountability has been responsible for the integrity of the community. In the village community ‘Longshim’ or dormitory played the most vital important role in shaping young men’s and women’s life.
