0'' -Sfo, ENGINEERING Date: July 2,2018 To: Kenneth Williams, City Manager Via: Micah Grau, Assistant City Manager \ From: John Nett, P.E., CFM, City Engineers Re: Execution of Change Order No. 1 to the Agreement with Cox Commercial Construction for Construction Services Associated with Bond Proposition 3 - Streets: San Antonio Street/Garison Road Improvements Project Background On May 1, 2018, the Buda City Council authorized the City Manager to execute a Construction Services Agreement with Cox Commercial Construction (Cox) for the preliminary engineering and design services for the Buda 2014 Bond Proposition 3 - San Antonio Street / Garison Road Improvements Project. Discussion/Conclusion Attached is Change Order No. 1 to the City's Construction Services Agreement with Cox. Change Order No. 1 is necessary to address selected work for the Project identified during the Site Development Permit (SDP) review process. The SDP review process was completed after the final construction documents were advertised for bid. The specific work involves addition incidental qualities of work already accounted for in Cox's bid tabulation. This additional proposed work has been reviewed and approved by RPS Kiotz and the City's Bond Proposition 3 Program Manager HDR. Some of the tasks are on the critical path to project completion. Financial Impact Funding for the additional work is available in the General Obligations Bonds, Series 2016 funds designated for the 2014 Bond Proposition 3 - Transportation Projects. The value of Change Order No. 1 represents a change order increase of 0.86% above the base contract value approved by the City Council on May 1, 2018, for the San Antonio Street / Garison Road Improvements Project. Recommendation Please sign and date the attached change orders at the tabbed locations and retum them to me for distribution. Please let me know if I can provide any additional information. A copy of the presentation is part of the permanentsupplemental record. Eric Carlson of Water Earth Technologies (WET) provided a brief update on installation of the system. Mr. Nett acknowledged Joshua Oyer of the Texas Water Development Board noting representation by TWDB is required as a part of the public hearings. Mayor Haehn formally opened the public hearing period to accept comments at 7:09 p.m. No comments were made. Mayor Haehn closed the public comment period at 7:10 p.m. PRESENTATIONS PRESENTATION BY BRET KIESTER, BRANCH EXECUTIVE OF THE YMCA, ON THE YMCA CAMP CYPRESS PROJEa City Manager Kenneth Williams acknowledged Mr. James Fink, Executive Director of the Austin YMCA. Mr. Kiester provided a brief explanation of the project. Mr. Fink presented background information. A copy ofthe presentation is part ofthe permanent supplemental record. General discussion was held on whether membership was required to utilize the facility and the answer was no. Councilmember Ture commented on the future upgrades planned on Old San Antonio road, specifically turn lanes and stop signs. REGULAR AGENDA AWARD OF IFB 18-007 AND AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE A CONTRACT WITH COX COMMERCIAL CONSTRUCTION, FOR THE BOND PROPOSITION 3 - SAN ANTONIO STREET AND GARRISON ROAD IMPROVEMENTS PROJECT Purchasing Manager Victor Castillo; City Engineer John Nett presented background information. General discussion was held on the clause regarding change orders, and awarding to the lowest bidder. Mr. Nett explained at this point, staff felt comfortable with the recommendation. Councilmember Urbanovsky commented on the roadway access in regards to the construction sequence for the Park Prop 3 improvements. He noted after staffs review, the contractors would review the sequencing and make their recommendation. Motion, to award IFB 18-007 to Cox Commercial Construction, as presented, was made by Mayor Pro Tem Hopkins and seconded by Councilmember Urbanovsky. Motion carried unanimously. RECONVENE At 7:40 P.M., Council reconvened, and the following business was transacted: ADOPTION OF RESOLUTION #2018-R-19 DESIGNATING A DATE OF PUBLIC HEARING TO CONSIDER ADOPTION OF LAND USE ASSUMPTIONS AND A TRANSPORTATION CAPITAL IMPROVEMENTS PLAN UNDER WHICH IMPACT FEES MAY BE IMPOSED FOR ROADWAYS WITHIN THE CITY OF BUDA Assistant City Manager Chance Sparks and City Engineer John Nett presented background information. Mr. Sparks noted the public hearing is scheduled for June 19'^. Motion, to adopt the Resolution, as presented, was made by Councilmember Ture and seconded by Councilmember Daugereau. Motion carried unanimously. RESCHEDULING OF CERTAIN REGULAR CITY COUNCIL MEETINGS IN JULY, OCTOBER, AND NOVEMBER 2018 City Clerk Alicia Ramirez presented background information. She noted based on updated information the July meetings may remain as scheduled. Upon consensus, the first regular meetings in October and November were rescheduled to Wednesdays, October 3'"'^ and November 7'\ Motion, to reschedule the meetings as stated, as presented, was made by Mayor Haehn and seconded by Mayor Pro Tem Hopkins. Motion carried unanimously. Current Version: June 21, 2007 Previous Versions: 03/12/06, 11/21/05, 05/05/03, 02/21/01, 05/23/00 and 04/05/99 Item No. 871S Reflectorized Pavement Markings 8715.1 Description This item shall govern furnishing and placement of reflectorized pavement markings of the colors, types, shapes, sizes, widths and thickness indicated on the Drawings. This specification is applicable for projects or work involving either inch-pound or SI units. Within the text and accompanying tables, the inch-pound units are given preference followed by SI units shown within parentheses. 8713.2 Materials A. Type I Marking Material. Type I markings are thermoplastic type materials that require heating to elevated temperatures for application. Type I marking materials shall conform to TxDOT Departmental Materials Specification Item DMS-8220, "Thermoplastic Pavement Markings". Each container of Type I Marking Material shall be clearly marked to indicate the color, weight (mass), type of material, manufacturer's name and lot/batch number. B. Type II Marking Material. Type II markings are paint- type materials that are applied at ambient temperature or slightly elevated temperatures. Type II marking materials shall conform to Specification Item No. 860S, "Pavement Marking Paint". C. Source of Supply. All Type I marking materials shall be purchased on the open market. All glass traffic beads shall be purchased on the open market. 8718.3 Equipment Requirements The equipment used to place pavement markings shall: (1) be maintained in satisfactory operating condition; (2) be considered in satisfactory operating condition if it has an average placement rate of 5,000 lineal feet (1 525 lineal meters) per hour of acceptable four (4) inch {100 millimeters} solid or broken lines over any five (5) consecutive working days; (3) meet or exceed the material handling at elevated temperature requirements of the National Fire Underwriters and the Texas Railroad Commission; (4) be capable of placing a minimum of 40,000 lineal feet (12 190 lineal meters) of 4 inch {100 millimeters} solid or broken markings per day; (5) have production capabilities similar to four-inch (100 mm) marking equipment and shall be capable of placing linear markings up to 8 inches {200 millimeters} in width in a single pass when used for placing markings in widths other than 4 inches {100 millimeters}; (6) have production capabilities considered satisfactory by the Engineer or designated representative, when used to place markings other than solid or broken lines; 871S 06/21/07 Page 1 Reflectorized Pavement Markings' Current Version: June 21, 2007 Previous Versions: 03/12/06, 11/21/05, 05/05/03, 02/21/01, 05/23/00 and 04/05/99 (7) be capable of placing a centerline and no-passing barrier-line configuration consisting of one broken line with two solid lines at the same time to the alignment and spacing shown on the Drawings; (8) be capable of placing broken and/or continuous white line from both sides; (9) be capable of placing lines with clean edges and of uniform cross-section. All lines shall have a tolerance of plus or minus 1/8 inch per 4-inch width {3 mm per 100-mm width}; (10) have an automatic cut-off device with manual operating capabilities to provide clean, reasonably square marking ends to the satisfaction of the Engineer, and to provide a method of applying broken line in an approximate stripe-to-gap ratio of 10 to 30. The length of the stripe shall not be less than 10 feet (3.05 meters) or more than 10.5 feet (3.2 meters). The total length of any stripe-gap cycle shall not be less than 39.5 feet (12 meters) or more than 40.5 feet (12.3 meters); (11) provide continuous mixing and agitation of the pavement marking material.
