Mayor Demshar called the meeting to order at 7 p.m. Members present included Councilors Tim Savage, Rose Mosbey, Glennise Wendorf, David Tate, Rob Zotti, Clark Stith, David Halter, and Jason Armstrong. Department heads present included Dwane Pacheco, Vince Crow, Vess Walker, Jim Wamsley, Paul Kauchich, Dave Lansang, Lisa Tarufelli, and Kara Beech. The pledge of allegiance was recited. Moved by Councilor Wendorf, seconded by Councilor Mosbey to approve the revised agenda. Motion carried unanimously. PRESENTATIONS AND PROCLAMATIONS 1 City Council Meeting 3/3/2015 STAR Transit Update Judy Owens, Executive Director, thanked the governing body for their continued support. She stated that STAR has experienced a 13% increase in ridership resulting in 67,131 rides provided this past year. STAR recently received a grant from the State Loan and Investment Board for a new bus. Mayor Demshar stated that STAR fills a need and is a valuable asset to our community. PUBLIC HEARINGS A public hearing on an application for a new bar and grill liquor license from Sapporo Wyoming III, LLC, d/b/a Sapporo Japanese Steakhouse located at 2441 Foothill Blvd., Outlot OUL8, White Mountian Mall, Rock Springs Brian Marincic, real estate agent for Sapporo Wyoming III LLC, stated that he was available to answer any questions the governing body may have. A public hearing on an application for transfer of ownership and transfer of location of Retail Liquor License No. 19, formerly owned by RMH Franchise Corporation, d/b/a Applebee’s Neighborhood Grill & Bar, to RHO Properties, LLC d/b/a North Get n Go, located at 1640 Elk Street, Rock Springs Jay Schneiders, applicant, stated that he was available to answer any questions. A public hearing on an application for a new bar and grill liquor license from RMH Franchise Corporation, d/b/a Applebee’s Neighborhood Grill & Bar, located at 2491 Foothill Blvd., Rock Springs Applebee’s general manager stated that she was available to answer any questions from the governing body. PETITIONS - None COUNCIL COMMITTEE AND BOARD REPORTS Mayor Demshar acknowledged the receipt of the Parks and Recreation Advisory Board Meeting Minutes of January 8, 2015. Councilor Armstrong reported that the Museum Board’s fundraiser has been cancelled. He stated that they will try again later. Councilor Mosbey reported that she read a proclamation for Dr. Seuss’s birthday at Desert View Elementary and participated in their activities. Councilor Wendorf reported that city wide clean-up will take place this year on May 16.
