REQUEST for EXPRESSION of INTEREST Design and Author's REQUEST FOR EXPRESSION OF INTEREST Design and Author’s Control / Tavush, Lori, Vayotz Dzor, Shirak, Aragatsotn, Gegharkunik and Syunik marzes 2016 water supplies and Syunik marz 2016 irrigation/ IRFSP/TA/QCBS-2016/015 REPUBLIC OF ARMENIA “Infrastructure and Rural Finance Support Programme (IRFSP)” CONSULTING SERVICES; QUALITY AND COST-BASED SELECTION OFID LOAN No -1673P The Republic of Armenia /hereinafter, the Borrower/ has received a loan from the OPEC Fund for International Development /hereinafter, referred to as OFID/ for the implementation of the “Infrastructure and Rural Finance Support Programme /hereinafter, referred to as IRFSP / and intends to use part of these resources for the procurement of the target consulting services. “Rural Areas Economic Development Programmes Implementation Unit” SA under RA Government Staff /hereinafter referred to as the PIU/ invites all interested Consultants to submit Expressions of Interest for all the programs mentioned below, and participate in the upcoming tender for the selection of Consultants for the implementation of community water supply and irrigation design works in Tavush, Lori, Vayotz Dzor, Shirak, Aragatsotn,Gegharkunik and Syunik marzes. "Water supply network in Voskevan, Artsvaberd, Koti, Aygedzor, Chinchin, Haghartsin, Norashen communities of Tavushi marz”, "Water supply network in Sverdlov community of Lori marz“, " Water supply network in Azatek of Vayotz Dzor marz", " Water supply network in Dzithankov, Sarnaghbyur, Gusanagyugh, Lusaghbyur, Sarakap, Jajur, Basen, Jrarat communities of Shirak marz", "Water supply network in Aghdzk, Aragats, Vardenut, Bazmaghbyur, Ghazaravan communities Aragatsotn marz", "Water supply network in Vardadzor, Artanish, Mets Masrik, Verin Getashen, Zolakar communities of Gegharkuniki marz", "Water supply network in Tatev, Shenatagh, Lor, Gorayk communities of Syunik marz" and "Rehabilitation of irrigation scheme in Agarak, Alvank, Karchevan, Lehvaz, Meghri, Shvanidzor communities of Syunik marz" Purpose For all abovementioned projects the Consultant will provide consulting services for the development of design and cost estimate documents and Author’s control throughout the implementation of civil works. The EOI should include the following documents: Application Letter addressed to the Director of the PIU; Copy of State Registration Certificate; Authorization Letter for the person signing the Expression of Interest; Information about design works in water supply and irrigation implemented during the last 5 years, including the names of projects and clients, contract prices, implementation dates etc.; The list of the tools, equipment, transportation, computer hard/software and office equipment required for the implementation of the design works; Copy of the JV agreement in case of Expression of Interest is submitted on behalf of a JV; Key Staff list and CVs; Copy of the State License for the implementation of design services; Other information that the Applicant may deem relevant. Shortlisting Criteria are: Experience in design services for water supply projects in rural communities during last 5 years Experience in design services for irrigation projects during last 5 years. Application for the Expression of Interest should be submitted in English, 1 original and 1 copy. The proposed duration of the services is approximately 3 months. The Consultant will be selected in line with the procedures of the Procurement Guidelines published by OFID in November, 1982.     Mission in Armenia 29 March to 3 April 2008 June 2008 - N°499/2 Mission in Armenia, 29 March to 3 April 2008 FOREWORD Alerted by both the "Democracy in Armenia" group and the Civil Society Institute (an FIDH affiliate) to the violent repression that followed the presidential elections in this country in February 2008, the undersigned lawyers and jurist were mandated by the President of the Paris Bar Association (M. le Bâtonnier de l’Ordre des Avocats de Paris) and the International Union of Lawyers (l’Union Internationale des Avocats) on one hand and, on the other hand, the FIDH (International Federation of Human Rights). The mission visited Yerevan from 29 March to 3 April to report on the situation of the right to defend oneself and the right to freedoms in the Republic of ARMENIA following the events that took place in February and March 2008. INTRODUCTION Before considering the legal and juridical context of the mission's work, it is appropriate to recall some chronological milestones to put into perspective the current situation in Armenia and its evolution, seventeen years after the independence of the Republic of Armenia was proclaimed in the Southern Caucasus. - 21 September, 1991: the Republic of Armenia becomes independent following a referendum. - October 1991: Election by universal suffrage of Mr. Levon TER-PETROSIAN, who becomes the first President of the Republic of Armenia. - 1992-1994: Fighting in the autonomous region of Nagorno-Karabakh between the opposing Armenian self- defence forces and the Azerbaijan armed forces. A cease-fire comes into force on 14 May 1994.
