Throughout history, the availability of substances of abuse have waxed and waned. Their emergence and availability is influenced by social, legislative and political circumstances. Extensive literature exists related to the use of opioids such as morphine and methadone in New Zealand, and heroin overseas. There is a variety of methods of preparation that can be used by people with opiate dependence, with patterns of use determined by numerous factors including cost, safety, potency and legal status. The objective of this study was to determine the frequency and nature of poppy seed tea (PST) use by opiate- dependent patients in the form of a written questionnaire. The study took place at the Community Alcohol and Drug Clinic, Wellington, New Zealand, and comprised 24 opiate-dependent patients attending the clinic. A total of 11 of 24 (46%) patients reported having used PST. In five patients currently using PST it represented the major source of opiates, and two had managed to withdraw from use of other opiates with regular PST use. Patients reported a median onset of action of 15 minures and an effect lasting a median of 24 hours. The major limitation of PST use was the foul taste. PST is used commonly by opiate- dependent patients attending an alcohol and drug clinic in New Zealand. The use of PST as the major source of opiates could be considered favourably within ‘harm reduction’ philosophies, because of its low cost, legal availability and oral route of administration.

Abuse/dependence affects approximately 61% of youths age 12-17 years, 38% of young adults age 18-25 and 25% of adults age 26 and over. Nearly half of these young users go on to be adult-users and some become addicts. The transition from recreational use to dependence/addiction can occur at any age. The distinction between recreational drug use and drug dependence is not always clear, but the short-term consequences are the same for both types of users. The use of illicit drugs among American youth is approaching epidemic proportions. The 2013 National Survey on Drug Use and Health (NSDUH) prepared by the Substance Abuse and Mental Health Services Administration (SAMHSA) reports that 24.6 million people 12 years or older use illicit drugs. In 2013, 681,000 people used Heroin, with 169,000 using Heroin for the first time, and 517,000 abused and/or were dependent on Heroin. The most disturbing trend, however, is the number of children in foster care who abuse alcohol or drugs. The February 2005 report of the NSDUH compared the rate of alcohol and drug abuse among a random sample of high school students not in foster care and high school students in foster care. The rate of alcohol abuse in both groups was similar (near 19%).

To Whom It May Concern, The undersigned respectfully submit this Citizen Petition pursuant to 5 U.S.C. § 553(e); 21 U.S.C. §§ 342(a), 350g, 371, 384a; and 21 C.F.R. § 10.30, to reduce consumer exposure to opiates through contaminated poppy seeds. Consumption of opiate alkaloid contaminated poppy seeds poses a substantial public health threat that has been overlooked as a component of the larger opioid epidemic. We respectfully request that the Commissioner of Food and Drugs issue regulations and guidance establishing a maximum limit of opiate alkaloid contamination of poppy seeds, as well as issue an import alert and take other necessary actions to ensure the safety of imported poppy seeds. I. Actions Requested The undersigned request that the Commissioner of the Food and Drug Administration coordinate with the Drug Enforcement Agency (DEA) and Customs and Border Protection (CBP) to: 1. Issue regulations and guidance establishing a maximum permissible threshold of opiate alkaloid contamination of poppy seeds sold in the United States and describing current good manufacturing practices to reduce the presence of opiate alkaloids in poppy seeds; and 2. Issue import requirements and conduct testing of imports to ensure the safety of imported seeds, including an import alert specifying steps to ensure that imported seeds do not exceed the maximum threshold of opiate alkaloid contamination.

  • Tincture Here Is My Most Simple Kitchen Recipe for Making a Pain
    Tincture Here is my most simple kitchen recipe for making a pain relief tincture of un-refined poppy exudate from the unripened seed pods. As to what kind of poppies you use, well that's up to you. I have a small patch of about 10 - 12 fluffy ornamental oriental plants that are all mixed colors, pink, white, orange, red, purple, I don't exactly know what kind they are but they make a satisfactory tincture. They usually will yield enough exudate to make about 2 liquid ounces of finished tincture (approximately 1,000 drops). This tincture is best administered by the drop, sublingually (under the tongue) and allow to absorb through the soft tissue of the mouth, but if necessary the drops may be put into a small amount of juice to be sipped. I can't make any recommendations as to how many drops at a time would be best administered to individuals for their pain, can only say that for myself for acute pain I would use no more than 5 - 7 drops at a time at 6 hour intervals. Things you need: Sharp knife or razor, glass mason jar, 80 proof or 100 proof alcohol (rum, brandy, vodka, everclear), coffee filter, small dark medicine bottle(s) with glass dropper type caps. To collect the exudate wait until 2 or 3 days after all the petals have fallen and while the round pod will still be closed at the top and bright green colored. Keep in mind that not all the flowers are going to mature all at the exact same time so they may keep you busy collecting for a few days.
