GENERAL SUMMARY:

Performs primarily as a heavy equipment operator, using a blade and paver; may also perform a variety of skilled and semi-skilled construction, maintenance and repair duties in the Streets Division within the Public Works Department including traffic painting, street signing, and street, and storm drain maintenance and repair.

SUPERVISION RECEIVED AND EXERCISED:

Receives general supervision from higher level supervisory and management staff; receives instruction or assistance only in new or unusual situations. May provide functional and technical guidance and direction to lower level maintenance staff.

PRINCIPAL DUTIES AND RESPONSIBILITIES: (All need not be performed n a given position. Other related duties may be performed although not listed):

Performs as a heavy equipment operator using a blade and/or paver; grades right-of-way, washes, unpaved streets to specifications; processes base material for new roadway construction; paves streets as directed to specifications; performs skilled maintenance, construction and repair work in the area of work assigned; works as part of a street maintenance crew to patch, repair and reconstruct streets; reads/ interprets basic maps and blueprints.

Assists occasionally in painting and stripping City streets and curbs as well as in the installation of City signposts and signs; installs pavement markers.

Operates equipment such as paver, blade, dump and water truck, roller, sweeper, Gannon, front loader, backhoe, crack seal machine, scraper, trencher, and hand and power such as compressor, jack hammer, paint sprayer, sandblaster and concrete ; identifies equipment needs for each assigned project.

Uses concrete cutting and breaking equipment; operates a ; pours and assists in finishing concrete and work; constructs concrete forms and performs rough carpentry work.

Utilizes proper safety precautions related to all work performed; installs street barricades and cones prior to the performance of street repair activities; directs and controls traffic around work sites.

Supports the City’s policies, goals and objectives and works with management and other staff to achieve such goals and objectives.

KNOWLEDGES, SKILLS, AND ABILITIES:

Thorough knowledge of methods, techniques, tools and the operational characteristics of mechanical equipment used in the construction, maintenance, grading and paving of various types of street surfaces. Thorough knowledge of methods, techniques and tools and the operational characteristics of mechanical equipment used in traffic painting, stripping and sign installation.

Ability to operate the full range of tools and mechanical equipment related to a specific assignment in a safe and effective manner. Ability to operate a blade and paver in addition to the equipment required for Maintenance Worker III positions. Ability to lift 60 pounds and to move, use and maintain the various materials and equipment used in street construction and maintenance. Ability to work effectively in the absence of close supervision; ability to provide guidance and direction to lower level workers and model desired behaviors. Ability to establish and maintain cooperative working relationships and to function in positive ways with a work team. Ability to interact appropriately and positively with the public.

MINIMUM QUALIFICATIONS:

Four (4) years of increasingly responsible experience performing maintenance and repair activities in a similar environment using similar equipment; formal or informal education or training that ensures the ability to read, write and do arithmetic at the level required for successful job performance. Will be required to demonstrate competence using the equipment and machines required. Valid Arizona commercial driver’s license.

WORKING CONDITIONS, EQUIPMENT USED & SPECIAL INFORMATION:

Department includes unskilled, skilled and semi-skilled classifications; must be able to interact well with all positions in the department. May need to assist lower level workers with gaining understanding about procedures and techniques related to use of equipment and specific procedures. Lifting at least 60 pounds, moving, maintenance and use of various materials and equipment is present always. Must be able to work with other members of a crew, performing as a reliable team member. Must be able to operate all pieces of heavy equipment proficiently and safely. Must be able to perform routine processes according to specifications and guidelines and assists others on the team in doing the same; creates a safe environment for co-workers and public; alerts others to dangerous situations existing in working conditions or equipment; works outside in various temperatures, very high heat conditions in summer; stoops, bends, lifts, stands, squats, walks and moves continuously; type of work involves exposure to some hazardous conditions and/or substances. May require overtime or extended hours during emergency conditions.
