1 FISHERIES

1.1 Operational programme for the implementation of the European Maritime and Fisheries Fund in the Republic of Slovenia for the period 2014-2020

1. Title of the programme

Operational Programme for the Implementation of the European Maritime and Fisheries Fund in the Republic of Slovenia for the Period 2014-2020 (OP EMFF 2014-2020)

2. Brief Description of the programme

OP EMFF 2014-2020 is an instrument for support to the Slovenian fisheries sector during the EU financial perspective 2014-2020 to help it adapt to changes required in the sector. The expenditure is co-financed from the European Maritime and Fisheries Fund (EMFF) and State budget, maximum European Maritime and Fisheries Fund contribution rate is 75% and the minimum rate is 20% of eligible public expenditure.

Calendar years 2017 and 2018.

4. Policy Objectives and/or purposes of the subsidy

Strategy of the OP EMFF 2014-2020 for contributing to smart, sustainable and inclusive growth:

‐ Maintaining fishery tradition while simultaneously meeting the objectives of the reformed EU Common Fisheries Policy, reduction of impact of fishing on the marine environment.

‐ Add value to fishery products and allow fishermen to carry out processing, marketing and direct sale of their catches and assure better safety of fishing vessels.

‐ Sustainable management and conservation of marine biological resources to contribute to protection and restoration of marine biodiversity and ecosystems.

‐ Further development of competitive and sustainable aquaculture, enhancement of competitiveness and viability of aquaculture operators, boosting competitiveness of aquaculture farms, as well as organic production and introduction of environmentally friendly aquaculture practices.

‐ Fostering marketing measures i.e. marketing networking of manufacturers, promotion and awareness-raising of consumers on the sector and fishery products.

‐ Ensure compliance in the field of fisheries control and, where appropriate, upgrading of systems, and timely response to requirements arising from EU Common Fisheries Policy control system. The collection and exchange of fisheries data pursues the specific objective of improvement and supply of scientific knowledge as well as improvement of collection and management of data.

‐ Implementation of community-led local development as an important development opportunity for fisheries sector to increase added value of local areas and ensure opportunities for development in the context of local needs and opportunities.

‐ Encourage improvements in the market for fisheries and aquaculture products, development of market information and services, marketing actions.

‐ Stimulate investments in processing and marketing to increase self-sufficiency, including introduction of new or improved processing processes and technologies.

‐ Contributing to development and implementation of EU Integrated Maritime Policy.

Grant: Aid for promoting competitive, environmentally sustainable, economically viable and socially responsible fisheries and aquaculture; fostering the implementation of EU Common Fisheries Policy; promoting a balanced and inclusive territorial development of fisheries and aquaculture areas; fostering the development and implementation of EU Integrated Maritime Policy in a manner complementary to cohesion policy and to Common Fisheries Policy.

The pursuit of those objectives shall not result in an increase in fishing capacity.

Co-financing principle and principle of regionally diversified action;

Fishermen/owners of fishing vessels, operators, enterprises, public and private bodies, professional organizations, fisheries and other local action groups (in relation to aquaculture).

10. Trade effects

The EU has a shortfall in fishery and aquaculture products and is a major importer of these products from non-EU countries. The structural aid has only a very small influence on this situation.

2 ENERGY CONSERVATION AND THE USE OF RENEWABLE ENERGY SOURCES

2.1 Financial incentives for legal persons and sole proprietors and for household

1. Title of the programme

Support for electricity generated from renewable energy sources (RES) and produced in high-efficiency cogeneration of heat and power (CHP).

2. Brief description of the programme

Support scheme has been established to support electricity generated from RES and CHP generating plants.

3. Period covered by notification

1 January 2017-31 December 2018.

4. Policy objectives and/or purposes of the subsidy

Increase the use of the renewable energy sources in production of electricity and the amount of electricity produced in high efficient combined heat and power production.

The owner or with the consent of the owner the operator of the RES or CHP generating plant has to submit an application for a decision allocating support to electricity produced in RES generating plant to the Energy Agency. The Energy Agency decides on the allocation of support by decision in an administrative procedure.

2.2 Financial incentives for household

1. Title of the programme

Support for energy savings and the use of renewable energy sources in residential buildings.

2. Brief description of the programme

Programme embodies the support for energy conservation and the use of renewable energy in households.

‐ Decrease the use of the energy in new built houses. ‐ Support the energy efficiency in existing houses. ‐ Increase the use of the renewable energy sources.

3 INVESTMENTS – PROMOTION OF SLOVENIA AS A DESTINATION FOR INVESTMENTS

1. Title of the programme Financial Incentives for Foreign Direct Investments

2. Brief description of the programme

The basic objectives of the programme of awarding financial incentives for initial entry of foreign direct investment is attracting foreign investors to invest in the Republic of Slovenia whose investments will:

• Provide new jobs, particularly in sectors with higher added value;

• Contribute to the transfer of knowledge and technologies and to the cooperation of scientific-research companies and institutions in the Republic of Slovenia with foreign investors;

• Contribute to the exchange of knowledge and technology.

4 REGIONAL AID

4.1 Regional Aid To Pomurje Region

1. Title of the programme

Program for promotion of competitiveness of Pomurje region in the period 2010-2019.

2. Brief Description of the programme

The Law on development support to the Pomurje region in the period 2010-2019 was adopted in 2009 in order to tackle structural deficiencies of one of least developed region in Slovenia by raising competitiveness of the region through stimulation of new investments and creation of new jobs, stimulation of entrepreneurship and creation of supporting environment for development of small and medium sized enterprises. The Law also stimulates investments in knowledge, education and qualification of unemployed for their long term competitiveness on job market. With fresh funds it is hoped to accelerate investment in research and development and consequently to rise added value of products of the region.

Key goals of the Law are creation and preservation of jobs and stimulation of activities and products with higher added value through exploitation of comparative advantages of the region.

4.2 Regional Aid to Pokolpje

1. Title of the programme

Programme for promoting competitiveness and development support measures Pokolpje 2011-2020 (POKOLPJE 2020)

2. Brief description of the programme

Program Pokolpje which was adopted in 2011 by the government of the Republic of Slovenia adopted and stands to promote competitiveness and development-support measures in the period 2011-2016. In 2016 the Programme was prolonged to the end of 2020.

The purpose of the program is to reduce development barriers and promote development opportunities and make the area more alive. Program has an important role in reducing the differences between Pokolpje and other regions in Slovenia and in the European Union.

The program is focusing on reducing the gap in economic development and on the development of new programs. Activities are also directed towards improving Pokolpje infrastructure, restruction of traditional industries and towards acceleration of constructing transport infrastructure for Bela Krajina and Kočevsko.

2. Brief description of the programme

Programme for promoting competitiveness of the Depressed Area of Hrastnik, Radeče and Trbovlje municipalities for a period 2013 – 2018 was adopted in 2013 by the Government of the Republic of Slovenia for the purpose of retaining the existing jobs, creating the new jobs and improving the competitiveness of companies in the depressed area. In 2016 the Programme was prolonged to the end of 2020.

4. Policy objectives and/or purposes of the subsidy

‐ Retaining existing jobs in companies. ‐ Decreasing the level of unemployment on average in the depressed municipalities of Hrastnik, Radeče, Trbovlje. ‐ Promoting entrepreneurship. ‐ Economy development.
