Landford Community Plan Update 2015-2020 LANDFORD COMMUNITY PLAN UPDATE 2015-2020 Landford Community Plan 2014 Revision www.landfordcommunity.org.uk Introduction Introduction This is an update of the original plan 2008 – 2013, to assess the current aspirations of the community and plan the future directions for our village. The new Steering Group this time round was much smaller than for the original plan, a maximum of 8 people. This group has met regularly to drive the process. The intention was that it would build on the achievements and maintain the momentum of the original – recognising what has been achieved and identifying any new issues which have emerged since. It became clear that some priorities have changed, such as the significance of broadband speed. The Consultation Process The Steering Group have spent the last twelve months collecting local opinion, on which the revision is based. The work started by inviting members of the community to comment on various aspects of village life – a stall was set up at Nomansland Fair and a notice placed in Horizon (the Parish magazine) and on notice boards, asking villagers to give their views. Following these initial consultations, a questionnaire was developed and placed on the Community Website. Hard copies of the questionnaire were placed in the Village Stores and Post Office, where drop boxes were located. Questionnaires were also distributed with Horizon. Various community meetings and groups were visited as part of the process. The questionnaire results were collated, and a public meeting was held, where the results of the consultation were displayed, with opportunity for additional comments. The role of the Landford Community Partnership is now to facilitate and support initiatives from residents by the setting up of a number of groups to address the key sections of the plan: 1. Waste Management Page 18 The implementation of the plan will only happen if volunteers in the village become actively involved. Your village needs you! Housing For most of the parish of Landford, the New Forest National Park Authority's planning policies came into force in December 2010, superseding the former Salisbury District Council policies. In addition, Landford Village Design Statement was granted Supplementary Planning Document status in March 2011 and together these now establish the basis for local planning decisions. (www.newforestnpa.gov.uk/downloads/download/123/landfordvillagedesignstatement) Affordable housing is one of the few types of new development now allowed. Examples of this include affordable rented accommodation and shared ownership housing. Comments at the consultation stage of this update confirmed that this was on the 'wishlist' of a number of local people as were low cost homes for first time buyers. However, villagers are generally in favour of the area's low density housing and the sense of space it creates. Achievements since the original plan in 2008 Landford Village Design Statement was produced and subsequently adopted by New Forest National Park Authority as a Supplementary Planning Document. The Village Design Statement was accepted as a material planning consideration by Wiltshire Council. Local planning applications are displayed on parish council notice boards, the Landford Parish Council website and in Horizon. More restrictive planning policies have been introduced by New Forest National Park Authority, fully supported by the Parish Council. Our Aims 1. Increase influence of village opinions on planning application decisions. 2. Increased efficiency and effectiveness of the system dealing with planning infringements. 3. Public Transport Public Transport is provided by the hourly bus service between Southampton & Salisbury (X7), with an additional shopping service to Romsey on 3 days of the week. It ceases to operate after 8pm. Achievements since the original plan in 2008 Following representations from the Landford Community Partnership the timing and reliability has improved and the village benefited from an increased hourly service to and from Southampton and Salisbury. Unfortunately the service has just been cut back (2015) to fit in with the other government cuts made in Hampshire and Wiltshire to a two hour service (check timetable for details). There is still a wish for a Saturday evening service and a more frequent service to Romsey but there is a recognition that this must be financially viable. One thought is that the service covering Wellow might be able to be extended to cover Landford. Our Aims 1. To maintain and improve our bus service. TARGET AIM ACTION BY WHOM? There are now many more people in the village working from home or have home based businesses and the Post Office has merged with the village shop. The Village Directory has been developed and is distributed to the whole village on an annual basis. This has been very well received by local and not so local businesses. There are a number of small, internet based businesses in the village and many people working from home are reliant on the internet. ‘Super-fast’ broad band has now become a major issue (see section on Communications.) Achievements since the original plan in 2008 A Landford Village Directory is now produced by the Landford Community Partnership and is appreciated by resident and the local businesses. A community website has also been developed:- www.landfordcommunity.org.uk ‘Horizon’ our Village Magazine is more widely publicised. Planning authorities have stopped the expansion of transport storage companies. Our Aims 1. Survival of local shops and other businesses ensured by using them more often. 2. Retention of agricultural activity and other smaller businesses. 3. Avoidance of large scale industrial development and urban signage. 4. Employment of local people in local jobs where possible. 5. Village Character Since the original Community Plan was published in 2008, very few of the requested actions have been implemented by the public authorities and utility companies to enhance the village character of Landford - which is now a 'New Forest village'. Changes of this nature are inevitably long term objectives but the recent consultation comments are still in favour of a rural community with little or no urbanisation.
