Introduction

Introduction This is an update of the original plan 2008 – 2013, to assess the current aspirations of the community and plan the future directions for our village. The new Steering Group this time round was much smaller than for the original plan, a maximum of 8 people. This group has met regularly to drive the process. The intention was that it would build on the achievements and maintain the momentum of the original – recognising what has been achieved and identifying any new issues which have emerged since. It became clear that some priorities have changed, such as the significance of broadband speed.

The Consultation Process The Steering Group have spent the last twelve months collecting local opinion, on which the revision is based. The work started by inviting members of the community to comment on various aspects of village life – a stall was set up at Nomansland Fair and a notice placed in Horizon (the Parish magazine) and on notice boards, asking villagers to give their views. Following these initial consultations, a questionnaire was developed and placed on the Community Website. Hard copies of the questionnaire were placed in the Village Stores and Post Office, where drop boxes were located. Questionnaires were also distributed with Horizon. Various community meetings and groups were visited as part of the process. The questionnaire results were collated, and a public meeting was held, where the results of the consultation were displayed, with opportunity for additional comments. The role of the Landford Community Partnership is now to facilitate and support initiatives from residents by the setting up of a number of groups to address the key sections of the plan:

1. Housing

For most of the parish of Landford, the National Park Authority's planning policies came into force in December 2010, superseding the former District Council policies. In addition, Landford Village Design Statement was granted Supplementary Planning Document status in March 2011 and together these now establish the basis for local planning decisions. (www.newforestnpa.gov.uk/downloads/download/123/landfordvillagedesignstatement) Affordable housing is one of the few types of new development now allowed. Examples of this include affordable rented accommodation and shared ownership housing. Comments at the consultation stage of this update confirmed that this was on the 'wishlist' of a number of local people as were low cost homes for first time buyers. However, villagers are generally in favour of the area's low density housing and the sense of space it creates.

Achievements since the original plan in 2008

 Landford Village Design Statement was produced and subsequently adopted by New Forest National Park Authority as a Supplementary Planning Document.  The Village Design Statement was accepted as a material planning consideration by Council.  Local planning applications are displayed on parish council notice boards, the Landford Parish Council website and in Horizon.  More restrictive planning policies have been introduced by New Forest National Park Authority, fully supported by the Parish Council.

2. Public Transport

Public Transport is provided by the hourly bus service between & Salisbury (X7), with an additional shopping service to Romsey on 3 days of the week. It ceases to operate after 8pm.

Achievements since the original plan in 2008  Following representations from the Landford Community Partnership the timing and reliability has improved and the village benefited from an increased hourly service to and from Southampton and Salisbury. Unfortunately the service has just been cut back (2015) to fit in with the other government cuts made in and Wiltshire to a two hour service (check timetable for details).

 There is still a wish for a Saturday evening service and a more frequent service to Romsey but there is a recognition that this must be financially viable. One thought is that the service covering Wellow might be able to be extended to cover Landford.

3. Local Business

Since the previous LCP, there have been changes to local businesses. There are now many more people in the village working from home or have home based businesses and the Post Office has merged with the village shop. The Village Directory has been developed and is distributed to the whole village on an annual basis. This has been very well received by local and not so local businesses. There are a number of small, internet based businesses in the village and many people working from home are reliant on the internet. ‘Super-fast’ broad band has now become a major issue (see section on Communications.)

 A Landford Village Directory is now produced by the Landford Community Partnership and is appreciated by resident and the local businesses.  A community website has also been developed:- www.landfordcommunity.org.uk  ‘Horizon’ our Village Magazine is more widely publicised.  Planning authorities have stopped the expansion of transport storage companies.

4. Village Character

Since the original Community Plan was published in 2008, very few of the requested actions have been implemented by the public authorities and utility companies to enhance the village character of Landford - which is now a 'New Forest village'. Changes of this nature are inevitably long term objectives but the recent consultation comments are still in favour of a rural community with little or no urbanisation.  The Village Design Statement must be consulted as part of the planning approval process.  The Village Design Statement identifies buildings which have historical, visual or local importance.  The Village Design Statement and Community Wildlife Plan both offer advice on retaining and improving village character.

5. Sense of Community

As with any rural environment a “Sense of Community” is one of the primary concerns for most residents.

Achievements since the original plan in 2008 As well as various social events including a Village Jubilee Party, other more long-term achievements have included:  Regular social gatherings include Coffee Café and toddlers meetings.  Bench seats have been installed around the village.  Environmental and litter picking groups have been formed.  The Parish Council allocated £16,000 to upgrade recreation ground equipment.  Maybush Copse is now owned by the village.  Village Hall facilities and acoustics have been improved.  The Healthy Landford continues to develop and expand.  A ‘Welcome Pack’ is delivered to new residents. Our Aims 1. Continued development of focal points such as Coffee Café, toddler groups and Health Landford Group activities where people can socialise informally.

2. Continued improvement and promotion of the Recreation Ground to encourage more use.

6. Footpath & Cycle Networks

Much progress has been made since the original plan. Each year the footpath clearance team of volunteers have spent countless hours keeping our enviable network of Parish footpaths clear for our community to enjoy. With the additional support of the Wilshire Council, bridges, stiles and kissing gates have been suitably maintained or replaced. Circular footpath routes are possible and these will be outlined in the next revision of the “footpath map and guide”. Pavements have been a reported as a “topic of concern” and whilst there is much work to be undertaken, significant improvements are in evidence in Beech Grange. Safer cycling on our busy local roads is of particular importance. Speed awareness will help, but there is a demand for additional cycleways.

Achievements since the original plan in 2008  Footpaths continue to be maintained by the local team during the winter months but there is a need to evaluate summer/autumn conditions.  Old stiles are being replaced by ‘kissing gates’.  Signage has either been renewed or renovated.

7. Communication

Since the previous LCP, there have been significant changes to communication as a result of advances in technology. Developments in broadband and computer technology in general have made it more feasible/effective to work from home. Small local businesses have become more and more reliant on the Internet and are more demanding in terms of what can be achieved. One of the major concerns expressed by those participating in the consultation was the need for super-fast broadband. The Parish Council and Landford Community website are well used, and kept up-to date. Other, more traditional means of communication are still valued, and Horizon remains a vital link between members of the community and organisations. These forms of communication are dependent on people using and contributing to them and it is in the interest of us all to use them to the full.

 The Landford Community Information website has been developed. http://landfordnews2.wordpress.com  The Parish Council website has been expanded. www.landfordparishcouncil.org.UK  Newcomers to the village now receive a Welcome Pack from an organised distribution network.  The parish magazine, Horizon, now has a wider circulation and broader content, keeping villagers informed of community activities.  A thriving annual village directory has been established which is distributed to every household in Landford, Nomansland and .

8. Support

The original Plan particularly highlighted the need for an improvement in child care facilities in the area. The most recent consultations have not identified this as a major issue. Since the original Plan, there have been a number of Government and self-help initiatives which have addressed the concerns.

The LINK scheme, which provides transport for those in need, was also identified. This continues to be well supported and used.

 New mother and toddler groups have been formed.  After school clubs have been set up and are very active.  Self-funding mother and toddler group meetings have been set up for the holiday periods.  The LINK scheme continues to be well supported and used.

9. Public Services

The original consultation showed a general satisfaction with the services available in the community, considering the size and situation of the village. Some changes have taken place since then but the situation overall has not greatly altered. It is a disappointment that the First Responders scheme has collapsed due to poor support from the authorities and unrealistic demands made on the volunteers. There was a regular attendance by Police Support Officers at the monthly Coffee Café at the Methodist Hall, and this was much appreciated. Changes to shift patterns have meant that this was less regular than previously, but recently attendance has improved. Positive developments have been the very successful amalgamation of the two schools to form the New Forest School and the extension to opening hours at Whiteparish Surgery.

 Whiteparish Surgery has extended opening hours, including Saturday  The First Responders Group was established, but has now been abandoned due to lack of support from authorities.  The Neighbourhood Watch system has been reinvigorated.  A Police Support Officer attends the monthly Coffee Café (which was set up following the last Plan).  The two primary schools have been amalgamated.

10. Roads

Consultation for this revision clearly shows that the same concerns exist regarding this topic – traffic speed and volume, volume of HGVs and general condition of roads and pavements. New Road, Glebe Lane and Lyndhurst are now Community Speed Watch areas designated by . There are five police-approved Speed Watch locations and eight trained volunteers. Since the scheme was introduced in July 2011, more than 1000 hours have been worked by volunteers. Speed limits have been reduced to 30mph from the A36 junction to Beech Grange. In terms of roads and pavements, little has been done to improve the overall condition, potholes being a particular issue.

Achievements since the original plan in 2008

 Reduced speed limits have been introduced in much of the village.  Dropped kerbs have been installed at the junctions of Forest Road with the ‘three Drives’.  A Speed Watch scheme was introduced and is operating successfully with a growing number of volunteers involved.  A Lorry Watch scheme was introduced but is not currently active due to lack of support from the authorities.  All pavements in Beech Grange have been resurfaced.  Traffic signage at Glebe Lane junction with the A36 was removed to discourage commercial traffic, as a result of community pressure.

11. Environment

Landford is still a rural village with a strong agricultural heritage. Residents’ comments reflect a desire to protect what is felt to be a small, friendly community. There is a strong wish to avoid urbanisation, such as street lighting and general street clutter. Many residents felt that an important benefit of living in Landford was the amount of open green space available on their doorsteps, i.e. Maybush Copse and the Recreation Ground. Landford also benefits enormously from being within the environs of the NFNP which is recognised as an area of vital conservation importance. http://www.newforestnpa.gov.uk Landford Bog is an example of an internationally important habitat of lowland bog and wet heath. Langley Wood is a National Nature Reserve which is famous for its wide range of ancient woodland. Village residents have taken an active part in preserving and maintaining the Bog and an ongoing plan has been developed in concert with Wiltshire Wildlife Trust (WWT) for further work.

 Landford Environment Conservation Group (LECG) was formed.  LECG carried out huge amounts of work on Landford Bog under the guidance of WWT and on Maybush Copse (now the responsibility of LPC) with guidance from New Forest National Park Land Advisory Service.  A multi parish initiative, the Blackwater Conservation Group, was started with the primary aim of removing Himalayan Balsam, a serious non-native invasive species, from the banks of the river. Volunteers from Landford have made a major contribution to the work.  With active support from the New Forest National Park Authority, the Landford Community Wildlife Plan has been written and published.

12. Waste Management

The original consultation showed a concern about litter and fly tipping and a desire for wider range of recycling facilities. Although kerbside recycling is greatly improved, litter and fly tipping remain issues.

Achievements since the original plan in 2008

 Kerbside recycling facilities have been improved to include green waste,

plastic bottles and cardboard using wheelie bins.

 The Environment Group formed a Litter Picking subgroup to walk the roads

and verges picking up litter.

 The Parish Council installed and funded extra waste bins at the Recreational

Ground and at the crossroads with Nomansland.

Acknowledgements

Landford Community Partnership was set up to facilitate the Plan recommendations. In particular the Parish Council has been very active: installing benches around the village; helping to enforce planning requirements; overseeing the transfer of ownership of Maybush Copse; upgrading the recreation facilities as well as many other items that the village had concerns over.

The Landford Community Plan has been updated by the Landford Community Plan Steering Group:-John Bonney, Keith Cameron, Geoff Chase, John Fairhurst, Gary Hedges, Jon Hurst, David Lumby, Ken Parker,

The Steering Group wish to thank those residents who contributed valuable information to our initial survey and consultation events, which helped so much with the formulation of the questionnaire. The Parish Council, Landford Community Partnership, Mike Craddock for proof reading documents, Joy Smith and Anne Hall, Simon and Jackie at the former Post Office and Jim and Maggie at the Village Store and all other local organisations for their help and assistance. Also our thanks to all those residents and organisations that completed questionnaires, as without their contribution, the Landford Community Plan could not have been updated.

The next five years will bring many new challenges for our village community and it is envisaged that this updated plan, containing the ongoing wishes of the village, will help towards the community's protection and development.

Finally as co-chairmen we would like to thank all members of the Steering Group for their time and dedication given over the last year in updating and creating this latest version of our Community Plan.
