L O CA L GOVERNMEN TS’ COMMI TTEE Columbia River Treaty: Recommendations December 2013 The BC Columbia River Treaty Local Governments’ Committee (the Committee) has prepared these Recommendations in response to the Columbia River Treaty-related interests and issues raised by Columbia River Basin residents in Canada. These Recommendations are based on currently-available information. They have been submitted to the provincial and federal governments for incorporation into current decisions regarding the future of the Columbia River Treaty (CRT). The Committee plans to monitor the BC, Canadian and U.S. CRT-related processes and be directly involved when appropriate. As new information becomes available, the Committee will review this information, seek input from Basin residents, and submit further recommendations to the provincial and federal governments, if needed. The CRT Local Governments’ Committee will post its recommendations and other documents at www.akblg.ca/content/columbia-river-treaty. Executive Summary This research project synopsis presents diverse Indigenous community perspectives regarding the efforts needed to enable systemic change toward reconciliation within a public post-secondary educational institution in the Southern Interior of British Columbia. The main research question for this project was “How does a community college respectfully engage in reconciliation through education with the First Nations and Métis communities in the traditional territories in which it operates?” This research was realized by a team of six Indigenous researchers, representing distinct Indigenous groups within the region. It offers Indigenous perspectives, insights, and recommendations that can help guide post-secondary education toward systemic change. This research project was Indigenous led within an Indigenous research paradigm and done in collaboration with multiple communities throughout the Southern Interior region of British Columbia. York NUMBER OF PAGES: vi,256 (ii) Abstract My thesis, Refusing to Hyphenate: Doukhobor Autobiographical Discourse brings together recent theories ofautobiography with a consideration ofalternative autobiographical writing and speaking made by a Russian-speaking migrant group, the Doukhobors ofCanada. The situation ofthe Doukhobors is ideal for a consideration of alternate autobiographical forms, since Doukhobors have fallen outside liberal democratic discourses ofCanadian nationalism, land use and religion ever since their arrival in Canada in 1899. They have turned to alternate strategies to retell their own histories against the grain ofthe sensationalist image ofDoukhobors propagated by government commissions and by the Canadian media. My study is the first to recover archived autobiographical material by Doukhobors for analysis. It also breaks new ground by linking new developments in autobiography theory with other developments in diaspora theory, orality and literacy and theories ofperformativity, as well as criticism that takes issues about identity and its relationship to power into account. When they had to partially assimilate by the 1950s, some Doukhobors made autobiographical writings, translations and recordings that included interviews, older autobiographical accounts and oral histories about their identity as a migratory, persecuted people who resist State control. Others recorded their protests against the British Columbian government from the 1930s to the 1960s in collective prison diaries and legal documents. -

Darcy created a chinook salmon whose design symbolizes the life-giving generational legacy of the salmon. KELSEY JULES, SECWÉPEMC NATION Kelsey Jules is a Secwépemc and Syilx artist, model, and teacher. She is a member of Tk'emlups te Secwepemc. Kelsey’s sockeye salmon design embodies the vital relationship between salmon, land and water. TUNKA CIKALA, SYILX OKANAGAN NATION Tunka Cikala (Spirit Peoples) is a member of the Sinixt and Nespelem bands of the Confederated Tribes of the Colville Reservation. Spirit’s chinook salmon design is inspired by Syilx captíkwł teachings, illustrating the inseparable connections between salmon and culture. Here, Sen’k’lip (Coyote) with his Eagle staff brings salmon up the river to the people. Bear paw prints represent Skəmixst as well as the spots on the back of chinook salmon.
