Dear Mr Rivett

With regards to your email of 20 September 2016 where you raised a number of points concerning various issues at the Murray Royal Hospital site.

1. Murray Royal Football Pitch

It is appreciated that this issue has been ongoing for some time, however, NHS Tayside are committed to working with partners to restore the football pitch to the condition previously experienced and prior to the drainage works being undertaken. At a recent meeting between senior NHS Tayside property staff and partner organisations, agreement was reached to work collaboratively to achieve this. A condition and improvement report from the grounds contractor is awaited and it is anticipated that work will commence shortly after that report has been considered. At the time of issue of this letter NHS Tayside await receipt of said report.

2. Murray Royal Traffic Plan

I can confirm there is a current travel plan for Murray Royal Hospital and a review of this plan was recently undertaken by site support services staff. In addition, a number of proposals are being considered as part of space management plans to ensure the effective and efficient use of the site. NHS Tayside will continue to monitor and review travel and parking issues at the site. With regards to the relocation of the Birch Avenue Clinic, staff from the clinic moved into an area of the hospital that was identified in the plans as an occupied space but not utilised.

3. Sale of hospital land and surplus assets

NHS Health Boards in are required to comply with the requirements of CEL 35 (2010): A Policy for Property and Asset Management in NHS Scotland. Compliance with this policy ensures NHS Tayside will optimise the utilisation of assets in terms of service benefits and financial return. To support the delivery of asset management, NHS Tayside will commission technical consultants when necessary and use the results of their investigations to inform the forward planning for surplus sites. We are unable to comment on the findings of the community technical experts and must take forward our recommendations on the basis of the report provided by Mott McDonald.

4. New Access to Moredun Ward and Walled Garden from Muirhall Road

The response from Mr Ken Armstrong on 19 May 2016 remains relevant. There has been no attempt by NHS Tayside to deceive or act fraudulently in this matter. NHS Tayside maintains that a new access road is required and are discussing with partners the actions required to move this matter forward. An amended planning application is being considered with appropriate revisions and it is hoped this will be submitted in the near future.
