PRELIMINARY INFORMATION CONCERNING THE INVITATION TO TENDER These specifications follow the publication of: - the prior information notice in OJ S 2008/S 49-066 884 (11.3.2008) - the contract notice in OJ 2008/S146-195858 (30.07.2008). 1.1. NATURE OF THE CONTRACT An open call for tenders is launched by the European Commission’s Directorate General (DG) Enterprise & Industry for the signature of a Framework service contract for the procurement of studies and other supporting services on Commission impact assessments (IA) and evaluations (interim, final and ex-post). The services to be rendered are of an intellectual nature. External consultants are sought for such services to ensure objectivity and high technical expertise. This framework contract is meant to provide the different departments with a readily available supporting tool for the contracting out of research and evaluation activities in the fields of the direct competencies of the DG by a swift and simple procedure It is not meant to cover all impact assessments and evaluation activities carried out by the DG, but to complement the various sub-contracting options available to the DG including other Commission framework contracts, pre-selected lists and other existing contracting facilities already established by different services of the DG In principle, the framework contract can also be used by other services of the European Commission. The terms of reference for each specific assignment to be contracted under the framework contract will be drawn up by the Commission department requesting the service. This department will also be responsible for its financing and management. The precise type, timing and volume of the services to be procured under the framework contract to be signed on the basis of this tender
