Welcome and introduction by the Chair The Chair welcomes the participants and presents the agenda. 2. Adoption of the agenda The agenda is adopted without any changes. 3. Provisions on the Internal Market Information System (IMI) set out in Regulation (EU) 2016/1624 and its implementing act and state of play of IMI project for NRMM Efrén SÁNCHEZ GALINDO (DG GROW-C.4) indicates that the Internal Market Information (IMI) system is being used for the first time in the EU type-approval legislation and that a harmonised IT system is used for the exchange of information on EU type-approvals across the EU. Then he explains the main functionalities of the IMI system in accordance with Regulation (EU) 2016/1628, which basically are: 1) A public register; 2) Notifications between approval authorities and to the Commission; 3) Manufacturers notifications on the validity of EU-type approvals; 1 And the related obligations of the Commission with regard to IMI, namely: 1) To make possible the exchange of data and information relating to EU type-approvals between manufacturers or technical services, and national authorities or the Commission; 2) To gather this information centrally and make it accessible to the national authorities and to the Commission; 3) To provide public access to certain data and information relating to the results of type- approvals and monitoring results of in-service engines; 4) To facilitate the automatic transfer of data between existing national databases and IMI. He finalises by presenting the relationship between the type-approval process for NRMM engines and the IMI communication structure and finalises with the state of play of the development of the IMI project for NRMM. 4. Business model of the IMI project for NRMM and overview of the existing IMI system for NRMM Presentation by the Chair (presentation available on CIRCA). The Chair presented an overview of the workflow designed in IMI for the EU type-approval process for engines to be installed in non-road mobile machinery (NRMM). The information exchange between manufacturers, competent authorities (type-approval authorities and technical services) and the COM will consist of several stages: • Submitting/recording type-approval applications • Accepting/rejecting application by type-approval authority (TAA) • Start of the assessment by TAA • Decision of TAA • Actions after the approval • Withdrawal of applications for type-approval • Publication of type-approvals In each stage the responsible actor will have to perform one or more actions in IMI system. The applications must contain all mandatory data and supporting documents. They can be: • Recorded directly by TAA • Submitted by manufacturers via public interface • Submitted in IMI by another authority • Transferred from national databases 2 By accepting the application, the TAA agrees to process it. Additional information can be requested from applicant at a later stage. When the application is complete or additional information is provided – TAA starts assessment. At this stage TAA may involve a technical service (TS) that is registered in IMI. Additional information can be requested by TAA or TS while assessing the application. Technical service can upload test report and result directly. At this stage TAA can approve, provisionally approve, or refuse the application. The EU type- approval certificates are made available online for engine types or engine families that are granted with EU type-approval. The granted EU type-approvals can be withdrawn (if type- approval becomes invalid), extended or revised. TAAs may request access in IMI to the full set of data on specific type-approval application: a copy of the engine type or engine family EU type-approval certificate, where this exists, together with the information package. If needed, information concerning the type approval applications can also be exchanged bilaterally – content of it is to yet be defined. The IMI workflow will also facilitate communication with manufacturer. In case of submission via public interface – it will serve as a direct communication channel between manufacturer, TAA and TS. In case of submission by TAA – communication will be sent to manufacturer via automatic e-mails. 5. AOB-CONCLUSIONS The Chair informs that all slides presented during the meeting will be uploaded to CIRCA- BC. He finally indicates that the next IMI meeting shall take place on Thursday, 16 February 2016 (Post-meeting information: Date changed to 29 March 2017 in the meantime) in Brussels. 6.
