ARTICLE A LOOK AT THE REASONS BEHIND THE ESTABLISHMENT OF MOVEMENTS AIMED AT RESUSCITATING THE NDEBELE/MTHWAKAZI KINGDOM IN POST-COLONIAL ZIMBABWE Njabulo B. Khumalo https://orcid.org/0000-0002-6474-408X National University of Science and Technology, Zimbabwe [email protected] ABSTRACT The resuscitation of the Ndebele kingdom has been a topical issue in Zimbabwe. The Ndebele kingdom, which was established by king Mzilikazi ka MaShobana was destroyed by white settlers during the reign of his son Lobengula. The years following the colonisation of Zimbabwe saw a number of efforts being made to liberate the country. The liberation struggle came to an end in 1980 when Zimbabwe, a country which came to being as a result of nationalists was liberated and the black majority assumed power. However, there have been growing calls for the resuscitation of the Ndebele kingdom, which in some circles mean breaking away from Zimbabwe. One wonders what the reasons behind the call for the resuscitation of the Ndebele kingdom were: Is this move fuelled by poor service delivery in Zimbabwe? Are the Ndebele people unhappy with the current state of affairs in Zimbabwe? Is this another revolution waiting to happen? This study sought to establish the reasons behind calls to resuscitate the Ndebele kingdom in Zimbabwe. A qualitative research methodology was employed and interviews held with one of the heirs to the Ndebele throne, as well as the leader of one of the movements advocating for the resuscitation of the Ndebele or Mthwakazi kingdom. ZIMBABWE ANNUAL BUDGET REVIEW FOR 2016 AND THE 2017 OUTLOOK Presented to the Parliament of Zimbabwe on Thursday, July 20, 2017 by The Hon. P. A. Chinamasa, M.P. Minister of Finance and Economic Development 1 1 2 FOREWORD In presenting the 2017 National Budget on 8 December 2016, I indicated the need to strengthen the outline of the Budget Statement presentation as an instrument of Budget accountability and fiscal transparency, in the process improving policy engagement and accessibility for a wider range of public and targeted audiences. Accordingly, I presented a streamlined Budget Statement, and advised that extensive economic review material, which historically was presented as part of the National Budget Statement, would now be provided through a new publication called the Annual Budget Review. I am, therefore, pleased to unveil and Table the first Annual Budget Review, beginning with Fiscal Year 2016. This reports on revenue and expenditure outturn for the full fiscal year, 2016. Furthermore, the Annual Budget Review also allows opportunity for reporting on other recent macro-economic developments and the outlook for 2017. As I indicated to Parliament in December 2016, the issuance of the Annual Budget Review, therefore, makes the issuance of the Mid-Term Fiscal Policy Review no longer necessary, save for exceptional circumstances requiring Supplementary Budget proposals. 3 Treasury will, however, continue to provide Quarterly Treasury Bulletins, capturing quarterly macro-economic and fiscal developments, in addition to the Consolidated Monthly Financial Statements published monthly in line with the Public Finance Management Act. This should avail the public with necessary information on relevant economic developments, that way enhancing and supporting their decision making processes, activities and engagement with Government on overall economic policy issues. -

Towards a framework for resolving the justice and reconciliation question in Zimbabwe Sabelo Ndlovu-Gatsheni and Everisto Benyera* Abstract Zimbabwe has never had meaningful and comprehensive programmes to provide justice in the many issues that cascade from conflict and violence in the nation. What has been done, amounts to armistices rather than transitional justice mechanisms. Consequently, Zimbabwe has not seriously dealt with the primary sources of conflict and violence that date back to colonial times. The rhetoric of unity premised on amnesia has been privileged over effective practical healing and reconciliation mechanisms that address the root causes of recurrent human rights violations. Indemnities, amnesties and presidential pardons have been used to protect perpetrators of conflict and violence. This article attempts to explore key issues and challenges around the healing and reconciliation question by exposing the contending perspectives and issues provoked by the adoption of the new constitution in Zimbabwe and the setting up of the National Peace and Reconciliation Commission (NPRC). Theoretically, the article posits that the very logic that informs the construction of ‘the political’ (as a domain of political values and incubator of political practices), which privileges notions of ‘the will to power’ and the ‘paradigm of war’, makes conflict and violence to be accepted as normal. The theme of succession, both of the State Presidency and the leadership of ZANU PF, increasingly bedevils all matters relating to the political stability of Zimbabwe and any form of transition to democracy. The constitutional issues related to the death (or infirmity) of the President have been dealt with in several reports by the Research and Advocacy Unit (RAU). If ZANU PF is to select the nominee to replace Robert Mugabe, as the state constitution presently requires, several problems need to be considered. The ZANU PF nominee ought to be selected in terms of the ZANU PF constitution. -

Zimbabwe Livelihood Baseline Profile Kariba Valley Kariangwe Jambezi Communal August-September 20101 Main Conclusions and Implications Crop production is the main food source over the reference year contributing 38 percent of very poor household food access and 82 percent for the Better-off. The main constraints to improved land utilisation and crop production are lack of draught power and poor access to seeds and fertiliser. Extension services and monitoring of agriculture activities should be strengthened through support to the ministry of agriculture’s department of extension services (AGRITEX). The livelihood zone borders with Mutusadona and Chizarira national parks. Proximity to national parks increases human, livestock and wildlife interaction. Elephants, Baboons, Buffaloes and Quela birds often stray into fields and destroy crops. Livestock production, which has relatively increased in recent years, is also limited by concerns over tsetse fly outbreaks. Surrounding communities receive little benefit from resources in the national parks except for the occasional slaughter of wild animals. Strengthening the CAMPFIRE scheme provides a framework for legal and sustainable access to natural resources found in the national parks. Food aid distributed for six months enabled very poor and poor households to access their minimum food requirements. Limited livelihood options and adverse weather conditions combine to increase very poor and poor households’ vulnerability to food insecurity and poverty. Over the last ten years, the risk of food insecurity has been addressed primarily through food aid distributions. External assistance whose focus has been on addressing immediate consumption needs has created dependency and is undermining long term household coping capacity and development prospects.
