But the unique patina in this city of more than 600,000 inhabitants has in large part also been formed by the proximity of water – the Daugava River and the Gulf of Riga. The city has always lived in TO RIGA close cooperation with nature, which is still an important part of its residents’ daily lives – the many public parks, forests, squares, lakes and city canal. Riga has hills and islands as well as beaches. Nesting birds and even beavers call the city home. In addition, considering the relatively compactness of the city, many of its sites are within walking distance: special urban pulse points and green relaxation zones, a dynamic city atmosphere and the romance of rural idylls.

Today I will be telling you a story about a piece of soap and the washing away of crimes. We all know why we are here today, so I do not need to try and impress you with a range of terrible statistics, but they will come anyway. However numbers are just numbers, and they often take our thoughts away from the individuals that these numbers represent. But even the numbers do not tell us the full story. We have all been affected in some way, even if we have not ourselves had the pleasure of a free trip to Siberia. And the affect on our nations, even today, is immense. The 14th of June, 1941, was in many ways a day much the same as any other in the previous 11 months. My mother was working as a dietician at the Second City Hospital, and living not too far away. As she was walking to work, she was surprised to see a large number of trucks transporting people somewhere. And the people being transported were waving to her. She didn’t know what to make of this. While at work, she received a phone call from her foster sister, informing her that her foster brother, Jānis Raiska, had been arrested together with his wife, Elga, and sent to Siberia. Fortunately, their two children were spending the summer in the country, and so were not arrested.

BANGERSKIS The Honourable General, An enemy from the East is once again ominously approaching Latvia. This is the same enemy whose armed forces had occupied the Republic of Latvia on 17 June 1940; this very power that as if on behalf of Latvian nation then had issued the Parliament of the Republic of Latvia (Saeima) Election Law and afterwards did not even bother to observe this very Law which by its form alone was sort of democratic; it was brutally breached by admitting only one – the communists’ and their collaborators’ – list of candidates; besides the results of balloting were forged. The outcome from such elections, of course, could not and did not provide nation’s true representation just the puppets selected by the Russian occupying power. These henchmen afterwards had taken a decision requesting to accept adhesion of the independent Republic of Latvia to the Soviet Union. Later the world was notified that the Republic of Latvia had voluntarily aligned with the Soviet Union. The same scenarios were carried out concerning the independent Republics of Estonia and Lithuania. Latvia’s incorporation in the Soviet Union was a brutal violation of the Constitution (Satversme) of the Republic of Latvia; it breached bilateral treaties signed by the Republic of Latvia and the Soviet Union, the Covenant of the League of Nations as well as various international treaties. Latvia’s incorporation in the Soviet Union is not being recognized according to provisions of international law.
