FINAL SEPTEMBER 21, 2006 EXECUTIVE SUMMARY INTRODUCTION The Transportation Plan for Treasure Island has been prepared by the Treasure Island Community Development LLC (TICD). It presents transportation measures and strategies that will deliver a unique transportation experience. Grounded in the principles of sustainable development, the island’s residents, visitors and employees will enjoy access to high quality travel opportunities that prioritize walking, bicycling and transit; that incentivize travel by modes other than private auto; and that provide disincentives to those who choose to travel by single occupancy private vehicle. The measures and strategies are supported by financial commitments to transit infrastructure and services, and by pricing mechanisms and financial incentives to encourage transit use. The Plan supports the revised Master Plan for the redevelopment of Treasure Island. The Treasure Island Draft Transportation Plan was first issued by TICD in January 2006. Following presentation of the Plan, comments were received from the Treasure Island Citizen’s Advisory Board, the Treasure Island Development Authority Board (TIDA), and the San Francisco Board of Supervisors. The Plan was revised as a result of this input and resubmitted in May 2006. Comments on the May Plan were received and incorporated into this draft. Comments on the May Plan included requests for additional sensitivity analyses regarding internal trip capture rates and the effects of a transit pass. LAND USE PROGRAM The current land use program for the Treasure Island and Yerba Buena Island (In this document collectively called “Treasure Island”) development includes 6,000 homes, approximately 235,000 square feet of neighborhood-serving
