NAME AND CONSTITUTION 1. The name shall be "CHESHIRE RUGBY FOOTBALL UNION" hereinafter calJed "the County Union." 2. The County Union shall he in Memhership with the Rugby Football Union. 3. The object of the County Union shall he the furtherance of the interests of Rugby Union Football. 4. The County Union heing the constituent body for the Cheshire Area duly appointed by the Rugby Football Union, shall act as such consti­ tuent body. The expression "the Cheshire Area" has such meaning as on request May he assigned to it by the Committee of the Rugby Football Union. MEMBERSHIP S. There shall be eligible for Membership of the County Union: (i) Rugby Football Clubs, including school cbbs, in the Cheshire Area (hereinafter referred to as "clubs"). (ii) The Liverpool and District Rugby Union Referees' Society, the Manchester and District Rugby Union Referees' Society and any other Society of Rugby Union Football referees approved by the Com­ mittee of the County Union (hereinafter referred to as "societies"). 39 (ili) lndividuals. Provided that: (a) No club, society or individual sbaU be eligible for membersbip wbicb or wbo (unless previously reinstated) bas been expelled from membersbip or, being a player or official of a club or society, is under suspension by the Committee of tbe County Union (hereinafter referred 10 as the "Committee"), or tbe Rugby Football Union, or has committed any act of profes­ sionalism as specified in the Rules for the time heing as to Professionalism of the Rugby Football Union. (h) An individual memher must be a memher of a Rugby Football Club or Union which ilself is a memher of the Rugby Football Union. (c) Every candidate for election must be proposed and seconded by or on hehalf of two Members entitled to vote by notice in writing given to the Hon. Secretary. Elections shall be by the Committee, and upon demand of any member of the Committee present eleclions shall he by ballot.

HONORARY LIFE MEMBERS 6. Honorary LiCe Memhers may he elected at any General Meeting upon the recommen­ dation of the Committee provided that notice of intention to propose them has been included in the Agenda sent with the notice convening the meeting. 40 PRIVll..EGES 7. Officers, Members of the Committee and ail individual Members shall be entitled to free ground admission to all County matches, the Final of the Cheshire Cup, the Final of the Cheshire Plate, the Final of the Colts' Shield and County Trial matches played in the Cheshire area except the final of the County Championship and other matches under the auspices of the Rugby Football Union such as English Trials or other County Finals. Entry to County Championship matches shall be by the production of a ticket voucher and to the Finals ofthe County Competi­ tions by the production of the County Member­ shipCard.

OFFICERS 8. The Officers of the County Union shall be a President, Past Presidents, Senior Vice-President, Vice-Presidents (of whom there shall be not more than four), the Rugby Football Union County Representative, an Honorary Treasurer, an assistant Honorary Treasurer, an Houorary Secretary an assistant Honorary Secretary an Honorary Match-Secretary, (bereinafter referred ta as "Hon. Treasurer/' "Assistant Hon. TreasurerJt "Hon. Secretary U Assistant Hon. Secretary" and "Hon. Match Secretary" respectively). 9. The Officers and other members of the Committee for the time being in office shall retire at the close of the Anoual General Meeting in every year and the meeting shall elect Officers and members of the Committee for the succeeding year. Retiring Officers and members of the Com­ mittee shall be eligible for re-election. Election shall be decided by a majority of those voting. If 41 no Hon. Secretary shall be elected, the retiring Hon. Secretary shall continue in office for the timebeing. 10. No President shall be eligible to serve in that office for more than Iwo consecutive yea .... 11. No member other than a retiring Officer shall be eligible for election as an Officer unless. by notice in writing to the Hon. Secretary before April 30th in any year he shall have been nomina­ ted by or on behalf of two members entitled to vote. 12. Casual vacancies or vacancies not filled at 1 an Annual General Meeting may be filled by the Commitlee unless it has been expressly resolved by a General Meeting not to fill such vacancies.

R.F.U. REPRESENTATIVE 13. The representative of the County Union on the Committee of the Rugby Football Union shall be elected annually in accordance with the Rugby Football Union Bye-Laws, and the Hon. 1 Secretary shall make the necessary arrangements. ENTRANCE FEES AND SUBSCRIPTIONS 14. Anonal Subscriptions, which shall fall due on September !st each year, shall be: (i) In the case of each club (other than a school club), :E30·00, payable by Bankers Order 10 the Hon. Treasurer on September !st eachyear. (ü) In the case of each school club :EI0.00, plus such amounl as may be needed to cover its subscription 10 the Rugby Football Schools Union. (üi) In the case of individuals other than Hon. Life Members, :ES·OO. 42 (iv) In the case of inclividuals elected as LiCe Members other than Hon. LiCe Members. one subscription ofW·OO. (v) In the case of the Referees' Societies. n·oo. 15. Any member whose entrance fee or annual subscription shall not have been paid by September 30th in any year shall be Iiable to suspension by the County Union until the entrance fee and subscription shall have been paid. During suspension a member shall not be entitled to exercise any of the rights of a member. 16. Any member not having resigned from the County Union by notice in writing to the Hon. Secretary, to be received by him not later than September lat in any year, shall be liable for the subscription due on the said September lat. GENERAL MEETINGS 17. An Annual General Meeting of Members. of which ten clear days' notice shall be given to persons entitled to attend, shall be held not later than the third Saturday in July each year for the conduct of business authorised by the Rules. 18. The Hon. Secretary shall convene a Special General Meeting when directed by the Committee or upon receiving a requisition to that doct stating clearly the resolution or resolutions to be proposed and signed by or on behalf of not Jess than four members heing clubs. The Special General Meeting shall he held within twenty-one clear days of receipt of soch requisi­ tion, and at least ten c1ear days' notice of such Meeting shall be given to persons entitled to attend. 19. There shall be, subject to Rule 26, entitled to attend and vote at general meetings. the officers and members of the Committee. one duly appointed representative of each member 43 club, three duly appointed schoolboy represen­ tatives nominated by the Schoolboys Sub­ Committee and one representative of the individual members immediately prior to the general meeting at which he is to act. (The duly appointed representative of each Club for the purpose of this rule will be additional to officers and members of the Committee). 20. Individual members, save for the indivi­ dual member elected in accordance with Rule 20, :~rtl:J~~~o:.neral meetings, but will not be 21. A representative of a club (other than a school club) shall be a member of the appointing club: a school club representative shaIl be a member ofthe staff ofthe school concemed. 22. For the purpose of attending and voting at Annual GeneraI Meetings, the name of a representative of a club or of a schoolboy representative shall be given by notice in writing under the hand of the appointing President, Chairman or Secretary to the Hon. Secretary of the County Union not later than the commencement of the general meeting which such representative shaIl be attending. If more than one alternative representative shall present him­ self, that one of them whose name appears on the notice aball alone be entitled to vote. 23. The President or in case of his absence, the Vice-President who sbalI of those present have been longest in office, shall be Chairman at all General Meetings. If the President and all Vice-Presidents shall ail be absent the meeting shall appoint a Cbairman. ln case of an equaIity of votes, tbe Chair­ man sball have a second or casting vote. 44 24. The quorum for a General Meeting shall be Meen persons entitled to vote. 25. No persan shall be entitled to attend any geueral meeting whilst any entrance fee or sub­ scription is owing to the County Union by such persan or by the club he represents in the case of the representative ofa club. 26. The accidentai omission to give notice to, orthe non-receipt ofnotice by, any member shall not invalidate the proceedings at any general meeting.

COMMlTI'EE 27. The Committee shall consist of the Officers, snch of the Past Presidents as shall have attended not less than half of the regularly convened meetiugs of the Committee during the preceding year ended April 30th, or have given explanations satisfactory ta the Committee of their inability sa to have attended, one represen­ tative from each club other than a schoolboy club aIIiliated to the Cheshire Rugby Football Union, and one representative, who is a member of a Cheshire club, from each of the Referees' Socleties plus two representatives from the schools (one from the East and one from the West). The provisions as to the Chairmanship of a general meeting shall apply to meetings of the Committee. In the case of an equality of votes, the Chairman .hall have a second or casting vote. 28. Bach entitled aftiliated club must submit, in writing, under the hand orthe appointing club President, Chairman or Secretary, to the Hon. Secretary of the County Union, the name of its representative to serve as a member of tbe 45 Committee during the ensuing year not later tban tbe commencement of tbe Anoual General Meeting. Substitutes will be entitled to attend meetings of the Committee provided that the name of tbe Substitute to serve as the member of the Committee be submitted in writing under the hand of the appointing Club President, Cbairman or Secretary to tbe Hon. Secretary of the County Union not less than seven days before the date of the meeting at wbich the Substitute intends to be present. In tbe event of a Club or Society representative being unable to continue as a member of the Committee during a particuJar year, the club concemed should submit, in writing, under the hand of the appointing club President, Cbairman or Secretary to the Hon. Secretary of the County Union, the name of its new representative at lenst fourteen days before a meeting of the Committee. 29. Tbe Committee shall bave the power to co-opt further members, but sucb co-opted members shall not be entitled to vote. 30. The a1fairs of the County Union includ­ ing the control of the propertyand funds, shall be managed and controlled by the Commit tee, which shall have the power to delegate such matters as it may determine. 31. Tbe quorum for meetings of the Corn­ mittee sball be live persons entitled to vote. 32. AIl acts done by any meeting of the Committee or of a sub-committee, or by any person acting as a member of the Committee or of a sub-committee sball, notwitbstandiDg it be afterwards discovered that there was sorne defect in the appointment of any person acting as afore­ said, or tbat the Committee or sub-committee or 46 any of them were disqualified, or had vacated office, be as valid as if every such person had been duly appointed, and was qualified and had continued to be, a member as aforesaid. SUB-COMMITrEES 33. The Committee shall have the power to appoint any Sub-Committees and to delegate to any Sub-Committee or to other persons such matters as it may determine. 34. The Committee shall appoint the follow­ ing standing Sub-Committees, the quorum for meetings to be three persons entitled to vote: SELECTION SUB-COMMfITEE. consisting of six named members, Dot more than one from any one club, and the County Coach (to be appointed in January of each year). It shall be responsible for the selection of teams to represent the County. to nominale persans for the County Referees' Panel. and to make travelling and hotel arrangements for the teams subject to any directions of the Com­ mittee as ta finance. EMERGENCY SUB-COMMITI'EE, consisting of the Officers of the County. who shall deal with ail complaints against Clubs and ail matters ofurgency. FINANCE SUB-COMMfITEE, consisting of the President, the Hon. Treasurer. the Hon. Secretary, the Assistant Hon. Treasurer, the Assistant Hon. Secretary, the RugbyFootball Union Representative and the Chairman (or Hon. Treasurer) of each Sub-committee. The Finance Committee shall control all income and expenditure. It may borrow manies from the County Unions bankers and may determine who shall sign and endorse 47 cheques. It shaU investigate and advise UpOD applications from clubs for loans and from time to time review and report to the Comm­ ittee upon invested funds. ISLE OF MAN SUB-COMMITTEE, consisting of twelve members (of whom includes the Clubs Representative to the County) equally divided from Clubs in the island from who a Chairman shall be elected annuaUy with the approval of the Cheshire Committee, a SecretaryjTreasurer. (If no Secretaryj Treasurer is elected from the members of the Sub-Committee a SecretaryjTreasurer cao be co-opted without a vote on the Committee). The Sub-Committee to elect a Selection Committee, of six, one from each Club in the Island. MATCH AND GROUND SUB-COMMITTEE, consisting of the Hon. Treasurer, Hon. Secretary, the Assistant Hon. Secretary and one member of the Committee from each club staging County or Representative games. The Match and Ground Committee sha1I. be responsible for the ground arrange­ ments for matches arranged by the Committee to be played in the Cheshire Area. The Match and Ground Committee shall have the power to delegate such matters as itmay determine. COLTS SUB-COMMITTEE, consisting of a Chairman and Secretary elected by the Colts Sub-Committee with the approval of the Committee, six members elected by the Com­ mittee and six non-committee members. The six non .. committee members and six members 48 elecled by the Commillee should as far as possible be drawn from ail areas of the Counly. MINI RUGBY SUB-COMMITl'BE shaIl be controlled by a Commiuee which shall meet at lesst twice a sesson. It shaIl consist of a Chairman who shall be a member of the County Commiuee, a member of the County Committee from the East of the County and one from the West, plus the Officer in Charge of Mini Rugby in each Club playing Rugby at this leve!. SCHOOLBOYS' SUB-COMMfITEE. con­ sisting of a Chairman, elected by the School­ boys' Sub-Committee with the approval of the Commiuee. a representative of the County Education Authority, six membera elected by the Cornrnittee and six school­ mastera. The six scboolmasters and six mem­ bers elected by the Committee should, as far as is practicable, be drawn from ail aress of the County. DISCIPLINARY SUB-COMMfITBE (East), consisting of seven members of whom one shan be Chairman. No disciplinary hearinB may consist of more than three members of whom one shall be Chairman. This Committee shaIl deal with ail com­ plaints against players on the field. DISCIPLINARY SUB-COMMlTTEE (West) (As per Disciplinary Commiuee (East) above) CUP AND PLATE SUB-COMMITTEE. con­ sisting of five membera responsible for organising and ronnins of the Cup and Plate competitions. 49 ONDER 21XV StJB..COMMI'ITBE CODSisting of a Chalrman who shall bo a membor of the County Committee and six members. P.ach Sub-Committee shall appoint its own Cbairman, who in the case of an equaUty of votes shall bave a second or a casting vote. 36. Each sub-Committee other tban the Selection Committee shall keep minutes of its prooeedings with the names ofmembers present at its meetings: the minutes sball be signed by the Cbairman of the meeting or the Cbairman of the next meetinll oftbat sub-Committee. 50 37. Each sub-Committee other than the Selection Committee shall, notwithstanding any­ contained in the Rules, be on all matters sub~ect to any instructions of the Committee, but subJect thereto shall have power to act without reference to the Committee. 38. The Chairman of each sub-Committee, other !han the Selection Committee, shaU submit bis report to the FuU Committee at each meeting, and shall hand the minutes in writing to the Hon. Secre18ry, as soon as possible after a meeting. DISCIPLINARY POWERS 39. The Cornrnittee shall have power to expel, suspend, punish or admonish any rnernber, or official or mernber of a club in rnernbership with the County Union, for infringernent ofany of these Rules or of the La ws of the Garne of the Rugby Football Union or for conduct which in the opinion of the Committee is prejudiciaI to the interesls of the County Union or of Rugby Football or who has ceased to be eligible for membership under Rule 5,~and to reinstate any rnember so expeUed or suspended. 40. The powers under the Laws of the Game and the Rules as to ProfessionaIisrn of the Rugby Football Union which the Committee of the Rugby Football Union shall from time to time delegate to the County Union as a constit­ uent body under the Rules of the Rugby Football Union shall be exercised on behalf of the County Union by the Cornrnittee. 41. A club in rnernbership with the County Union shall accept responsibility for the enforce­ ment of aIl decisions of the Comrnittee under the Rules, and an omission to enforce any such decision shall be deemed an infringernent by such club of the Rules. 51 42. Without the permission of the Selection Committee a club shall not permit any player to play elsewhere at a time when he has been notilied by the County Union to I,'lay in or to attend as reserve for a match, trial match or other games arranged under the auspices of the County Committee arranged by the County Union. It shall be the duty of the Hon. Secretary of the County Union to give similar notification to the player's club. CLUB ACCOUNTS 43. Ail clubs in membership with the County Union, school clubs excepted, shall each year before September ht send to the Secretary of the County Union an audited Revenue Account and Balance Sheet made up to the end of ilS last ftnancial year; in cases where a club'8 gross annual income exceeds a sum to be determined by the Committee of the Rugby Football Union, its auditor shall be a Chartered Accountant. ALTERATION TO RULES 44. No rule shall be altered, rescinded or added to excepting by a General Meeting, and then only with the consent of at least two-thirds of those voting. Notice of any proposed alteration to the Rules, and of any other motion to be sub­ mitted to a General Meeting except a motion relating to matters specilica1ly provided by the Rules to be transacted at an Anoual General Meeting, together with the names of proposer and seconder, shall be given in writing to the Hon. Secretary before April 30th preceding the meeting. PRESS 45. No member shall fumish information of County Union proceedings to or for the Press exceptlDg with the writ!en approval of the Hon. 52 Secretary and the Chairman of the Sub­ Committee concerned or of the President of the County Union. ACCOUNTS AND AUDIT 46. At every Annual General Meeting a Chartered Accountant shall be appointed auditor. to hold office until the next succeeding Annual General Meeting. The retiring auditor shall be eligible for re-appointment. 47. A Revenue Account and Balance Sheet shall be made up to April 30th in each year. and signed by the Hon. Treasurer. They shall be audited by the Auditor appointed at the previous Annual General Meeting. A printed copy of the signed Revenue Account and Balance Sheet and of the Auditor's Certificate thereon shall be sent to each member with the notice convening the Annual General Meeting. and the Revenue Account and Balance Sheet shall be submitted to such meeting for its approval. COPŒS OF RULES 48. A copy of the Roles for the time being in force shall be sent annually to each member. who or which shall be bound thereby. INTERPRETATION OF RULES 49. Any difference of opinion which may arise as to the interpretation of any ofthe Rules shall be decided by the Committee. unless it occur at a General Meeting when the decision shall be made by the Chairman thereof. Any such decision shall be recorded in the Minutes. and shall be accepted as the true meaning of the Rules undl otherwise interpreted at a General Meeting. due notice having been given. llth Joly. 1985. 53 REGULATIONS OF THE COMMITTEE GOVERNING CLUBS, MATCHES AND PLAYERS under the iurisdiction of the Cheshire Rugby FootbaU Union 1. Clubs shall send to the Hon. Secretary of the County Union the names and addresses of their Honorary Secretary and Honorary Treasurer not later than the Annual General Meeting of the County Union. 2. The home club must post a notification of the proposed time of commencement of play to the visiting club ten clear day. before the match, and the visiting club must confirm this within twodays. 3. If a club fails without reason satisfactory to the Committee to fulfil a fixture it shall be liable to suspension. 4,· During September, October, February, March and April not less than fortY minutes each way shall be played and during November, December and January not less than thirty-five minutes, unless a shorter time is sanctioned by the referee prior to the kick-off. The Captains of the teams must inform the referee as to the lime agreed upon for play. S. If a match is delayed for an unavoidable reason so as to preclude the chance of its being played according to the lime agreed upon by the Captains, the referee then has absolute power to decide the length of time of the match prior to the match starting. 6. The referee shall have power to terminate the match should he think fit. If the match be so terminated the score at the time of termination shall be deemed to be the final score. 54 7. Both teams shall be on the ground ready to start at the time arranged. Should any club not be ready to start at the time arranged, it shall be liable to suspension. (The referees' societies have been asked to request their referees to report to the Hon. Secretary of the County Union ail occasious when matches are started late and the reasons given to them). 8. Referees will where possible be appointed by a referees' society. ln case the official Referee fnils to turn up, the Captains should agree upon a Referee, and in case they fail to do so must toss for choice. The non-attendance of the official Referee should at once be reported to the Hon. Secretary of the County Union and the Secretary ofthe referees' society concemed. 9. It shall be iIIegal for any club knowingly to play any man who has previonsly been a member of another club which he has left withou' paying his subscription. THE COUNTY CHAMPIONSIUP REGULATIONS 1986/87 1. DESCRIPTION The Competition shall be called 'The County Championshil" (hereinafter referred to as "the Championship") and shall be between the 27 Constituent Bodies (hereinafter referred to as 'the Counties') compnsing the four Divisions asfollows:- (a) Northem Division comprising Cheshire, Cumbria, Durham, Lancashire, Northum­ berland and Yorkshire. (b) Midland Division comprising East Midlands, Leicestershire, North Midlands, Notts, Lincs and Derbyshire, Statfordshire and Warwickshire. 55 (c) South West Division comprlsmg Berk­ shire. Buckinghamshire. Cornwall. Devon Dorset and Wiltshire. G1oucestershire. Oxfordshire and Somerset. (d) London Division comprising Eastern Counties. Hampshire. Hertfordshire. Kent. Middlesex. Surrey and Sussex. AlI matches in the Championship shall be played under the laws of Rugby Vnion Football and comply with the Bye-Laws. Rules and Regulations of the Rugby Football Vnion (hereinafter referred to as the "R.F.V."). 2. ORGANISING COMMITIEB The Championship will be organised by the Competition Sub-Committee of the R.F.V. (hereinafter referred to as the "Committee"). The decision of the Committee shall be binding and final on any matter not providE.d for in and on the interpretation of tbese Regulations. 3. FORM OF CHAMPIONSHIP (a) Bach Division shall decide its own metbod of producing its Divisional winner. (b) Bach Division shall decide whetber Championship matches witbin the Divi­ sion shall be played on Saturdays. Mid-Week or under flood Iights and (subject to Regulation 4 (b) hereof) shall decide the dates on which ail Champion­ ship matches witbin the Division shall beplayed. (c) There shall be no replays in tbe Competi­ tion. (d) (i) If a Division produces its Divisonal winner by a Divisional table. by Counties playing each other and being awarded two points for a win. 56 one for a draw and none for a 1088, and ifthe winner or other place in the table be not ascertained owing to two or more Counties achieving an equal number of points in the table, tben plac:es will he decided by placing a County with a larger points difference above a County with a lesser ponts difl'erence, the difl'erence being establisbed by subtracting the points scored against from the points scored for. (li) In the event of two or more Counties in the table heing equal after the application of sub-para (i) above by reason ofboth their match points and their scoring points dilference being equal tben a County wbicb bas scored more tries in its matches in the table sbaII be placed above a County wbich bas scored less. If still no result is produced, then tbe provisions of sub-para (li) above sball be applied. 57 (iv) If the position is then not resolved the provisions of Regulation 6 (a) hereofshall he appUed ta each drawn match within the table and thon 8Ub-paras (i) and (ii) and (iii) bereof shall he appUed in tum as neœssary ta the amended results. e) The Semi-Finals shall he played between the four Counties who are the Divisional winners pursuant ta a draw ta he held by the Committee, which draw shall take place by the 31st Deœmher each year. 4. DATES (a) Each Division shall produce and determine its Divisional winner on or Wore Saturday 24. (b) AlI ChampioDShip matches played on a Saturday within a Division shall he played on Saturdays 10. 11 and 12 only and on no other Saturdays. (c) The Semi-Finals shall be played on Saturday 26. (d) The Final shall be played on Saturday 30, unIess Saturday 30 Is Euter Saturday, whon the Final shall be played on Saturday 29. S. VENUES (a) ln every case the County having home advantage shall decide on which ground within Its Constituent Body area a match shall be played. (b) The venues of the Semi-Finals shall be in the areas of the Counties who are drawn fint for each Semi-Final in the draw made under Regulation 3 (e) bereof. (c) The Final of the Competition shall be played at Twickenham. 58 6. DRAWN MATCHES (Semi-Finais and Final) (a) ln the Semi-Final matches if after 40 minutes of play each way the scores are level, the County that bas scored the Most tries shaIl be the winner. If this does not produce a result the County that bas scored themost goals from tries shall be the winner. If this stiU does not produce a result the visiting team shaIl be the winner. (h) ln the Final, the provisions of paragraph (a) hereby sbaU apply, exœpt that if after 40 minutes of pley each way the scores be equal, the tries be equal and the goals from tries be equal, there shaIl be an immediate period ofreplay between the same teams of 10 minutes eacb way with a one minute interva1. If at the end of the further 20 minutes play the scores still be equal, thon the match shaU be adjudged a draw. 7. ELIOmILITY (a) A man may qualify to play for a County by birth or residenœ. (h) No man may play for more than one County in a season. (c) To qualify by birth a man sball bave been born witbin the Constituent Body area ofthe County conœrned. (d) ToqualifybyresidenceamansbaU:- (i) ActuaUy be residing within the Constituent Body area of the County conœmed when be first plays for that County, provided that be bas resided therein contin- S9 uously for a period of three calendar lIlonths immediately preœding the date of playing, or: . (ü) Shall be residing when at School or College either as pupil, stOdent or II1eD1her of steft' provided that he is a bona fide pupi!, stw1ent or memher of staff of the School or· College coru:eraed during the fullterm of three months immediately preœding the time of playing. (e) Where a man plays for a County by virtue of a qualification by residence under (d) (i) above sncb qualification shall hold good until a man qualifies and plays for another County, but qua1ifii:ations by residence and playing under (d) (ii) above shall terminate in respect of a pupil or a stadent but Dot in respect of a II1eD1ber of steft' immedIately bis full-time period of instruction at the School or College ends. (f) Residence taken up to attend Schnol or College as a ·pupil or student shall not qualify a player under (d) (i) above. (&) A man shall he he1d to he actuslly residing in a County only if:- (i) His oWD home or ordinary place of residence which comprises premises which he ordinari1y and regularly uses as bis home andin wbich he ordinari1y uses a sleeping apartment he within the boundaries of the County concemedor (ü) Having no other home or ordinary place . of residence of bis OWD his 60 parents' or guardian's ordinary place of residence is situate within the bounderies of the County concemed or (li) Being in one of H.M. Forces he is stationed in the County, his station to count as his residence under (d) (i). (h) Any County which whether before a match or within four days thereafter . receives an official complaint (whether verbal or otherwise) regarding· the qualification· of one of its players. must report the faets to the R.F. U. within 48 hours. 'Ibe complaining County must aIso within 48 hours of making the complaint report the details on which it bases it to the R.F.U. and to the County against which· it is making the complaint. If the complaint regarding the qualification of a player is upheld by the R.F.U. where·the complaint is made before the match is played the County concemed shall lose the match in which the unqualified player has participated. In any other case.where a complaint is upheld the R.F.U. shall impose such penalty as it sees fit. (i) A man who bas played for a County in the County Championship Competition in previous seasons and who so qualified to play for thet County under any earlier Regulations as to eligibility shall continue to he eligible for that County until he qualifies and plays for another County under these Regulations.· (j) For the purpoSe of this Regulation a man who has attcnded a County Championship match as a named replacement and who 61 is on the date of such attendance qualified to play for soch County by residence. sbaU in the event of his thereafter losing his residential qualification nevertheless continue to be so qualified untU the end of the season in which he attended a match as a named replacement or until he plays for another County in the same Season. 8. REFEREES AND TOUCH JUDOES (a) Referees for ail matches in the Champion­ ship shaII he appointed by the R.F.U. (h) ln ail matches other than the Semi-Fina1s and Final the tooch judge for the home team shaII he a qualified referee appointed by the Referee Society associated with the home County. The other touch judge shaII he provided by the visiting County. (c) ln the Semi-Finals and Final the tooch judges shaII he qualified referees appoint­ ed by the R.F.U. and the R.F.U. Resolution relating to Law 6 shall apply. 9. REPLACEMENTS Replacements are permitted in the Semi-Finals and Final of the Competition in accordance with Law 3 and the International Board and R.F.U. Resolutions relating thereto as printed in the R.F.U. Handbook. In ail other matches of the Championship replacements are permitted in accordance with the R.F.U. Resolutions relating to the use ofreplacements. 10. CLASH OF COLOURS ln the event of Counties having simUar or c\ashing colours. the home County sha1l he responsible for changing its colours. 62 Il. POSTPONED AND ABANDONED MATCHES If conditions prevent a match being played or a match is abandoned it shall be played on soch otber dey as may be authorised ID respect of matches played within a Division by the Division and in respect of the Semi-Finsls and Finei by the Committee. 12. DELAYEDARRIVALS Matches played within the Divisions shall be played dunng normal deylight hours unIess two Counties mutually agree to play under ftoodlights. AU shall stan; at the agreed time and Iiny delay may be reported by the non-off'ending County in respect of matches played within a Division to the Division and in respect of the Semi-Finais and Finei to the Committee. 13.0ROUNDS (a) A home County is responsible for correctly preparing ilS ground for a match. (b) When a late decision as to the fitness ora ground for the playing of a match is necessary It shall be made br the respec­ tive captains of the CounUes involved. but if the captains sre not able to agree the decision shall be made by the appointed referee. 14. FINANCE (a) In the Semi-Final matches the competing Counties shall be entitled to an equal shsre in the net gate. The net gate shall be the som Ieft after payment of the match expenses. a charge for the use of the ground not exceeding 1S % of the gross gate and the expenses of the two 63 teams. (d) The expenses of referees shall he paid by theR.F.U. (e) The manies· provided Cor the 1985/86 Championship and al. 1 Championships tbereafter (UDtil otherwise agreed) shall belons to all tbe Counties participating and shall he distn'buted in soch shares amongst all the participating CoUDties as the R.F.U. shall decide. 64 IS. PROTESTS, DISPUTES AND TRANS. GRESSIONS Any matters in dispute or any trans­ gressions of these Regulations, other than those relating to the eligibility of players where the provisions of Regulation 7 (h) apply, sball he referred immediately to the Secretary of the R.F.U. by telephone if .necessary, providing written confirmation follows immediately. STANDING ORDERS OF THE COMMlTTEE GOVERNING lTS MEETINGS (to apply mutatis mutandis to General Meetings) 1. Every notice of motion sbaH be made in writing to the Hon. Secretary of the County Union to be included in the Agenda of the next meeting, 5uch notice to be signed by at least two members. The Motions sball be taken in tbe order in wbich tbey appear on the Agenda paper unless a majority of the Committee decide o therwise, and no motion will be put to the vote unless it is bath moved and seconded. 2. A H correspondence or business of import­ ance wbich may have arisen tao late for inclusion in the Agenda paper shall be produced previous ta any Motion on the Agenda paper being put, and the Cornmittee may decide by a majority to take any 5uch business before proceeding with the Agenda paper. 3. The Cbairman shall bave power to prevent any member, except the moyer, speaking morc than once on any one motion or question unless in explanation. The moyer shall in aH cases be entitJed to speak once in mak in g his motion, and once by way "f reply. 4. Whenever an amendment is moved on an original proposition and seconded. no second amendment sba ll be moved until the original amendrnent is disposed of. If an amendment be carried, lhe motion as qmendment sball take tbe place of tbe original 66 motion, and shall become the motion on which a second or forther amendment May be moved. Only one ameDdment shan be submitted for' discussion at a time. No reply is allowed to the mOYer of any amendment to a motion. S. AIl resolutions shall be put to the meeting and decided by a show ofhands or by ballot at the discretion ofthe Chairman. 6. The Chairman shall have power to allow any member to tise and speak to a point of order at any point ofa debate. 7. A declaration by the Chairmao as 10 the result of a vote shall be conclusive. 8. Il is not intended ln apply the standing orders to matters which may arise for discussion apart from the Agenda paper, and the Chairman shall have power to enforce ail or part of them only at his discretion. 9. AIl questions arising on the construction of the above standing orders shall be delermined by the Chairman of the meeting for Ihe time being and bis decision shall be final. 10. Any resolution or minute passee! or approved by Ihe Commiltee which affects the futture list of clubs affiliated with the county will not become operative for three seasons folloWÎng the date of the confirmation of the resolution or minute.

67 RULES 01< THE CHESHIRE CUP AND PLATE COMPETITIONS t. The Competitions shall be caJIed "The Cheshire Cup" and "The Cheshire Plate". 2. AIl Clubs who are full members of the Cheshire R.F.U. shall be eligible to enter providing ail outstanding debts have been paid to the Cheshire Unions, being: (a) paid the entrance fee to th.. Competitions, (b) paid the current season's .ubscription to the County, (c) paid any current loan interest and repayment, (d) submitted a balance sheet and statement of club accounts as required by the Rugby Football Union Bye-law 10, (e) has no outstanding payments in connec­ tion with DisciplinarY Hearings for the previous seasou. 3. There shall be an Bntrance Fee as decided by the Cheshire Cup and Plate Competitions Sub-Comruittee. 4. (a) A player who has played for a club in the first or second Rounds of the Competition may not play for another club in a quali­ fying Competition until a period of 30 days shall have elapsed since he last played in a Competition match. (b) No player who has played for a club in a qualifying CompetitIon may in the same season play for another club in the same or a different qualifying Competition until a period of 30 days shall have elapsed since he last played in a qualifying competition match. 68 S. (a) The ties for the Competitions shaU he drawn and the matches played ON the datea determined by the Committee. (b) Clubs may play before the stated date if so asreed. ifno agreement is reached then the stated date shaU he the data for the tie. The firat drawn Club in each tie (other than Final) shall have a choice of ground. The Final will be played on a ground decided by the CUp and Plate Sub­ Committee. 6. The duration of each Tie will he one hour and twonty minutes. unless tbe Referee considera thet conditions will not allow the full length of time to he played in which case the tie will he replayed on tho same ground. 7. Drawn Matches. (a) If after 40 minutea each way the scores are still lovel.· the team thet has scored the most tries shaU go forward into the next round. If this does not produce a result. the team thet bas scored the most goals from tries goes forward into the ne"t round. If the scores still be equal. the tries stin he equal and the goals from tries still he equaJ tbe visiting team shaU go forward into the next round. (b) In the Quarter-Final and Semi-Final. if at the end of 40 minutes play each way. the scores he equaJ. the tries he equaJ. and the goals from tries bo equal there shall be an immediate period of replay hetween the same teams of 10 minutes each way. with a one-minute interval. If the score still he equaJ. the tries stin he equaJ and the goals from tries stin be equal. the visiting team shaU go forward into the next round. 69 (c) ln the Final, ü at the end of forty minutes play each way, the scores be equal, an extra ten minutes each way will be played, the score at the end of that period being . the resuIt. ShouId there still be no decision a replay will be staged, the venue and date to be decided by the Cup and Plate Sub-Committee. 8. Replacements-Up to a maximlUll of two playèrs per team may be in attendance and be available as rep1acements in ail ties played. 9. Where a Club is required 10 play a tie on a Sunday it must fulfil its normal fixture the previous day or be disqualified from the Competitions for the current season. 10. All entry proceeds, that being Gate, Stand, programmes and car park shall be shared equaJJy between the NO Clubs concemed. The gate money from tbe Final Tie, aCter deduction of expenses, Shall go to the benefit of County Funds. The Members of the Home Club, including Ladies, must pay for admission 10 the Grounds, Stands and Enclosures, etc. 11. AU Ties Wl1l be refereed by a member of eitber the. Manchester or Liverpool Referees Society. The 10uch judges for the semi·finals and finals shall be members of either the Manchester or Liverpool Referees Society. 12. In the event of a clash of colours between competing Clubs, the Home Team must change its colours. 13. All questions aft"ectiD8 the qua1ifications of players and the interpretation of these rules shall be referred to the County Committee. No protest or appeal of any kind will be valid unless 70 the Club making the protest or appeal does so within forty-eigbt hours of the termination of the Match to the County Secretary. A copy of the protest or appeal must at the same time be sent to the Secretary of the opposing Club, and the Referee also, should the matter so concem him. 14. The County Committee is the sole interpreter of tbese Rules, and from its decision, there shall be no appeal; either at law or other­ wise.
