TfL RIVER CROSSINGS CONSULTATION EXERCISE AND THE REDBRIDGE RESPONSE: BRIEFING PAPER 1. Overview Building upon previous consultations, Transport for London is presently undertaking a public consultation exercise seeking views upon a revised set of options for new crossings of the River Thames east of Silvertown. (A proposed new tunnel under the Thames linking Silvertown with the North Greenwich peninsular has already attracted support and will be the subject of separate consultation later this year). The four options upon which views are now sought comprise: A new modern ferry at Woolwich A ferry service at Gallions Reach A bridge at Gallions Reach A bridge at Belvedere. The location of these options is shown in Appendix A in a separate document accompanying this one. For each separate proposal, views are invited whether respondents Strongly Support/Support/Neither/ Oppose/ Strongly Oppose. The public consultation deadline is 12th September, but Boroughs have been given until 30th September to respond. The purpose of this paper is to draw attention to this consultation, summarise broadly the features of the emerging options and to seek a steer on the stance to be followed in LB Redbridge’s formal reply. 2. Background It is important to be aware of previous formal LB Redbridge positions conveyed to TfL in respect of new river crossings proposals. Those stances are summarised in Appendix B to this paper. The salient context surrounding the options now being considered is summarised below: TfL consultation in recent years has yielded support from a majority of respondents to provision of new Thames crossings, with businesses in east and south-east London very supportive. -

The Fusilier Origins in Tower Hamlets The Tower was the seat of Royal power, in addition to being the Sovereign’s oldest palace, it was the holding prison for competitors and threats, and the custodian of the Sovereign’s monopoly of armed force until the consolidation of the Royal Arsenal at Woolwich in 1805. As such, the Tower Hamlets’ traditional provision of its citizens as a loyal garrison to the Tower was strategically significant, as its possession and protection influenced national history. Possession of the Tower conserved a foothold in the capital, even for a sovereign who had lost control of the City or Westminster. As such, the loyalty of the Constable and his garrison throughout the medieval, Tudor and Stuart eras was critical to a sovereign’s (and from 1642 to 1660, Parliament’s) power-base. The ancient Ossulstone Hundred of the County of Middlesex was that bordering the City to the north and east. With the expansion of the City in the later Medieval period, Ossulstone was divided into four divisions; the Tower Division, also known as Tower Hamlets. The Tower Hamlets were the military jurisdiction of the Constable of the Tower, separate from the lieutenancy powers of the remainder of Middlesex. Accordingly, the Tower Hamlets were sometimes referred to as a county-within-a-county. The Constable, with the ex- officio appointment of Lord Lieutenant of Tower Hamlets, held the right to call upon citizens of the Tower Hamlets to fulfil garrison guard duty at the Tower. Early references of the unique responsibility of the Tower Hamlets during the reign of Bloody Mary show that in 1554 the Privy Council ordered Sir Richard Southwell and Sir Arthur Darcye to muster the men of the Tower Hamlets "whiche owe their service to the Towre, and to give commaundement that they may be in aredynes for the defence of the same”1. -

Thames Ward Area Its population has doubled in recent years LONDON and will will continue to increase thereafter. Yet poverty levels are high with half of the children in the ward living in poverty. Thames Ward Community Project (TWCP) was a response to CASTLE GREEN SCRATTONS FARM ORION PARK this upheaval and the very real divisions (physical, economic and social) that may be exacerbated without a community-led response that brings people together across the entire area. THAMES VIEW TWCP has been funded by the Big Lottery for three years (2017- 2020) to enable positive community-led change across the whole of Thames Ward. The funding focuses on four themes: cohesion, health, employability and the environment. The project is hosted by Riverside School which employs two full time staff, a Director of Community Engagement (Matt Scott: start date October 2017) and a Community Organiser (Jamie Kesten: start date November 2017). -

Barking Riverside Extension – factsheet 1 Project overview Introduction Barking Riverside is the largest housing development in east London, with planning permission for up to 10,800 new homes, as well as healthcare, shopping, community and leisure facilities. However, the London Riverside Opportunity Area Planning Framework (OAPF), a spatial planning document covering this area including Barking Riverside1, identifies that a package of transport measures are required to facilitate the development of Barking Riverside, and the wider London Riverside Opportunity Area. The Barking Riverside Extension, a 4km extension (1.5km of new track) of the existing London Overground Gospel Oak to Barking line, is the primary component of a package of transport measures to unlock development at Barking Riverside. Without a new operational rail link in place, the development potential of the Barking Riverside site cannot not be fully realised, as no more than 4,000 homes can be occupied. This project aims to deliver the Barking Riverside Extension of the London Overground Gospel Oak to Barking line. The project will be complemented by a series of transport improvements measures led by Barking Riverside Limited and Transport for London, including bus network enhancements and the creation of a street network that promotes walking and cycling. Further information about the London Riverside Opportunity Area and the Barking Riverside development proposals, is presented in Barking Riverside Extension factsheet 3. The Barking Riverside Extension is proposed to be funded and financed by a variety of sources, including through money allocated in the TfL Business Plan and contributions from the developers of the Barking Riverside site. -

Alternative Options Investigated to Address the Issues at Blackwall Tunnel
Alternative options considered to address the issues at the Blackwall Tunnel We have considered a wide range of options for schemes to help address the transport problems of congestion, closures and incidents, and resilience at the Blackwall Tunnel and believe that our proposed Silvertown Tunnel scheme is the best solution. This factsheet examines a number of potential alternative schemes, including some which were suggested by respondents to our previous consultation, and explains why we do not consider them to be feasible solutions to the problems at the Blackwall Tunnel. Further detail on each alternative as well as other alternatives is included in the Preliminary Case for the Scheme, which can be found at www.tfl.gov.uk/Silvertown-tunnel. Building a bridge between Silvertown and the Greenwich Peninsula, rather than a tunnel We have considered building a bridge at Silvertown, instead of a tunnel. However, any new bridge built in east London needs to provide at least 50m of clearance above the water level to allow tall sea-going shipping to pass beneath safely. A bridge with this level of clearance would require long, sloping approach ramps. Such ramps would create a barrier within the local area, as well as dramatically affecting the visual environment and going against local authorities’ development plans. A high-level bridge would also not be feasible in the current location due to it’s proximity to the Emirates Air Line cable car. We also considered the option of a lifting bridge (like Tower Bridge). This could be constructed at a lower level, with less impact on the local area.
