The anti-corruption movement, better known as the India Against Corruption Movement (IAC), demanded the passage of the Janlokpal Act, an Ombudsman body. The movement mobilized public opinion against corruption and the need for the passage of a law to address its rising incidence. The claim to eradicate corruption captured the imagination of the middle class, and threw up several questions of representation. The movement prompted public and media debates over who represented civil society, who could claim to represent the ‘people’, and asked whether parliamentary democracy was a more authentic representative of the people’s wishes vis-à-vis a people’s democracy where people expressed their opinion through direct action. This article traces various ideas of po- litical representation within the IAC that preceded the formation of the AAP to reveal the emergence of populist repre- sentative democracy in India. It reveals the dynamic relationship forged by the movement with the media, which created a political field that challenged liberal democratic principles and legitimized popular public perception and opinion over laws and institutions.

One of the important features of Sikkim is that excepting the temples, churches, mosques, etc. there are about 67 monasteries - some of them have old historical importance. In addition. there are 132 Manilhakhang (place of worship for ladies and some of them are run by ladies) and 22 Lhakhang & Tsamkhang (hermitage or place of meditation) in the state. Everyone and everything at Kopchay seems to have been touched by the magical aura of Nirmal Mangar, known among the believers simply as “Guruji,” who lives a life of abstinence, but has triggered an economic boom for this tiny hamlet and its residents... By Sunday evening, the whole town was abuzz with news of a gruesome mur- der of two minors by a teenaged neighbour and alleged rape. The revulsion over the incident soon converted to anger and a lynch mob gathered to appro- priate instant justice. It took all the negotiating skills of the local panchayats and senior ruling party workers to calm the tempers down. The locals now want the “maximum possible” punishment for the accused and assure there was never any plan afoot to instigate a backlash against the community to which the accused belonged [he is a nonlocal]. They however admit that there is now need for better records on the antecedents of outsiders working and running businesses in Sikkim.
