19th City Council District Paul A. Vallone (D) My name is Paul Vallone and I am a Democrat proudly running for NYC Council! I have been married for 19 years, have 3 wonderful children and 18 years ago we chose this community to raise our family. I am running for New York City Council to RECLAIM, RESTORE and RESPECT. First we need to RECLAIM our council seat, which has been an embarrassment to our entire district. We need to RESTORE Integrity and Trust — words not associated anymore with politics. There must be a sacred trust between elected officials and the community they represent, and I am proud to continue this bond the Vallone family has provided for over three generations. And I pledge RESPECT for our community. I will fight for our quality of life, which is why we all chose this community to raise our children. And that means we must be safe! Without public safety we have nothing. We must support and restore critical funding to strengthen the size of our police department. This is why I am proud to have earned the respect and endorsements of the Lieutenants, Detectives and Fire Marshall Associations. We must continue to preserve our residential communities and keep our school districts the best in the City. We must also fight to reduce tax dollars and protect our small businesses. How many tax increases, assessments, water and sewer increases, tickets and fines can any business or homeowner endure? I proudly serve with many of you in our youth sports programs; as members of Community Board 7; as founding President of our Bayside-Whitestone Lions Club and as members of our Clinton Democratic Club. I am honored our District Leaders, our local Elected Officials and our Queens Democratic Party stand together and endorse our campaign. This is the unity and strength I bring to our community. THE COUNCIL OF THE CITY OF NEW YORK May 26, 2016 Honorable Mayor Bill de Blasio City Hall New York, NY 10007 Dear Mayor de Blasio, More and more nonprofit groups are operating with deficits and we’ve seen a growing number of them close. This is largely due to systemic under-funding from government contracts. A 2.5% increase on the OTPS (“Other Than Personnel Services”) line of city contracts with nonprofits would begin to offer some critical budget relief and help them pay for important items – such as equipment, books, paper, food, technology, rent, and staff development – that many have been unable to invest in for years. This would offer funding for approximately 3,700 contracts for community services including afterschool, senior centers, homeless and domestic violence shelters, child care, mental health clinics, and more. We are asking the Administration to fund $25 million annually to reflect the 2.5% increase in OTPS. Over the past year, the Committee on Contracts held two hearings which revealed the impact of this systemic under-funding. We learned that the budgets of half of New York City human services providers are in the red or barely breaking even. More troubling still is the fact that these contract service providers are one of the largest employment sectors in the City, and an overwhelming majority of employees are women and people of color, with women representing four out of every five workers. Cuomo, Governor The State of New York Executive Chamber New York State Capitol Albany, New York 12224 Dear Governor Cuomo: We write to you as duly elected members of the New York City Council, with regard to the alarming magnitude of homelessness throughout New York City and across our state, and the attendant human and financial costs this growing crisis has on our communities. New York City has looked to solve this problem by increasing the number of shelters throughout our communities. While shelters are an important piece of addressing this crisis, they are meant to be a temporary measure, not a long-term solution. The only real way to address this crisis is through a statewide rental supplement. We call on you to initiate a new program to stem the tide of displacement that is driving large numbers of families and individuals into homelessness every day. Specifically, we call on you to establish the Home Stability Support (HSS) program. HSS will be a new statewide, State and Federal-funded rent supplement program to bridge the difference between public assistance shelter allowances and 85 percent of Federal Fair Market Rents and also address the high costs of heating when borne by families. HSS is designed to assist: ● Each family or individual facing a loss of housing due to formal or informal eviction, domestic violence, or hazardous conditions; ● Those who are already homeless and living doubled-up, in shelters, or living on the street. This is the most cost-effective solution for preventing homelessness and it requires Executive action to replace the current patchwork of local programs that reach only a small fraction of those in need.
