First question. 2754 LEGISLATIVE COUNCIL ― 21 November 2018 Adjustment of the demand-side management measures for the property market 1. MR JEFFREY LAM (in Cantonese): President, some members of the public have relayed that with the interest rates rising gradually and the Sino-United States trade conflicts intensifying, the local property market may have entered a downward cycle in recent months, and the various demand-side management measures (commonly known as "harsh measures") implemented by the Government to address the overheated property market have become outdated. In this connection, will the Government inform this Council: (1) whether it will examine relaxing the loan-to-value ratios for mortgage loans to make it easier for members of the public to acquire their first property or replace their existing property, and enable small and medium enterprises to get more operating capital through securing loans by collateralizing their properties; (2) whether it has assessed if the harsh measures will exacerbate the fall in property prices when the property market is in a downtrend; if it has assessed, whether it can submit the relevant report to this Council; and (3) given that a Hong Kong permanent resident who disposes of his or her only original residential property within 12 months from the date of acquisition of a new residential property may apply for a partial refund of the ad valorem stamp duty payable at the time of acquisition of the property which is equivalent to 15% of the property price, whether the Government will change such a taxation arrangement so that persons who acquire a new residential property as replacement are required to pay additional stamp duty only if they fail to dispose of their original residential property within 12 months, so as to alleviate their burden when acquiring properties; if so, of the details; if not, the reasons for that? SECRETARY FOR TRANSPORT AND HOUSING (in Cantonese): President, maintaining the steady development of the private residential property market is one of the important objectives of the Government's housing policies. In the past few years, due to tight housing demand-supply balance and the LEGISLATIVE COUNCIL ― 21 November 2018 2755 continued ultra-low interest rates environment, local property prices have been on the rise, with heightened risk of a bubble. The Government has adopted a two-pronged approach by striving to increase land and housing supply to meet demand, and introducing several rounds of demand-side management measures as and when necessary to suppress external demand, short-term speculative demand and investment demand, with a view to stabilizing the property market and preventing adverse consequences arising from an exuberant market. The Hong Kong Monetary Authority ("HKMA") has also introduced several rounds of counter-cyclical macro-prudential measures to strengthen risk management of banks and resilience of the banking sector to cope with any possible impact in the event of a fall in property prices. Having consulted the Financial Services and the Treasury Bureau, the Inland Revenue Department ("IRD") and HKMA, I set out my consolidated reply to various parts of the question raised by Mr Jeffrey LAM as follows: (1) The intent of HKMA's counter-cyclical macro-prudential measures is to ensure stability of the banking system through implementation of appropriate measures according to the development of the property cycle, taking into consideration key factors such as the trend of property prices, property transaction volume, economic fundamentals and the external environment.

WANG_2.9.21 2/10/2021 1:03 PM HONG KONG’S CIVIL DISOBEDIENCE UNDER CHINA’S AUTHORITARIANISM Shucheng Wang∗ ABSTRACT Acts of civil disobedience have significantly impacted Hong Kong’s liberal constitutional order, existing as it does under China’s authoritarian governance. Existing theories of civil disobedience have primarily paid attention to the situations of liberal democracies but find it difficult to explain the unique case of the semi-democracy of Hong Kong. Based on a descriptive analysis of the practice of civil disobedience in Hong Kong, taking the Occupy Central Movement (OCM) of 2014 and the Anti-Extradition Law Amendment Bill (Anti-ELAB) movement of 2019 as examples, this Article explores the extent to which and how civil disobedience can be justified in Hong Kong’s rule of law- based order under China’s authoritarian system, and further aims to develop a conditional theory of civil disobedience for Hong Kong that goes beyond traditional liberal accounts.

Introduction Hong Kong has entered its last years under British administration, and the dramatic final act is being played out.1 When Hong Kong reverts to Chinese rule, it will do so under the protection of the Basic Law,2 a mini-constitution created pursuant to a Joint Declaration 3 be- tween the United Kingdom and the People's Republic of China (PRC) that delineates the principles under which Hong Kong will be gov- erned. The former and future rulers of the city diverge widely in their political, economic, and social systems, and despite the elaborate detail of the relevant treaties providing for the transfer,4 there have been disagreements during the period of transition.

CHINESE SLANG Robert L. Moore Rollins College Winter Park, Florida INTRODUCTION Slang is a linguistic category that has long defied those who have sought to define it (Dumas and Lighter 1978; Adams 2009). The qualities that make it so difficult to define apply to both its English and Chinese versions.i Part of the difficulty in identifying specific defining criteria stems from slang’s status as a folk category. Slang is, in a sense, what the speakers of a given language believe it to be, and different speakers have different understandings about what it is. The qualities most commonly attributed to it by those who define it are as follows: 1. Informality 2. Playful or imaginative use of standard vocabulary items 3. Humor 4. Ephemerality 5. Appropriateness in egalitarian relationships 6. Association with contexts wherein the dignity entailed in high status positions is not deferred to 7. Rebelliousness 8. Association with marginal and/or relatively powerless populations (such as youth, military personnel or criminal gangs) 9.

Lawrence On June 30, 2020, China’s National People’s Congress Standing Committee (NPCSC) passed a Specialist in Asian Affairs national security law (NSL) for the Hong Kong Special Administrative Region (HKSAR). Hong Kong’s Chief Executive promulgated it in Hong Kong later the same day. The law is widely seen Michael F. Martin as undermining the HKSAR’s once-high degree of autonomy and eroding the rights promised to Specialist in Asian Affairs Hong Kong in the 1984 Joint Declaration on the Question of Hong Kong, an international treaty between the People’s Republic of China (China, or PRC) and the United Kingdom covering the 50 years from 1997 to 2047. The NSL criminalizes four broadly defined categories of offenses: secession, subversion, organization and perpetration of terrorist activities, and “collusion with a foreign country or with external elements to endanger national security” in relation to the HKSAR. Persons convicted of violating the NSL can be sentenced to up to life in prison. China’s central government can, at its or the HKSAR’s discretion, exercise jurisdiction over alleged violations of the law and prosecute and adjudicate the cases in mainland China. The law apparently applies to alleged violations committed by anyone, anywhere in the world, including in the United States. The HKSAR and PRC governments have already begun implementing the NSL, including setting up the new entities the law requires.

    CORPSES TO CREMAINS, CHICKENS TO JPEGS The Reception of Cremation and Related Rites by Hong Kong’s Practitioners of Popular Religion by Marc Lodge Andrew Lagace A thesis submitted in conformity with the requirements for the degree of Master of Arts Department of East Asian Studies University of Toronto © Copyright by Marc Lodge Andrew Lagace 2017 CORPSES TO CREMAINS, CHICKENS TO JPEGS The Reception of Cremation and Related Rites by Hong Kong’s Practitioners of Popular Religion Marc Lodge Andrew Lagace Master of Arts Department of East Asian Studies University of Toronto 2017 Abstract This study investigates cremation in Hong Kong as well as a number of related practices—the use of columbaria, green burials, and the worship of ancestors online. Why these practices emerged is considered in addition to their promotion by the state and reception by practitioners of popular religion. It is demonstrated that cremation became accepted with little fuss for practical, political, and cultural-religious reasons. It is also shown that columbaria, although possessing desirable fengshui, are problematic in that they lack sites for worshiping Houtu and are becoming smoke-free. Green burials, campaigned for by the state and endorsed by ethicists, have been met with resistance because they involve scattering cremated ashes (viewed as harmful and/or disrespectful to the dead) and fail to provide ancestors with permanent places of rest.
